SAN DIEGO, Calif. (KGTV) -- Sixteen people are dead and hundreds are still hospitalized as the City of San Diego continues to battle a Hepatitis A. The majority of them are homeless.Tents belonging to the homeless were back up in downtown just two days after the city sprayed down streets and sidewalks to control the outbreak. David Ross is known as "the waterman" in downtown. He is an advocate for the homeless and regularly passes out water to those living on the street. Right now, the homeless don't have a place to wash their hands or go to the bathroom. SAN DIEGO, Calif. (KGTV) - A third gender option will be available for California drivers licenses and ID’s starting in 2019. The law, SB 179, was signed by Governor Jerry Brown in October. It will allow people to apply for a ‘non-binary’ gender marker if they do not identify as either male or female. “For me, it was surprising to see this change,” said Al Johnson, a transgender activist and member of Trans Family Support Services. Johnson is non-binary and uses pronouns they/them. But with that surprise, came excitement. “Not only does it mean we’re being recognized by society and the people around us but were also being recognized by government entities as valid and real people,” they said. Johnson says they know people who plan on changing their gender to non-binary, but so far, they have not decided to do it on their own license. “I’ve definitely considered it, but in the end I don’t think I’m going to,” they said. “I just came out to my parents and in my personal life I’m trying to navigate that.” The DMV’s website is encouraging those who want to apply for the change to schedule an appointment as early as January 2, 2019. 1154

SAN DIEGO, Calif. (KGTV) -- When asked if his success is surreal, comedian Jo Koy said: "I earned it."Jo Koy, whose real name is Joseph Herbert, knew he wanted to be a comedian since the age of 11. He has been in the comedy scene since the late 1980s and said he "kept grinding." That hard work paid off as Koy is now getting ready to film his third Netflix special and performs to sold-out audiences across the country. Family has been a central theme in his routine, often talking about raising his teenage son and growing up with his Filipino mom. His son, now 16, is getting involved in helping dad refine his show. "He's an associate producer on [the Netflix special] 'Comin' in Hot.' He came up with my last joke... he's the one that told me to wear what I was wearing. That outfit, he picked it out," Koy said.Koy tells 10News his mom loves the attention, "My mom always wants more!" Koy said. When asked if there was enough diversity and inclusion in comedy, the half-Filipino artist he feels like the doors are now, "open and there's a lot more opportunity, but we still have a long way to go." He's not going to get much time to check out the sights in San Diego. He's focusing on work and putting on great shows at the Civic Theater this week. "I stay working, man! I'll stop working when I die! I'm always going to do stand-up," Koy said. "This is my passion. I'll be 80 and I'll be on stage... this is what I was born to do." SAN DIEGO (KGTV) -- Thousands of refugees, immigrants and asylum seekers are finding a place to stay through the Safe Harbors Network, an organization which got its start at the Christ United Methodist Church in Normal Heights. Pastor Bill Jenkins began giving shelter to Haitian refugees back in 2009. And for quite a while the church was the only immigrant welcoming shelter in southern California. Eventually, the Safe Harbors Network was created. It's a growing collection of churches, organizations, and individuals that house refugees, immigrants and asylum seekers. Pastor Jenkins says he's seen an explosion of interest from people wanting to help in recent months after Trump's zero-tolerance immigration policy went into effect. Safe Harbors works in cooperation with ICE to give shelter to people awaiting their day in court.   886

SAN FRANCISCO -- A massive fire broke out at a two-story commercial building in San Francisco Saturday night, according to KRON.The fire started inside the building and spread outward. The blaze took roughly 140 firefighters to extinguish.A total of eight people were displaced by the fire, but no one was injured.The cause of the fire is under investigation. 367
