SAN DIEGO (KGTV) -- An apartment building was badly damaged following a two-alarm fire in Serra Mesa Thursday afternoon. According to firefighters, the blaze started at an apartment complex on the 3300 block of Ruffin Road around 1:20 p.m. Once they arrived on scene, firefighters were able to extinguish the blaze in 20 minutes. A total of two units, one on the first floor and another on the second, burned in the fire. Two additional units were later determined to have been involved in the blaze. Two adults and two children were displaced from one of the units while two adults and two pets were displaced from the other. SDFD crews have put out a fire at an apartment complex at 3399 Ruffin Rd. Firefighters searched the two apartments involved and no one was inside. SAN DIEGO (KGTV) -- A San Diego psychiatrist no longer has a license after authorities say he was intoxicated while practicing.According to the Medical Board of California, Marco Antonio Chavez’s license was suspended following an investigation.The investigation began after authorities say a patient reported that Chavez sent him a box of medication in 2017 that contained an empty vodka bottle.During one of several office visits, an investigator said Chavez appeared to be intoxicated.Documents show that Chavez told the investigator that his mother gave him a “Mexican home remedy to stop his drinking” which consisted of vodka and cloves. At a hearing, Chaves said he had two of the drinks that morning.During the visit, the investigator told Chavez he believed he was “so intoxicated that he could not practice medicine” and told two patients in the waiting room to go home.A test conducted by a San Diego Police officer shows that Chavez had a blood alcohol level of .216. Authorities say Chavez’s license was suspended on May 7. 1044

"But innocent people have been dying for the past eight years. So to us, especially the Kurds, this was a positive."Most of Salih's family has fled to Europe, trekking weeks at a time with little to eat."Everyday we're concerned that we're not going to hear from (my aunt) anymore, so every day that I hear her voice is a relief that they're still alive."Salih says she hopes her aunt will be able to come to the U.S. Someday.She also hopes that U.S. involvement will open the eyes of the rest of the world, making them realize that atrocities are happening in her home country. "I do appreciate being here," she said. "But I am concerned that a lot of people here don't know what's happening."Salih says she's studying political science in the U.S., hoping to one day make a political run and to work on issues like this. 1599

SAN DIEGO (KGTV) -- A woman was arrested late Wednesday night after a crash off Interstate 805 that left her car engulfed in flames.The incident occurred at around 11 p.m. in an area off southbound I-805, near Clairemont Mesa Boulevard.ABC 10News learned the woman was involved in a two-vehicle wreck that then caused her Nissan 350Z to burst into flames.The driver was able to get out of the vehicle without major injuries; the driver of the other car was not injured.It took responding fire crews over 20 minutes to knock down the blaze.The Nissan’s driver was treated at the scene before she was arrested on unspecified charges. 639

SAN DIEGO (KGTV) -- A stunning photo of a female surfer riding the waves was taken at sunset in Cardiff, and the photographer who took the image is hoping to find her.Los Angeles-based photographer Robin Kerr is inspired by nature. She has been taking nature and wildlife photos since she was a child.“My dad lent me his camera on our family vacation to Montana in 1989, ever since then I’ve had the bug,” said Kerr.Kerr said she had visited some amazing places to take photos, but her trip to San Diego in 2018 is one of her favorites.“I took a trip down to the San Diego Zoo Safari Park to see all of the wildlife there," said Kerr. “It had rained on and off all day. I was thinking it might be a really great sunset, something dramatic with the clouds.”Kerr made her way to Cardiff just before it got too dark to snap pictures of the beach. At that moment, she took a stunning photo of a female surfer gliding on the water, in front of a golden sunset.“You can tell she’s just experiencing so much joy in the photo, doing what she loves," Kerr told ABC 10News.Kerr said while taking photos of other objects on the beach, she missed meeting the surfer. She posted the picture, and another zoomed-in image of the woman on her social media accounts, hoping to find her. She had no luck. Nearly two years later, she is resuming her search.“I came across that picture again; I thought man it would be so great to actually find her," Kerr said.Kerr said she has not been able to retake a photo like this.
