SAN DIEGO, Calif. (KGTV) - NOAA's Climate Prediction Center released the updated outlook for winter 2020-2021 expectations, and the report shows the increased confidence for a moderate La Nina winter.National Weather Service Meteorologist Alex Tardy said La Nina winters mean cold water along the equator, which are already present in October. These cold waters can have a domino impact on the globe, including warmer waters in the Atlantic and ultimately a higher risk of hurricanes, and also a more northern jet stream over the west coast, keeping moisture isolated more north and leading to dry conditions in Southern California.This dry winter coupled with San Diego’s recent weather history could be a recipe for disaster. The last two winters have been wet in San Diego, with most areas in San Diego County getting 1.5 times their usual rainfall during the most recent winter. This increased moisture helped vegetation grow, then the summer of 2020 brought record-breaking heat, drying that vegetation out. That, coupled with a lack of monsoon moisture in 2020, means there is dry vegetation that could be fuel for fires.“Any type of fire is going to be a problem in Southern California because the conditions are so dry,” said Tardy.He added that a new water year just began Oct. 1, 2020, so while the last water year had impressive rain totals, a new year has started.“So regardless of what happened last winter, we kind of reset now. Now we’re in a whole new year and unfortunately, things are looking very stressed as far as fire conditions,” said Tardy.He said rain is not out of the question for a La Nina year, but it will be more variable. Winter is the best time for Southern California to accumulate rain, and with the decreased chances of rain, Southern California could move into drought conditions by the end of the winter. 1850
SAN DIEGO, Calif. (KGTV) -- An appeals court today overturned a ruling that would have allowed the conditional release of the “Bolder Than Most” rapist, Alvin Quarles. The ruling was issued by the 4th District Court of Appeals Monday. The court said, in part that “Quarles is a serial rapist whose crimes were shockingly brutal and destructive. If he fails after he is conditionally released, considering his past, we shudder to contemplate the consequences of such a failure.”After news broke of the reversal, Dianne Jacob, who serves on the San Diego County Board of Supervisors and has been adamantly against the release, spoke out on Twitter. We must continue to fight the placement of sexually violent predators into our communities,” Jacob said in part. The ruling comes after San Diego County Superior Court Judge David M. Gill's decision to release Quarles to a home somewhere in San Diego County. After his release, he would have undergone treatment through a conditional release program.Gill's ruling followed a series of closed-door hearings that involved testimony from psychiatrists and other experts. Quarles was dubbed the "Bolder Than Most" rapist due to the way he attacked his victims at knifepoint, sometimes forcing the women's husbands or boyfriends to watch. In 1989, he pleaded guilty to committing over a dozen sexual assaults in the mid-to-late 1980s. He was sentenced to 50 years in prison. SAN DIEGO (KGTV)-- President Trump's decision to delay nationwide ICE raids by two weeks is not stopping some San Diego community advocates from working overtime, educating migrants to know their rights. For Benjamin Prado, "Deportation" is always on his mind. "We see a policy of terror," Prado said. As a community advocate for 'American Friends Service Committee,' he connects migrants with various services. He has worked with those who were arrested at the Zion Market ICE Raid in February 2019."Whether people have documents or not, people have the right to work, and people have the right to produce and create a meaningful life for themselves," Prado said. Saturday, President Trump disagreed saying, "Everybody that came into the country illegally will be brought out of the country very legally."So even when the President announced that he would delay the planned nationwide ICE Raids initially scheduled to begin Sunday, Prado's work remains the same. "We are on a permanent campaign of informing families what their rights are," Prado said. "What their constitutional rights are, ensuring that they know that they don't have to speak to immigration law-enforcement, that they don't have to open the door, that they should demand to see any form of warrants that they have, whether it be judicial or administrative warrants that ICE produces."In a Tweet Saturday, Gavin Newsom agreed saying, "When we talk about knowing your rights, 'no abras la puerta.' SAN DIEGO (KGTV) - With home prices skyrocketing San Diegans are turning to remodeling.However, if the home has lead paint or asbestos, it can become a health hazard if not handled correctly. The Environmental Protection Agency is cracking down on companies breaking the rules.The agency has taken action against six companies in Arizona and California for allegedly violating regulations requiring them to protect the public from exposure to lead. The companies paid a combined 7,000 in penalties.According to the EPA, "an inspection found that, between 2014 and 2015, Renovation Realty performed renovation work at six homes in San Diego and Santee without being EPA-certified to perform work in pre-1978 housing where lead-based paint is assumed to be present." The agency says the company also failed to keep records indicating compliance with lead-safe work practices and did not ensure a certified renovator was involved as required."Looking back at it, it was a painful expensive experience to get fined by the EPA" said Keith Christian CEO of Renovation Realty.Christian said, at the time, they didn't understand the EPA's requirements of how much square footage you can disturb per room."We got fined, we paid the fine, we all went to a class we got certified as a company our supervisors got certified and it's been a great experience,” Christian said. “So now that we understand the process we incorporated that into our renovation.”Across the county from October 2016 through September 2017, the EPA finalized 121 civil settlements for alleged violations of at least one of the lead-based paint rules. The settlements they obtained in the cases soared past one million dollars. The EPA requires companies who perform abatement projects in pre-1978 homes to be certified and follow specific work practices.“For a homeowner, the biggest thing is their liability,” said Tim Tilley with Superior Abatement Services Inc. “If they hire a contractor who doesn’t follow the rules, the regulatory agencies will generally cite everyone in the food chain.”Tilley removes hazardous material like lead and asbestos for a living. His team is currently working on a San Diego home that tested negative for lead but positive for asbestos.Tilley tells 10News rules put in place at the federal level down to the local level are there to protect employees and consumers."For a homeowner, it's really important to ask the right questions,” said Gregg Cantor with Murray Lampert Design - Build – Remodel.Cantor says consumers should know if the contractor is licensed and certified and trained to perform hazardous materials work.Consumers also want to ask about types of safety methods they use, digging into specific safety precautions before, during and after the work is done. SAN DIEGO (KGTV)- Proposed plans to restore the Mission Bay wetlands have been released by the group ReWild Mission Bay.Organizers say those plans would include moving a popular campsite in the area. The “Campland on the Bay” site would have to be relocated after 50 years.Neighbors who live near the area say the possible move is disappointing. “I was just telling my sister who is out of town this place is legendary. People come here all times of the year.”Managers at the campsite say they’ve extended their lease another five years but it could change depending on the project.Organizers of the expansion say the existing wetlands in Mission Bay may not be here in years to come.“The way it is now wetlands will be overtaken by sea level rise,” says Jim Peugh with the San Diego Audubon Society. “One has to plan ahead to make sure we have wetlands in the future.”Those plans would include giving tourists and locals easier access to the land. It will also give wildlife a larger nesting area.A statement from Campland on the Bay says in part:“We remain hopeful the City will continue to provide this amenity for local residents for another 50 years. The public does not have to choose between waterfront camping and wetlands – both uses can support one another as Campland has proven for the past half-century.”Organizers of the expansion says there is no exact timeline on when restoration will take place.
