SAN DIEGO (CNS) - The city of San Diego announced a partnership with county officials Monday to address staffing and capacity concerns for a program that assists frequent 911 callers and reduces the strain on the county's emergency response centers.The San Diego Fire-Rescue Department's Resource Access Program launched as a pilot program in 2008 and has both contracted and expanded since.The program connects frequent 911 callers, many of whom deal with homelessness, mental illness, substance abuse and other medical issues, to local health and housing services.According to the city, roughly 90% of people in the RAP who call 911 more than 30 times annually are homeless. Although the program's members make up fewer than 1% of the city's population, they generate roughly 20% of its 911 calls.``Using a data-driven approach, we are identifying those San Diegans who need specialized care and connecting them with the help they need so they don't have to call 911,'' Faulconer said. ``It's a shining example of how the city and county can work together to find solutions to our region's mental health crisis.''The program reduced its size in 2017 due to a lack of funding, according to the city. SAN DIEGO (CNS) - The county's E. coli outbreak involving children who attended the San Diego County Fair and did not wash their hands after visiting the animal exhibits stands Friday at 11 confirmed or probable cases, one of which was fatal, health officials said.County health officials have tracked E. coli cases related to the fair since June 28, when the Health and Human Service Agency announced that it had received reports of four confirmed or probable cases of the bacteria.The fair shuttered its animal exhibits the same day, after 2-year-old Jedidiah Cabezuela's death was reported, and the fair closed for the year on July 4.RELATED: Health officials report 2 new probable E. coli cases possibly tied to San Diego County Fair animalsAs of Wednesday, the number had increased to 10 confirmed cases and one probable case, all of which involve children ranging in age from 2 to 13. The county did not disclose the age or gender of the four new cases confirmed this week, but said all of the patients visited the fair's animal exhibits and petting zoos.People can avoid contracting the bacteria by thoroughly washing their hands after making contact with animals at places like farms, petting zoos and fair exhibits. Young children, older adults and people with weak immune systems are at particular risk, according to health officials.The HHSA and the California Department of Food and Agriculture collected environmental samples at the fair after the first cases were reported to confirm the bacteria's origin. However, results of the collected samples were not available prior to the fair's closure and have yet to be disclosed.County health officials repeatedly cautioned that more confirmed cases were likely despite the fair's closing due to local doctors intentionally looking for symptoms of the bacteria and its multi-day incubation period. As such, the county has not indicated that the cases are part of a larger, countywide outbreak linked to common causes like contaminated produce.While most people who contract the E. coli bacteria do not develop severe complications, roughly 5 to 10% of those who do can develop a potentially life-threatening kidney infection. Symptoms do not appear for three to four days after contraction and can include severe abdominal cramps, watery or bloody diarrhea and vomiting.Residents should promptly contact their doctor if they believe they have contracted E. coli, according to the county. 2455

SAN DIEGO (CNS) -- San Diego Gas & Electric announced Monday that its residential customers will get a 5% reduction in pricing starting July 1 to help them deal with hot weather while spending more time at home during the COVID-19 pandemic.The new pricing for customers enrolled in the Time-of-Use DR1 pricing plan will last through Oct. 31 and applies to all three time-of-use periods: on- peak, off-peak and super off-peak, according to SDG&E.With the new pricing, a customer using an average of 400 kWh per month could see a bill decrease of about .80 per month, according to the company.For customers in the California Alternate Rates for Energy Program -- a bill discount program that offers a reduction of 30% or more on monthly bills -- an average usage of 400 kWh per month could see a bill decrease of about .96 per month with the new pricing.The California Public Utilities Commission recently approved the new pricing plan, which will also implement a 4% increase in pricing from Nov. 1 through May 31."Given the financial hardships the pandemic has caused, providing some bill relief to our customers as summer approaches was a priority for us, and we are appreciative that the CPUC agreed," said Dan Skopec, SDG&E's vice president of regulatory affairs. SAN DIEGO (CNS) - Police were searching today for two men suspected of being involved in a shooting on an Encanto street.A man and a woman were standing outside of a parked car on 59th Street near Market Street around 7:20 p.m. Saturday when two men approached them, San Diego Police Sgt. Michael Tansey said. One suspect pulled out a handgun and shot at the male victim, who was hit once in his right ankle. The two suspects ran away north on 59th Street, then west on KenwoodStreet. SAN DIEGO (CNS) - Rail service along the Los Angeles-San Diego-San Luis Obispo rail corridor will again be suspended Saturday through 5 a.m. Monday from Oceanside to San Diego for track and signal improvements, according to the San Diego Association of Governments.The scheduled rail work in Cardiff-by-the-Sea, Carlsbad and San Diego is the second of two weekend-long closures for track and signal improvements along the LOSSAN corridor. Rail service was also suspended from Oct. 13 to Oct. 15. Rail service for the four railroads affected by the closures -- the North County Transit District, Metrolink, Amtrak and freight line BNSF -- is expected to resume Monday for morning commute hours, albeit with possible delays.Track crews in Cardiff-by-the-Sea will replace rail ties as part of a double-tracking project to add a second rail track between Cardiff-by-the-Sea to the San Elijo Lagoon. Work crews connected the second line to the existing track last month. Workers will also update the rail signals at the Chesterfield Drive grade crossing.MAP: Traffic conditions around San Diego County Crews in Carlsbad plan to prepare the NCTD Coaster Poinsettia Station for a new western alignment of the existing track as well as move existing rail signals at the station to more optimal locations. The .7 million Poinsettia Station Improvements Project "will lengthen and elevate passenger platforms, install a fence between the tracks within the station, relocate a section of the existing tracks, and replace the existing at-grade rail crossings with an undercrossing featuring stairways and ADA compliance ramps on both sides of the tracks," according to SANDAG, which expects the project to be completed in 2020.Crews in San Diego will work on improvements to the San Diego River Bridge and structures along the Elvira to Morena Double Track Project.
