SAN DIEGO (KGTV) - A former Border Patrol agent was sentenced Wednesday for trying to smuggle drugs across the U.S.-Mexico border while on duty in 2016.Noe Lopez, 37, of Chula Vista, was sentenced to 70 months in prison for attempting to smuggle methamphetamine and cocaine in exchange for cash. He pled guilty to the charges in June 2017.Investigators say the former Border Patrol agent agreed to pick up backpacks containing the drugs from the north side of the border while on duty. Undercover DEA agents used substances resembling drugs in the backpack drops.RELATED: Border Patrol agent arrested in North San Diego County on drug , weapons chargesIn a conversation with an undercover agent, Lopez discussed the area known as "Goat Canyon" as a preferred location, according to investigators, saying "Honestly, the thing is that there aren’t—there aren’t any cameras. Nothing, nothing, nothing."At times, investigators said Lopez switched shifts with another agent to be in a preferred area for a drop.Lopez would load the backpacks in his Border Patrol vehicle and deliver what he thought were narcotics after work in exchange for thousands of dollars, according to the charges.RELATED: Border Patrol agent found not guilty on murder charges, hung jury on two lesser charges"This is a fitting sentence for a law enforcement agent who, instead of policing drug traffickers, joined them," U.S. Attorney Adam Braverman said in a release. SAN DIEGO (KGTV) — City leaders say they're making strides in overhauling its water department after a disastrous 2018. In a presentation to the Audit Committee Wednesday, city public utilities managers said they had implemented about a dozen reforms after a series of missteps last year. In 2018, thousands of San Diegans received erroneous water bills, which an audit largely blamed on human error. A later audit found that some meter box and lid replacement workers were fudging time cards amid a 22,000 unit backlog. RELATED: New round of complaints on high water bills"We needed to change the culture and make sure that all these issues were addressed," said Johnnie Perkins, San Diego's deputy chief operating officer. Perkins said the Public Utilities Department has implemented new, efficient work strategies. These include getting workers out to the field faster, overhauling how customer service representatives interact with residents, and using software to pick routes that make sense. Previously, for example, workers could be sent to do water meter work in Rancho Bernardo only to be sent to San Ysidro. The Marine Corps Community Services and Marine Corps Air Station Miramar created a special one-hour show titled, "2020 Vision – a Miramar Airshow production."The show features interviews with local civilian and military leaders, and performers who share their experiences about participating in the event. "We capture our airshow tradition's exciting spirit with new storytelling that brings you a side of these aviators that you would otherwise not get at the full airshow," said Capt. SAN DIEGO (KGTV) — A frustrated neighborhood in Sabre Springs is preparing to fight back amid a string of car break-ins.Bill Powers owns a townhouse just off Poway Road where Sabre Springs meets Poway. A year ago, he says the reports on social media of car prowlers started to climb."Anger and frustration that it's happening right on my back doorstep," said Powers.An idea was born from that frustration.MAP: Track crime happening in your neighborhood"I think the use of a bait car would be really helpful," said Powers.He recently proposed the idea online and almost immediately, someone already volunteered their old car.Powers says the bait will be something like a used laptop, placed in plain view. He'll pitch in some of the cameras, including GoPro cameras, to be mounted on homes and windows."Our goal is to get decent footage of the act and share it with proper authorities," said Powers.Powers is also looking for help."I have volunteers but definitely need more," said Powers.He's hoping for neighbors willing to take a shift watching the car. Powers tells 10News the volunteers will be following an "Observe and Report" to police or deputies protocol. Powers hopes to have the bait car up and running in the next few months. SAN DIEGO (KGTV) - 36 students reportedly felt sick at a Bay Terraces elementary school due to possible construction-related fumes, according to the San Diego Fire Department.San Diego Fire-Rescue crews responded to Zamorano Fine Arts Academy around 10:30 a.m. following the reports of students feeling ill. Crews said the kids complained of not feeling well and were being held in the school's cafeteria.An ambulance brought one child to a nearby hospital, SDFD said. Around 11:45 a.m. SDFD began releasing students who were being held in the cafeteria. A nearby construction site was in the process of pouring resin when the smell caused some children to start feeling sick, according to San Diego Unified School District. The resin is non-toxic, but fire crews were called to check out the students. 835
