VISTA, Calif. (CNS) - A 45-year-old apparently homeless man suspected of arson was arrested after allegedly setting a car on fire in Vista.Deputies responded to a report of a car fire in the 1200 block of East Vista Way, near East Bobier Drive, about 10 p.m. Tuesday, according to Lt. Nancy Blanco of the San Diego County Sheriff's Department."On their way to the scene, a witness reported seeing a man, who appeared to be homeless, walk by the car, break a window and start the fire," Blanco said.Deputies located Jose Garcia, matching the suspect's description, who allegedly had a lighter in one hand and a pipe to smoke illegal drugs in another, according to Blanco.Garcia was arrested after a witness identified him in a curbside lineup, Blanco said. He was booked at the Vista Detention Facility for arson and possession of illegal drugs. 852

(KGTV) -- The Vista Unified School District confirmed that a student at one of its high schools tested positive for COVID-19.According to the district, a positive case in a student was reported at Mission Vista High School on Tuesday, resulting in about 130 students in the four classes the positive student attended to be placed into a 14-day quarantine. Those students will pivot to virtual learning.Staff members involved in these classes or who may have come into contact with the student were also quarantined, the district said."The student did not come into close contact with every student; however, since this is our first incident, we are proceeding with an abundance of caution," a district release stated.District officials said schools will reopen at normal capacity on Friday.The positive test comes just two days after Vista Unified reopened its schools for in-person instruction.Part of the reopening plan, known as “Vista Classic,” includes attempts to have social distancing as much as possible. The district will allow as many as 38 students in a single classroom, so desks will not be spaced six feet apart.According to the district dashboard, prior to the full reopening, there were four confirmed positive COVID-19 cases at schools between Sept. 8-Oct. 19. 1300

WASHINGTON — The Supreme Court is denying Congress access to secret grand jury testimony from special counsel Robert Mueller’s Russia investigation through the November election. The justices agreed Thursday to hear the Trump administration’s appeal of a lower court order for the material to be turned over to the Democratic-controlled House of Representatives. The high court’s action will keep the documents out of congressional hands at least until the case is resolved, which is not likely to happen before 2021. VISTA, CA (KGTV) — The man accused of intentionally driving a U-Haul van into a crowd of people outside of an Encinitas bar, pleaded not guilty to serious charges in a Vista courtroom Wednesday.Christian Davis, 28, stood next to an attorney with his head down as he was formally charged with two counts of attempted premeditated murder, three counts of assault with a deadly weapon, and one count of felony driving under the influence of alcohol.Deputy District Attorney, Kim Coulter, said the incident early Sunday morning started at the Saloon and Shelter bar when Davis was kicked out.RELATED: Video shows driver slamming into crowd outside Encinitas bar"He was asked to leave because he was highly intoxicated and it was time for him to go," said Coulter.Once he was kicked out, Coulter said he got into a verbal argument with two bouncers, then threatened them."It escalated and culminated with Davis telling the security guards 'you're going to regret doing this, I’m going to come back and I’m going to kill you,'" she said.Moments later, witnesses saw the U-Haul heading for a crowd of people standing outside of the bars.RELATED: Man arrested after driving into crowd outside Encinitas barThe incident was captured on a passerby's dash cam video."He reversed out of a 7-Eleven and he came barreling down a sidewalk in front of Shelter bar, right into a crowd of people," said Coulter. Sadly, two men who were outside of the bar at the wrong time were seriously hurt."A 25-year-old victim has had a severe injury to his leg, he’s had his third surgery today," said Coulter.The other victim, a 24-year-old, was also left hospitalized with severe injuries."He has two collapsed lungs, fractured ribs, a broken arm and he did spend time in the ICU," she said.Bail was set at million. VISTA (CNS) - A Carlsbad woman who fatally shot her husband during an argument while their children watched cartoons downstairs will not have her sentence reduced in light of a recent gun law.Julie Elizabeth Harper, 45, was convicted in October 2015 of second-degree murder in the death of her husband, Jason Harper. She was sentenced to 40-years-to-life in prison.This year, the 4th District Court of Appeal found Harper's case is affected by a new law (Senate Bill 620) that took effect in 2018.
