The incident happened around 1:30 p.m. Wednesday roughly a mile and a half away from the San Ysidro Port of Entry. A spokesperson with Border Patrol says the agent radioed in and said someone shot at him. (KGTV) - A serial killer and former Camp Pendleton Marine who was sentenced to the death penalty may have killed himself at San Quentin State Prison Friday, prison officials said.Andrew Urdiales, 54, was found unresponsive during a security check of his cell late Friday night, according to staff members. Correctional officers performed CPR but Urdiales was pronounced dead less than an hour later.An autopsy will be performed but his death is being investigated as a suicide, officials said.RELATED: Serial killer convicted of Southern California murdersAn Orange County jury sentenced Urdiales to death one month ago for the murders of five women in San Diego, Mission Viejo, Palm Springs, and Cathedral City in the 1980s and 90s. Urdiales had been previously convicted of killing three Illinois women in the 1990s.Urdiales’ victim in San Diego, 31-year-old Maryann Wells, was shot in the head in a deserted industrial complex on Second Ave. in downtown San Diego in 1988. Investigators said Urdiales had sex with Wells then took back the he had paid her. Urdiales left behind a condom that eventually provided a DNA link, implicating him in the case.Another death row inmate was found dead Sunday night at San Quentin. Virendra Govin was convicted of killing four people by setting their home on fire in 2004. Govin's death is also being investigated as a suicide. Scooter company Lime is recalling one of its models from every city after realizing it could break apart while in use. The company says the model occasionally breaks "when subject to repeated abuse."The scooters were manufactured by a Chinese company called Okai, according to a Washington Post interview with Lime representatives. The Washington Post said it could not get in touch with Okai for comment.Lime plans to decommission any Okai scooters in its fleets.Those who experience the breaking scooter are typically leaving them where they break, and it has been difficult for the company to tally how many have broken, the Washington Post reports.This recall follows one issued a couple months ago stating some Lime scooters could catch fire. SAN FRANCISCO (AP) -- San Francisco police will stop responding to neighbor disputes, reports on homeless people, school discipline interventions and other non-criminal activities as part of a police reform plan announced Thursday.Mayor London Breed said officers would be replaced on non-violent calls by trained and unarmed professionals to limit unnecessary confrontation between the police department and the community.Breed said the city will develop the plan over the next year and follow models like the Cahoots program in the western Oregon city of Eugene.That community-based crisis program employs social workers and mental health workers to respond to disturbances where crimes are not being committed. 721
