SAN DIEGO (KGTV)-- President Donald Trump announced in a tweet that he is rolling back on federal fair housing requirements, saying suburbanites will no longer be "bothered" by low-income housing. But some experts say this may not have a significant effect in San Diego County.It all began with the 1968 Fair Housing Act (FHA), a law that came out of the Civil Rights Era, abolishing lending discrimination and redlining neighborhoods according to race and other factors."A lot of communities here in San Diego, you can look at your deeds, and if you look in a pre-war neighborhood here, you are very likely to see that in the past, there was covenant against selling to a person of color," Stephen Russell, Executive Director of the San Diego Housing Federation, said. Your housing prices will go up based on the market, and crime will go down. I have rescinded the Obama-Biden AFFH Rule. Enjoy!"While this may seem like a blow to local affordable housing advocates, Russell believes this tweet is more of a political stunt to appeal to Suburbanites outside of California."Housing policies are largely enacted at the local level. "The state has reaffirmed its commitment to fair housing time and again."Encinitas has been a local municipality with a history of resisting affordable housing. SAN DIEGO (KGTV) In light of the death of George Floyd in Minnesota, the Racial Justice Coalition of San Diego is calling for a ban on all neck restraints used by law enforcement officers."They are inhumane, they are improper," said Yusef Miller with the coalition.Miller has called on San Diegans to write to local leaders demanding a ban on any neck restraints still used by officers.It's called the I can't breathe campaign."Whether kneeling on a neck, which is unconscionable or putting them in a carotid restraint, we're saying to ban all those restraints," he explained.Under the San Diego Police Department's use of force policy, carotid restraints are approved.Officers are not allowed to use their knees.A chokehold cuts off a person's air supply and can be deadly, which is banned by SDPD.The carotid restraint instead cuts off the blood supply, which can knock a person unconscious but is considered less dangerous overall."The carotid restraint becomes the chokehold in the field, and people are killed in this manner," said Miller. (KGTV) - For 250,000 San Diego County students, school is not just access to education, it is access to food.“We know that for many many of our students, the stable meal they can rely on each day is that breakfast and lunch they can normally get at school,” said SDUSD Trustee Richard Barrera.There are food distribution sites across the county where families can pick up meals for kids while school is not in session. These services will continue through the summer. While thousands are taking advantage of the food distribution sites, not everyone can physically get to the locations, so there is a new state resource to combat that.Pandemic EBT, or P-EBT, is available to students who are eligible for free or reduced price meals at school. Families can apply and get 5 per child on a card that can be used like a debit card at grocery stores or online. The money stays on the card for a year. That number was chosen based on an estimate of how much it would cost to feed a child through the summer.With about a million households applying in the first week, Anahid Brakke with the San Diego Hunger Coalition said there has been a delay with signing up, so anyone interested needs to have patience during the application process. She said it's currently taking about three weeks to process and warned that phone lines are currently backed up, adding that it could take until the end of July to process everyone.“If you apply, if you leave a voicemail, if you send an email, they are making their way through all of that. They’re hiring new staff at the state, they’re extremely committed to making sure everybody who is eligible get their card,” said Brakke.Families need to apply by June 30.
