Using a laptop, smartphone, or tablet for school, as most Ohio children have done since March, doesn’t necessarily have the same effect as using the same device for social media or games.Still, he encouraged families to closely examine the amount of time they and their children spend using screens every day. He recommended setting aside screen-free times, such as during meals, and encouraging battery-free activities such as reading or playing outside as a healthy complement to children’s daily routines."I think it's very important,” he said. “I think every family is going to have something that's realistic for them. CHULA VISTA, Calif. (KGTV) -- A developer wants to add 300 more units to the Otay Ranch project in Chula Vista, expanding the housing options on the 35 acre site.Baldwin and Sons, the developer behind the project, is asking for public input at a meeting Tuesday night. It's at 6:30 pm at the Residence Inn by Marriott at 2005 Centerpark Road in Chula Vista.Right now, the project, called Otay Ranch, calls for 600 multi-family units, a 2 acre park, 15,000 square feet of commercial retail and two hotels. One of the hotels opened in 2017 and construction on the 292 planned for-sale condos is underway.Now, they want to add 300 units to the plans."There's a real need for housing in this location," says Nick Lee, a spokesman for Baldwin and Sons.Under the original plans, 300 apartments would have been built, with most of them being two or three-bedroom units. The new plans call for 600 apartments, with 65% of them being either studio apartments or one-bedroom units.Lee says this will bring in more young professionals, instead of families with children. That will minmize the impact on nearby schools, which are all near capacity.People who live nearby are more concerned about the traffic problems that will come about with 1000 new homes in the area."It's unbearable," says Michelle Harrison. "I don't think anyone planned for the congestion we already see on a daily basis."Lee says the soon to open South Bay Rapid from MTS will alleviate some of the traffic problems. The apartments are a 5 minute walk to the Otay Ranch Station.He adds the developers have worked with the city and are keeping the project well within the bounds of the General Plan. Also, Lee says an updated Environmental Impact Review showed the additional housing will not create any greater impact on the area than the original plan.Lee says Tuesday's meeting will be important to find out what the people who live nearby want to see in the complex.The company hopes to have final plans approved by the City Council in the start of 2019, so construction can begin as soon as possible. 2079

CHULA VISTA, Calif. (KGTV) - One man is dead after a fight erupted at a South Bay gas station Monday night.Police said two men began arguing outside the AM/PM gas station at 765 E Street just after 8 p.m. Police responded to find one man unresponsive on the ground. The victim was taken to Scripps Hospital in Chula Vista, where he was pronounced dead.Chula Vista police reviewed surveillance footage from the gas station, which showed the victim sitting on a curb asking customers for money at the gas station.The suspect, later identified as 64-year-old Carl Keele, walked up and was confronted by the victim, according to police. The two men appeared to argue before the victim stood up and attempted to punch Keele.The two began to throw punches and kicks at one another until the victim collapsed. Keele then walked off camera and left the scene, police said.Police said the victim could be seen breathing while laying on the ground. Witnesses told police they thought the victim was joking around after he fell.Police later located Keele and took him into custody. Keele told officers the victim asked him for as he approached the AM/PM. He told him no and the victim called him a racial slur, according to Keele.Keele said he told others not to give the victim money and the man became angry and started swinging at him. Police said Keele defended himself by throwing punches in return until the victim collapsed.Police said based on witness statements and Keele's statement, they do not see any grounds to charge Keele.The victim's name is not being released pending family notification.CVPD is still investigating the incident. (KGTV) - A South Bay public official is doubling down on anti-Muslim comments as he prepares a campaign to become Chula Vista's mayor.Hector Gastelum resisted calls to resign from the Otay District Water Board in 2017 after his tweets referred to Muslims as sub-human scum. He just qualified for the June run-off to become the Mayor of Chula Vista, the county's second largest city.In an interview, Gastelum said he isn't backing down from his prior controversial comments. "How can you not condemn rape? How can you not condemn pedophilia? Or throwing gays from the roof," Gastelum said, clarifying he is not referring to all Muslims. "If people don't like what I stand for, they can vote for the person that's going to take more taxes from them."Hanif Mohebi, who runs the San Diego chapter of the Council of American Islamic Relations, called Gastelum's comments bigoted and hateful."Are we referring to other criminals by their religion?" he said. "(Charleston church shooter) Dylan Roof and many others. Are we referring to others by their religion? If not, then why are we singling out this community and referring to them by their religion."Gastelum is running against Incumbent Mary Salas, teacher Arthur Kende, and Parks Supervisor Daniel Schreck for the seat. (KGTV) - Police have arrested three people in the death of a man found slumped over the steering wheel of his still moving vehicle.Chula Vista Police arrested Britney Canal, 29, of Chula Vista, Cesar Alvarado, 39, of National City, and Michael Pedraza, 27, of San Diego, in the murder of 59-year-old Mario Serhan.Witnesses found Serhan slumped over the steering wheel of his vehicle with an apparent gunshot wound to the head just before 1 p.m. on April 11.
