For a limited time, a festive reusable cup will be given to customers who order holiday drinks.The red, green and white reusable cups will be included when customers order a holiday beverage of any size at participating stores. A second autopsy on the in-custody death of Adrian Ingram-Lopez concludes the way three Tucson Police Officers restrained him contributed to his death.An earlier autopsy by the Pima County Medical Examiner attributed Ingram-Lopez's death to cocaine intoxication and a heart condition.An autopsy commissioned by Eduardo Coronado, the attorney for Ingram-Lopez family concluded those conditions alone were not enough to have killed the man. It concluded officers continuing to hold Ingram-Lopez face down, handcuffed, and with officers putting their weight on his back led to “positional asphyxia”---inability to breathe because of body position.Police were about to fire Officers Jonathan Jackson, Samuel Routledge, and Ryan Starbuck when the three resigned.RELATED: TIMELINE: What happened after a man died while in TPD custodyThe TPD report which recommended firing the officers noted Ryan Starbuck had more extensive medical training than the other two. He is a licensed Emergency Medical Technician. The Arizona Health Department shows an EMT license for a Ryan Starbuck still active. TPD says Starbuck has been an EMT for 14 years.Police body cameras show, when other officers arrived, they recognized Ingram-Lopez was in medical distress and had him re-positioned to allow better breathing. Officers called an ambulance and administered an antidote for opioid overdose but that drug does not work on cocaine. Ambulance EMT’s pronounced Ingram Lopez dead.The family’s attorney hired a former Maricopa County Medical Examiner to do an independent autopsy. It conflicts with the Pima County Medical Examiner’s ruling on death.The Pima County report basically attributes the death to cocaine and a heart condition and mentions how Ingram-Lopez was restrained. It says, in part:“...the cause of death is ascribed to sudden cardiac arrest in the setting of acute cocaine intoxication and physical restraint with cardiac left ventricular hypertrophy as a significant contributing condition.”The alternative report says the cocaine and the heart condition were not serious enough to have killed by themselves. It puts more blame on how the officers restrained Ingram-Lopez and say, “his death is most consistent with asphyxia due to compromised airway which is best explained by a facedown position restricting his breathing.”Attorney Eduardo Coronado says instead of putting their weight on Ingram-Lopez back, officers should have realized he was co-operating and let him sit up and breathe.“What I can say is that there was a complete lack of empathy, a complete lack of humanity, a total disregard for his needs and just indifference, complete indifference.”Now the family says it wants a thorough criminal investigation of what the three former officers did and it’s considering a civil lawsuit.Report details TPD officer misconduct in death of Carlos Ingram-LopezKGUN's Craig Smith first reported this story. 2918

A string of five arrests in one week is highlighting a new trend in the drug smuggling business. Teens are strapping Fentanyl to their stomachs and back and trying to walk it across the border.Since March 27th, US Border Patrol agents have made five such arrests of teenagers at the San Ysidro port of entry."It's something that the US Attorney's office is not going to sit idly by and watch the cartels manipulate these children," says Deptuty US Attorney Mark Conover.Overall, Fentanyl smuggling is on the rise. Officials say it's up 1250% since 2015. And between 2016 and 2017, the number of Fentanyl seizures at San Diego's border went up from 260 to 952.But it hasn't been until the last few months that agents started seeing teens trying to move the drug."Cartels are using high school students to recruit other high school students," says Conover. "Oftentimes it's underpriveleged students that need a few hundred dollars are are willing to assume the risk of strapping drugs to their body."The arrests show that most of the teens are US Citizens who live in Mexico with their families. They cross the border every morning for school. Many don't know the danger associated with the drug.Fentanyl is extremely potent. The amount that it takes to cause a fatal overdose is smaller than the size of Abraham Lincoln's face on a penny. Agents worry that if the package the teens are smuggling breaks, it could kill them and others around them.Already in 2018, there have been 8 confirmed overdose deaths from Fentanyl in San Diego, with another 12 under suspicion.  In 2017, there were 82. As recently as 2014, when the first Fentanyl seizure was made at the border, there were only 15."This is a binational problem, and it requires a binational solution," says Conover.The US Attorney's office met this week with the Mexican Consular General in San Diego to discuss ways to fight the new trend. They plan PSAs that will air on both sides of the border, and an educational program where they can go into schools and teach kids the legal and physical dangers of becoming a drug mule."We certainly hope the kids that would consider this, once they know the risks, once the know the consequences, once they know there's very little upside for themselves, they'll think twice," says Conover.The US Attorney's office is also working with the DA's office in San Diego on prosecuting offenders. But since the teens are in the juvenile system, oftentimes the punishment is light. For adults, 400 grams of Fentanyl carries a mandatory 10-year sentence. The US Attorney's office is hoping they can target the adults dealing the drug in the US and the Cartels supplying it in Mexico to stop the trend.They've already prosecuted 3 dealers in San Diego this year, charging them when someone overdoses. 2813

A new sculpture has been unveiled at Arlington National Cemetery that honors the commitment of our brave military servicewomen.Called “The Pledge,” the life-size statue features a female soldier in a full combat uniform alongside a service dog.A website for the sculptor, Susan Bahary, says the piece is meant to emphasize the capabilities of women, which were attributed to only men not long ago.“’The Pledge’ captures a brief private moment of mutual respect and love, with duty calling,” the website says. “They pledge to support each other, doing the best they can to accomplish their important mission and stay safe.”The sculpture was commissioned by the U.S. War Dogs Association.It will be on display at the Women In Military Service For America Memorial, which The Associated Press reports is the only major national memorial honoring all women who have defended America throughout its history.Click here to learn about visiting the memorial. 958

A Tennessee woman has called her 6-year-old son's daycare facility negligent after he was left alone outside when it closed early in observance of Veterans Day.Megan Talley, of Parrotsville, Tennessee, told WATE-TV that one of her son's school teachers happened to find him alone and crying outside Precious Memories daycare on Friday afternoon."I almost went into a full blown panic attack," Talley told the TV station. 433
