SAN DIEGO (KGTV) -- Court documents are giving a glimpse into the past of the 26-year-old accused of killing his parents and sister in a Logan Heights house fire.Wilber Romero is accused of starting the fire at the home on the 3100 block of Clay Street around 4:30 a.m. October 13. 44-year-old Jose Romero died at the scene while his wife and daughter, 46-year-old Nicolasa Maya-Romero and 21-year-old Iris Romero died at the hospital in the days following the blaze.The family’s 23-year-old daughter and 16-year-old son were also hospitalized. Wilber is facing several charges in the fire, including first-degree murder, arson and attempted first-degree murder. Court documents show it wasn’t the first time he allegedly targeted his family. He reportedly attacked his father with a brick and rocks and damaged his car in September of 2018. The incident prompted a police standoff that ended when police shot bean bags at Wilber and released a police dog, documents show. The documents go on to state Wilber was in a car accident when he was 6-years-old and that he has suffered from a learning disability since the crash. According to the documents, Wilber also struggled with drug addiction. 1203

SAN DIEGO (KGTV) — As the heat wave continues, San Diego families are doing their best to seek out ways to stay cool. Antonia Maryna Gomez is a mom of two in Chula Vista and said it’s been hard to find ways to stay entertained and cool while also remembering social distancing.She’s taken her three-year-old to the pool, visited splash pads, played with water balloons and tried the beach, but she said the crowds were too large for her comfort at the beach. It’s also been difficult to keep her excited son away from other people.RELATED: Flex Alert issued for California, SDG&E lists possible neighborhoods impacted“It’s hard especially because he’s a very social kid, he loves talking to people but it’s hard to tell your kid what it’s like six feet apart,” she said.Another option to find relief in her area is cooling centers. A cooling center is open at the old Sears at the mall in Chula Vista on Broadway. This facility is typically open Monday through Friday, but did open up the weekend of Aug. 15 because of the excessive heat. Tony Ramos works for the City of Chula Vista and said they’ve been able to provide resources that are hard to find because of the pandemic.“We show movies, we also have wifi access which is very important because a lot of our libraries, a lot of the places where people normally tap wifi, are closed,” said Ramos.RELATED: San Diego County opens cool zones amid heat waveFacilities like that will be crucial due to a Flex Alert issued for all of California through Wednesday. The Flex Alert goes from 3 p.m. to 10 p.m. every day, and everyone is asked to conserve energy to decrease demands during the heat wave and ideally prevent the need to cut off power in areas, however, consumers should be prepared for the likelihood of rotating outages.Between 3 p.m. and 10 p.m., the California Independent System Operator (ISO) is urging consumers to:Set air conditioning thermostats to 78 degrees, if health permits.Defer use of major appliances.Turn off unnecessary lights.Unplug unused electrical devices.Close blinds and drapes.Use fans when possible.Limit time the refrigerator door is open. 2136

SAN DIEGO (KGTV) -- California's energy operator have issued a statewide Flex Alert ahead of anticipated high temperatures this coming weekend.The California Independent System Operator (ISO) is calling for voluntary electricity conservation, from 3 p.m. to 10 p.m. on Friday, Aug. 14."With high temperatures in the forecast, the power grid operator is predicting an increase in electricity demand, primarily from residential air conditioning use," the ISO said in a statement.In San Diego, an Excessive Heat Warning will be in effect from noon Friday until 8pm Monday from the inland areas to the deserts. The heat will peak on Friday and Saturday with temperatures ranging 5 to 15 degrees above normal.The above-normal temperatures and humidity will stick around through most of next week."Consumers are urged to conserve electricity, especially during the late afternoon and early evening, when the grid is most stressed due to higher demand and solar energy production falling. Consumers are also asked to turn off unnecessary lights, use major appliances before 3 p.m. and after 10 p.m., and set air conditioner thermostats to 78 degrees or higher," the ISO said.Conservation Tips ? SAN DIEGO (KGTV) -- Chula Vista City Councilman Steve Padilla says he's tested positive for COVID-19.Padilla, who represents Chula Vista's District 3, made the announcement in video Saturday that was published on his Facebook page."After recently experiencing symptoms, I was diagnosed as being positive for the COVID-19 virus, also known as the coronavirus," he said.Padilla appeared in good spirits as he told viewers that he was doing "very well" and "feeling well."In a follow up statement, he described having a fever, body aches, headaches, chills, that "came on very rapidly." He noted he had come into contact with friends, colleagues, and the public over the last week."I’m in close coordination with County Public Health officials who are taking all precautions to ensure the health of people I’ve been in contact with," he said.He was recently in Santa Cruz County where he was conducting a hearing as California Coastal Commissioner."I want to remind everyone to keep a safe distance, wash hands, and look out for the elderly most at risk," he said.Padilla has previously served as Mayor of Chula Vista from 2002-2006, and is a former officer and detective with the Chula Vista Police Department. In the Chula Vista city website, Padilla is noted for being the first person of color ever elected to City office in Chula Vista history, the first Latino Mayor, and the first openly LGBT person to serve or be elected to city office.Here's Councilman Padilla's statement:“I’ve tested positive for COVID-19. I am doing well and back at home. I feel healthy, strong and safe. Following the guidance of County Public Health officials, I’m self-isolating and working remotely to serve Chula Vista.My main concern now is for the well-being of others. I must be mindful of all I’ve come in contact with in my service as your Councilman and Coastal Commissioner.I’m in close coordination with County Public Health officials who are taking all precautions to ensure the health of people I’ve been in contact with.
