SAN DIEGO (KGTV) -- A San Diego police officer shot a man during a response to an emergency call in a Rancho Penasquitos neighborhood Wednesday night, police officials said.SDPD officials said the incident happened around 7:30 p.m. in the 8500 block of Celtic Court, near Donaker Street. Officials confirmed officers were called to the area after a 911 call was made regarding a domestic violence incident.An SDPD official at the scene said, "The dispatcher could overhear the reporting party and the male on the radio call. She could hear the male talking about wanting to be shot by police officers and there was indication there was firearms inside of the house.”Police said when officers arrived, they found a 61-year-old man and his wife in front their home. When officers approached, the man “produced a revolver from his waistband” and started to draw the weapon towards officers. Officials said one officer fired a single round from his service weapon, striking the man in the torso.The injured man, identified on Friday as Richard Young, was breathing and talking while being taken to a local hospital, police said. Young underwent emergency surgery early Thursday morning, and police said Friday that Young "remains in a local hospital under guard."According to the department, officers recovered the man’s gun at the scene.The officers involved in the incident were placed on administrative leave in light of the investigation, which is being conducted by SDPD’s Homicide Unit.Officials identified the officer involved as Timothy Breck, a five-year veteran of the Department assigned to Northeastern Division.SDPD officials said: “When the Homicide Unit completes their investigation, it will be reviewed by the San Diego County District Attorney’s Office to determine if the officers bear any criminal liability for their actions.The Internal Affairs Unit will conduct an investigation to determine if there were any policy violations, and the Shooting Review Board will evaluate the tactics used by the officers.The Community Review Board on Police Practices will conduct a review of the incident and provide any appropriate recommendations.The Federal Bureau of Investigations and the United States Attorney’s Office will also be monitoring the investigation.” 2282

SAN DIEGO (KGTV) - A Seattle man injured in an ATV accident in Mexico has died in a San Diego hospital, according to his family.Chad Carrico was on a cruise October 10 when he chose to leave the ship for a day trip in Ensenada.Carrico and friends rented ATV’s, according to his mother Theresa. He had surgery at Velmar Hospital in Mexico and was placed on life support, his family said.The need to return Carrico to the United States became more pressing when his family learned he contracted a dangerous fungus on his nose that could spread to his brain.Carrico was brought back to the U.S. Tuesday night but died at a Scripps Mercy hospital hours later, his family told 10News.The family had started a GoFundMe account to raise money for Carrico's medical bills. SAN DIEGO (KGTV) -- A showdown is brewing between two San Diego County supervisors about the reopening of the local economy amid the coronavirus pandemic.In a video on his Twitter account, Supervisor Jim Desmond said current California metrics make it impossible for the county to full reopen.During a Board of Supervisors meeting on Tuesday, Desmond plans to ask the county to not follow the state’s tier system, which determines when more businesses can reopen.Desmond said on Twitter: “San Diego has been backed into a corner. SAN DIEGO (KGTV) -- A second person has died and three children remain hospitalized after a fire tore through a Logan Heights home Sunday morning. The family’s oldest son told 10News his mother and father, who he identified as Nicolasa Mayo and Jose Romero, were killed in the fire. His two younger sisters and brother remain in the hospital following the blaze. The 26-year-old says he awoke Sunday morning to find his bed on fire. The man tells 10News he tried yelling at his family to get out of the home. "My dogs were jumping on me, trying to wake me up. I woke up. When I woke up, my bed was on fire. I jumped out of bed and started screaming the house is on fire," said Wilber Romero.The fire started around 4:30 Sunday morning on the 3100 block of Clay Street. "The minute I stepped out of my restroom, my house on the inside felt warm, like really warm. The curtain was open and I looked across the neighbors house was just bursting in flames," said Maria Orona, who lives nearby. According to the San Diego Fire-Rescue Department, firefighters had to go inside the home to pull many of the victims out. One witness who was nearby when the fire started told 10News he could see one of the victims reaching through bars in the windows, unable to escape.At least three fire engines and dozens of firefighters responded to the blaze.At this time, it’s unclear what sparked the fire, but the metro arson strike team was called to the home to investigate.A GoFundMe has been set up for the family to help cover funeral expenses. 1541

SAN DIEGO (KGTV) - After weeks of large crowds, no masks or social distancing in Ocean Beach, the City of San Diego put together a compliance team to educate people about the county’s public health order.A team of about 12 people consisting of code compliance, parking enforcement, and park rangers handed out face masks to those who didn’t have them on and asked for compliance.“There was unacceptable levels of people coming together, congregating together getting really, really close without masks or social distancing,” said Joel Day, the senior advisor for COVID Response and Recovery with the City of San Diego. “We’re asking people don’t congregate here, please wear a mask if you’re around other people, and please socially distance and so far it’s looking pretty great.”Within one hour, Day said the team handed out about 300 masks.Earlier in the day, residents noted that Veterans Plaza in Ocean Beach appeared to be less crowded. But as the sun went down, the drum circle returned, and so did the crowds. They cleared out by about 10:30 PM.Resident Tim Johnson said home and business owners have had to deal with the same scene repeatedly.
