(KGTV) - A group of San Diego lawmakers, water agencies and business leaders are joining forces in opposition of a possible new state tax on tap water.Under the proposed State Senate Bill 623, Californians would see an additional 95 cents per month on their water bills.SB623 is one of two articles of legislation being discussed by state lawmakers that could see residents’ water bills go up by more than per month.The goal of the tax would be to clean polluted groundwater around the state, particularly agricultural areas where water is considered undrinkable -- with arsenic, lead and nitrate levels that have been compared to Flint, Michigan’s crisis.State Sen. Bill Monning (D-Carmel), who authored the bill, said SB623 "will establish the Safe and Affordable Drinking Water Fund to provide an ongoing source of funding to finance water improvement projects throughout California.Approximately 300 water systems in California currently have pollutant violations, such as arsenic, lead, nitrates, and uranium that have been linked to nausea and vomiting, cancer, reduced mental functioning in children, nervous system decline, miscarriages, and numerous other health issues.Support of the fund will come from a fertilizer mill fee, a fee on dairies, and a fee assessed on water bills of no more than a month per household, and is anticipated to generate 0 million a year. Low-income rate exemptions are provided for households under 200% of the federal poverty level."Numerous agricultural groups and environmental organizations have come out in support of SB623, but many, including the San Diego County Taxpayers Association and other local groups, have said the bill is “counterproductive because it will make it harder for low-income residents to afford this necessity. (KGTV) - All evacuations and road closures have been lifted after a fire in Otay Mesa scorched hundreds of acres and tore through a pallet yard Thursday. The San Diego Fire-Rescue Department said in a tweet Thursday evening that crews would mop up the burn area overnight while checking for hot spots. No structures were lost in the blaze and no one injured. The fire, named the Caliente Fire, broke out about noon at Otay Mesa Road and Caliente Avenue. The San Diego Fire Department initially reported that crews stopped forward progress of the fire at around 3 p.m., but the blaze reignited moments later, eventually spreading to a pallet yard. According to fire crews, the pallet yard housed 80,000 pallets. Thick, black smoke could be seen flooding into the air from Moreno Pallets in Otay Mesa. Four helicopters, two fixed-wing aircraft, four strike teams and the original San Diego Fire first alarm team battled the blaze, according to San Diego Fire-Rescue. The Southwestern College Higher Education Center in Otay Mesa was also evacuated due to the blaze. According to a spokesperson with the college, San Diego Police entered the college and told everyone to evacuate immediately. All night classes at Southwestern were canceled. San Ysidro High School was designated as the evacuation center while the American Red Cross provided supplies. (KGTV) - A former Veterans of Foreign Wars official is in custody in Bakersfield on suspicion of sex crimes which alleged victims say started in San Diego. Timothy Machin, 51, was arrested on July 2 and is currently being held on ,000,000 bail. The VFW confirmed to Scripps affiliate KERO that Machin was the commander of VFW Post 97 in Bakersfield. According to the police report, one person estimated that Machin had sex with her "almost 1,700 times." There are also multiple victims, according to the report. Child Protetctive Services was called by one of the alleged victims on July 1. CPS contacted Bakersfield Police on the same day to report the allegations. One alleged victim told Bakersfield Police that Machin forced her to perform oral sex on him during some of the encounters. The same person someone walked into the room one time when Machin was having sex with her. The alleged victim said Machin and the other person argued, but nothing happened beyond the argument, according to the documents. The accusers told investigators that the abuse started when Machin lived in San Diego. Machin moved to Bakersfield from San Diego in 2009. One alleged victim told police she didn't come forward sooner because previous reports of abuse went unheeded and she thought reporting the "incident would be meaningless." Machin resigned the position of commander July 10, according to Wayne Wright, who has taken over command of the post. He added that Machin is still a member of the VFW Post. Wright declined to comment on the allegations because it is an active investigation. Wright said the commander position is the top-ranking official at a VFW Post. Machin was arraigned on Friday, July 5, and pleaded not guilty. He's been charged with two counts of incest and three counts of lewd or lascivious acts with a child under the age of 14. (CNN) -- Police in Long Beach, California, are mourning a K9 officer that died apparently of heat-related causes in a department vehicle.The dog, Ozzy, was found by its handler when both were off-duty about 3:40 p.m. on August 14, the Long Beach Police Department said in a statement."This unfortunate incident was not intentional," the statement reads. "Preliminarily, we believe this was an accident and we are taking all the necessary steps to avoid this happening in the future."The department said its K9 vehicles have "fail/safe equipment that is meant to generate an alert," but it might not have been working, the statement said. The department statement said K9 handlers are checking their heat system controllers before every shift.A veterinarian examined Ozzy. "The preliminary results determined the cause of death to be heat related," the police statement said.The high temperature that day in Long Beach was 89 degrees, National Weather Service records show.Police did not identify Ozzy's handler."Our department is mourning Ozzy's loss as we would with any of our employees.
