"I believe Oregon was the first to go in this direction back in the late 1990s. They started doing all mail-in ballots, a few others, mostly western states including Hawaii and Washington and Utah followed suit. Colorado started doing this for the 2014 election cycle, so it's a relatively small number of states. But since California is now in the mix it’s a large number of voters," said Masket.Ben Hovland is the Chairman of the U.S. Election Assistance Commission. He says in the last presidential election, 25% of Americans voted by mail or absentee ballot."We've seen a few other states come on recently like Utah and Hawaii and then a few states this year but you also have states like Arizona where they have permanent early voting list where about 75% of their voters are getting a mail ballot sent to them automatically," said Hovland.Hovland says in nearly every state, voters can request a mail-in ballot. Though, some states require you to provide a valid excuse for it. Still, he expects a record number of people will be voting by mail in 2020 because of the coronavirus pandemic. No matter how you vote this year, experts say make sure you're going to your local government, and not social media, for information about how and where to vote, registration information and vote-by-mail deadlines."The National Association of Secretaries of State has led a program called Trusted Info 2020 which is oriented towards getting people to go to their local election official for information," said Hovland. Video appears to show a person pulled into an unmarked minivan as NYPD officers keep protesters away from the vehicle in Manhattan on Tuesday night.Protesters were near East 25th Street and Second Avenue when several arrests were made, police said. It's not clear why the arrests were made.Only one person was shown being taken into the minivan. A man in an orange shirt with "Warrant Squad" written across the back got into the front passenger seat before the minivan drove off.That woman was taken into custody because she allegedly damaged police cameras during five separate incidents in and around City Hall Park, NYPD officials said. Police said the arresting officers were assaulted with rocks & bottles.The NYPD has been using unmarked vehicles for decades, a spokesman said."The Warrant Squad uses unmarked vehicles to effectively locate wanted suspects," the NYPD tweeted.New York City Council Speaker Corey Johnson called it "incredibly disturbing."Public Advocate Jumaane Williams said he was looking into it."Concerned about what we are seeing in this video," he tweeted.Lawmakers throughout the city called for answers. (KGTV and CNS) - A Camp Pendleton Marine accused of driving drunk and causing a wrong-way crash that killed a father of two on a rural Bonsall-area road early on New Year's Day pleaded not guilty Friday. Adam Daniel Barooshian, 25, was allegedly speeding to the east on the westbound side of state Route 76 near Via Monserate shortly before 4 a.m. Tuesday when his Lexus IS 300 hit an oncoming motorcycle ridden by 29-year-old Christopher Williams of Oceanside. At the time of the deadly collision, Williams was on his way home from his job as a security guard and emergency medical technician at Pauma Casino, according to the Oceanside Police Officers' Association, which employs the victim's wife as a public-safety dispatcher. Williams died at the scene of the crash. Medics took Barooshian to Palomar Medical Center for treatment of superficial injuries. About six hours after the deadly wreck, the Massachusetts native was booked into county jail in Vista on suspicion of driving while intoxicated and murder. A judge denied Barooshian’s bail Friday, saying he was a danger to the public after pleading guilty to a misdemeanor DUI in 2018. Department of Health has released an open letter appealing to all White House staff and those attending a Sept. 26 event in the Rose Garden to seek medical advice and take a coronavirus test.The letter indicates a lack of confidence in the White House medical team’s contact tracing efforts for the virus outbreak that infected President Donald Trump, multiple senior staff members and two U.S. senators, among others.Co-signed by nine other local health departments from neighboring jurisdictions in Maryland and Virginia, the letter says contact tracing on the outbreak has been insufficient and “there may be other staff and residents at risk for exposure to COVID positive individuals.”The move highlights the public health dilemma faced by Mayor Muriel Bowser’s administration regarding the current outbreak. (KGTV) — A Fallbrook woman was convicted of negligence for killing a father of four off of Highway 395 near the Pala Mesa Resort in 2017.Sulem Garcia was on prescription medications when she veered off the road crashing into Paul Burke who was on his bicycle, blocks from his home on May 23, 2017. Garcia's lawyer argued she was exhausted from finishing her finals at Palomar College that day and had been on the prescription medications to treat depression for three years.  Garcia received the maximum sentence which was one year behind bars.RELATED: Bicyclist killed, 19-year-old driver arrested in North CountyMore than 60 of Burke's family members and friends were in the courtroom. Burke's wife Laura gave a victim impact statement saying she does not believe that Garcia is remorseful and that the sentencing was a slap on the wrist.  Burke owned and operated a custom surf shop for more than 40 years.
