SAN DIEGO (KGTV) — A non-profit organization held a first-of-its-kind seminar to teach law enforcement officers, first responders, and legal professionals how to understand and handle incidents involving people with intellectual and developmental disabilities. More than 100 individuals representing a variety of agencies, including the San Diego Police Department, Chula Vista Police Department, and the public defender's office attended the Arc of San Diego's "Pathways to Justice" training at the Handlery Hotel in Mission Valley. In recent years, law enforcement agencies from across the country have been under attack about their handling of cases involving witnesses, victims, and suspects with disabilities. Arc of San Diego hopes to bridge the understanding gap. On April 30, 2015, San Diego Police officer Neal Browder responded to a call about a man reportedly wielding a knife. He rolled into the alley with no lights, sirens, nor was he wearing a body camera. But a nearby surveillance camera caught the entire encounter. Within three seconds of opening his door, Browder fatally shot the man, Fridoon Nehad. It turned out, Nehad was an unarmed, mentally disabled man. Since this incident, the American Civil Liberties Union has questioned the officer's use of lethal force. Would this have happened if San Diego Police officers had the proper training?The Arc of San Diego hopes this never happens again, which is why they invited agencies to join their training seminar."We want to help first responders have a better understanding of what it is to interact with people with intellectual and developmental disabilities," Arc of San Diego CEO and President Anthony Desalis said.San Diego was chosen as one of four cities nationwide to run this three-pilot program. The others are Monmouth County, New Jersey, Loudoun County, Virginia, and Columbia, South Carolina. The program includes this one-day seminar where each department will create its own Disability Response Team. Finally, the departments will hire disabled individuals as intern cadets through the "Growth Through Opportunity" program. "That gives the officers at those stations a chance to interact with someone who has a disability," SDPD Sgt. Jonathan Lowe said. While his primary assignment is recruiting, he is also the Chief's Liaison for the Disabled Community. So how do you deal with a situation like Nehad's? Experts say step one is to be patient. "Don't automatically assume they are somebody who is drunk or somebody who is on drugs," Desalis said. "It may just be that it takes a moment to process what you're saying to them."Giving that person that extra moment could be the difference between life and death."No situation is ever going to be perfect in the field," Sgt. Lowe said. "But at least we can do our best to be proactive about training our officers the right way." 2871

SAN DIEGO (KGTV) - A North County school district is fighting off potential threats with cutting-edge technology.On Thursday the school board approved plans to install an electronic access control system on its campus by the 2019-2020 school year. Funding for the 4,000 project will come out of the district's capital facilities fund. The system will provide global lockdown capability through panic buttons, card readers, computer, or mobile device.LED lights will notify teachers if their classroom door is locked, they can also lock them manually or with a key card. Teachers can also unlock the doors from the inside if they need to let a student in.Jeff Kaye, President and CEO of School Safety Operations, assesses how secure schools are and offers recommendations.He commended Rancho Santa Fe for a high baseline for emergency preparedness, but says it can always be improved. “What we see with locks at all schools is the inability to lock a door from inside of classroom without the use of keys. It makes sense because most of these schools were designed before we had this type of threat. Locks were meant to secure the school after school, not to keep something bad out during school," said Kaye.Kaye says during the Parkland, Florida shooting someone was killed opening the door to try and secure the classroom. He recommends all schools invest in electronic locks in some capacity.“Money is a tough commodity in education safety, especially in California. So when we have someone trying to sell Kevlar doors or Kevlar safe rooms or Kevlar backpacks and the school doesn't have doors that can lock, we say it's like building your swimming pool before building your house," said Kaye. He says there are more affordable options for larger school districts. “That’s where we need to go in education safety, proactive rather than reactive," Kaye.The International School Safety Institute Conference will be held in San Diego at the end of September. 1969

SAN DIEGO (KGTV) — A local woman is suing the Greyhound bus company after an unscheduled stop allowed border agents to come on the bus and question the citizenship of passengers. Rocio Cordova was traveling from San Diego to Phoenix in November 2017 when her bus was stopped.Her lawyer, Darren Robbins, tells 10News, “Well this practice was brought to our attention and our client was one of the people subjected to these warrantless searches conducted without probable cause.”RELATED: 'Minutemen' wants troops at border gaps near CampoHe continued to say these immigration raids have been happening on multiple different Greyhound buses. Cordova is accusing Greyhound of violating state consumer protection laws by allegedly consenting to racial profiling by law enforcement officers. Cordova is a United States citizen, however, watched people on the bus around her questioned based on their race, according to her lawyer, “it is highly invasive and inappropriate to facilitate such action of law enforcement officials against its own passengers”. The complaint was served to Greyhound on Friday.Robbins is now waiting for their response, “the best response would be they'll refrain from any additional illegal behavior and stop allowing this kind of warrantless searches to take place on greyhound facilities or Greyhound buses,” he tells 10News.  1388

  

SAN DIEGO (KGTV) -- A Hillcrest man was left feeling helpless after he spots a burglar inside his home on Christmas Eve while he was on the other side of the country. Tyler Luna was visiting family in Mississippi when he wanted to check on a recent gift from a client. He got a red flower that is supposed to bloom on Christmas. Before he left, he set up surveillance cameras and placed the flower in a window nearby. He opened the app on his phone and saw the flower and a thief inside his home."Your heart sinks and its like what’s happening," Luna said. In a panic, Luna called 911 but the Mississippi dispatchers told him they couldn’t help. He flew home Christmas night and met with police immediately to file a police report. "It was very scary."When he went inside his home he found his class ring missing, his watch drawer empty of all watches, and some valuables in his nightstand, all gone. SAN DIEGO (KGTV) - A landmark Supreme Court ruling today extended workplace protections for LGBTQ workers nationwide.Years ago, and a few months into a new job in San Diego, Lina Craychee says she came out as transgender and was promptly transferred from a store location to a corporate job."My boss told me I had to. They wouldn't let me present as female in the store level, because it would hurt business," said Craychee.Craychee says she kept silent and accepted the transfer because she needed the job. It's the type of silence she hopes will fade away after an historic Supreme Court ruling. By a 6-3 majority, the court extended 1964 Civil Rights Act protections to LGBTQ employees, who now can't be fired or discriminated against in the workplace because of their sexual orientation.While California protects LGBTQ workers against discrimination, nearly 30 states do not."Huge feeling of relief and victory," said Eddie Reynoso, executive director of the Equality Business Alliance in San Diego.Last fall, Reynoso camped for 72 hours on the Supreme Court steps for the opportunity to witness the arguments."In terms of impact, this will be bigger than the marriage equality ruling," said Reynoso.Reynoso says the ruling sends a powerful message across the country."Ultimately it means the workplace is going to be a safer place. LGBT workers will have an affirming work environment," said Reynoso.While this ruling is directed at the workplace, experts say this could open to door for other challenges involving LGBTQ discrimination. Meanwhile,advocates say more job security will mean more access to tings like health care."It means trans people like myself can have peaceful workplace," said Craychee. 1719
