BEIJING, Aug. 20 (Xinhua) -- Industrial and Commercial Bank of China (ICBC), the world's biggest lender by market value, posted a profit after tax of 66.7 billion yuan (9.77 billion U.S. dollars) in the first half of this year, up 2.8 percent over the same period last year.     The increase was mainly attributed to gains on incomes from the bank's intermediate business, including investment banking business and fund dealing commission, which grew 17 percent from ayear earlier to stand at 28.3 billion yuan, according to the bank's half-year report released Thursday.     Outstanding loans amounted to 5.44 trillion yuan by the end of June, jumping 18.9 percent from the beginning of this year in response to the country's economic stimulus plan.     The non-performing rate was 1.81 percent by June, 0.48 percentage points lower than at the beginning of 2009, as outstanding bad loans decreased 5.8 billion yuan after the bank intensified risks control.     At the end of June 2009, the bank's deposits increased 1.69 trillion yuan from the beginning of the year, leaving its outstanding deposits exceeding 10 trillion yuan.     The total assets of ICBC stood at 11.4 trillion yuan by the end of June, up 17.2 percent from the end of last year.     Earnings per share for the bank amounted to 0.2 yuan and the bank's stock advanced 3.26 percent to end at 4.75 yuan in Shanghai Stock Exchange Thursday. ICBC was simultaneously listed in Shanghai and Hong Kong in October 2006.

URUMQI, Sept. 4 (Xinhua) -- A senior government official said Friday the situation in Urumqi, the capital city of northwest China's Xinjiang Uygur Autonomous Region, was under control after local residents had taken to the streets over two days to protest against hypodermic syringe attacks.     There were no major protests in the city Friday, a day after massive protests that left five people dead Thursday, said Executive Deputy Mayor Zhang Hong. He said the separatists' purpose was to undermine ethnic unity.

BEIJING, Sept. 16 (Xinhua) -- China's State Council, or the Cabinet, issued a new regulation Wednesday targeting prevention and remedies for marine pollution caused by ships.     The regulation, which includes nine sections and 78 rules, said transportation departments under the Cabinet should compile emergency plans to deal with pollution caused by ships or related activities.     Once the plans are completed and have been approved by the Cabinet, coastal governments above city level should map out emergency plans based on one proved by the State Council.     China's transport departments and governments above city level have also been asked to establish emergency mechanisms and plans to prevent and deal with marine pollution.     Marine management institutions should cooperate with other departments to improve monitoring and supervision over the activity of ships and pollution caused by them     Professional teams to deal with emergencies, specialized equipment and facilities should be organized, according to the regulation.     Anyone who is responsible for marine pollution should make efforts to eliminate the pollution hazard and make compensation.     The regulation will take effect on March 1, 2010.     Official statistics say 733 ship pollution accidents occurred between 1998 to 2008 in sea areas in China's jurisdiction, which led to huge economic and environmental losses. The regulations will apply to every type of shipping, except military.

He asked them to freely voice their opinions on revising the document.     Chairmen of the central committees of eight non-communist parties and personages without party affiliation like Health Minister Chen Zhu offered their suggestions on issues including strengthening the intra-Party democracy, fighting corruption and improving the leadership style.     "The suggestions are valuable and insightful," said Hu. "They are a reflection of the close cooperative relations between the CPC and the non-communist parties."     "We will study them and try to learn from them," he said.     Hu said that being a ruling party in a country with a population of more than 1.3 billion, the CPC is shouldering an arduous task. The CPC will stick to the principle that the Party exercises self-discipline and is strict with its members. It will strengthen Party building and improve its art of leadership and governance.     Hu stressed that the CPC will work hard to enhance its abilities of resisting corruption, guarding against degeneration and warding off risks.     Members of the Standing Committee of the CPC Central Committee Political Bureau Jia Qinglin, Xi Jinping and He Guoqiang also attended the symposium.     The Fourth Plenary Session of the 17th CPC Central Committee, which was concluded Friday, endorsed the decision of the CPC Central Committee on major issues on strengthening and improving Party building under the new circumstances.     A communique issued upon the closing of the four-day plenum vowed to "expand intra-Party democracy to develop people's democracy" and resolutely fight corruption."
