La Jolla, CALIF., (KGTV) -- San Diego Police detectives are investigating a vandalism case, where someone spay painted swastikas and inappropriate words in a La Jolla neighborhood.Every day, Joe Dicks usually takes La Jolla Mesa Drive to work. But Wednesday morning, he saw something very unusual. "We were disgusted by what we saw," Dicks said. He and his wife saw swastikas drawn in white spray paint in several locations along La Jolla Mesa Drive. Some were on the walls of private homes. Others were drawn on the sidewalks, on construction signs, and even the road. Dicks was so shocked, he stopped the car to take photos. "Look at what the symbol represents," Dicks said. "Hatred, intolerance, violence, I mean, make no mistake. This is a threat."San Diego Police said they got their first report at 7 am Wednesday. Then came two more reports of Inappropriate graffiti on several properties. City workers were immediately called out to clean them up. According to the Anti-Defamation League, 2018 was the third straight year of increased Anti-Semitic incidents in California. Dicks said this cannot become the new norm. "This has no place in this community, and has no place in this city, and has no place in our country," Dicks said. Especially with the deadly Poway Synagogue shooting still fresh in the minds of San Diegans, Dicks says this needs to be taken seriously.Police said they are investigating this case as a vandalism report. But it could be upgraded to a hate crime, depending on what detectives conclude."If we don't take it seriously every step of the way, it just escalates. LAGUNA BEACH, Calif. (AP) — A body was recovered in the ocean off a Southern California beach in the same area where a person was found dead in the water a week earlier. A search was launched Friday following reports of a missing swimmer in the Table Rock area of Laguna Beach. It wasn’t immediately known if the person found dead on Saturday is the swimmer reported missing the previous day. It’s the third death along Orange County’s coastline in the past week. (KGTV) -- La Mesa businesses that were damaged or looted during protests that turned violent in late May can receive financial assistance through a special fund.According to the East County Economic Development Council, the La Mesa Disaster Recovery Fund “was created by the San Diego East County Chamber of Commerce Foundation to help businesses damaged or destroyed in the aftermath of opportunistic violence and looting following peaceful Black Lives Matter demonstrations in La Mesa.”The fund raised ,000 on its first day, and then 0,000 by the second day. The fund has now reached nearly 0,000.Fund organizers said they want to be “fast, fair, and equitable” with the distribution of money to the affected businesses.A flat stipend amount will be distributed to each verified business starting the week of June 29. Three-quarters of the money will be distributed during this Phase 1.The remaining 25 percent will be distributed during Phase 2 (no exact date given), with the intention of closing the fund by the end of July.To be eligible to receive funding, businesses are being asked to upload photos of damage and include verification of the address and ownership through an online form. LAKESIDE, Calif. (KGTV) - A woman was hit and killed by a suspected drunk driver while out jogging Monday night. The driver, identified as Michael Woodfill, was driving a Chevy work truck on North Woodside Avenue, east of Riverford Road around 6:30 p.m. when he began to drift off the road and hit a chain link fence, according to California Highway Patrol. It was at this point that Woodfill then attempted to correct the vehicle. In doing so, he overcorrected - sending the truck across the eastbound and westbound lanes. The truck continued moving north, where it hit and killed the female jogger before going down a dirt embankment and overturning. CHP said the female jogger suffered major injuries in the crash and was taken to Sharp Memorial Hospital where she later died of her injuries. Woodfill stayed on scene after the crash and it was there that officers determined that he was under the influence of alcohol. The 46-year-old was arrested for felony DUI and vehicular manslaughter. LA MESA, CA (KGTV) — Parents of children in an East County school district were looking forward to their kids returning to campus at the end of this month, but that might not happen.Students in the La Mesa-Spring Valley District are scheduled to return Nov. 30, but if San Diego County's COVID-19 cases push the county back to the most restrictive purple tier, that will not happen.Meg Jacobsen is the executive director of the district's education services. Her seven-year-old daughter is also a student in the district."My daughter loves to go to virtual school, but being on a zoom all day can be hard for students, especially little ones," said Jacobsen.Under the state's health mandate, schools that are already open in some capacity would not be affected by moving back a tier, but schools that are closed would not be able to open."If schools have opened for in-person learning, then they can continue with what they are doing. At some schools, where they may have opened several grade levels, say they opened K-3, and they planned to continue adding grade levels, those schools would be able to continue doing that," said Bob Mueller, program specialist at the San Diego County Office of Education.The mandate applies to individual school sites."In other places, where you might have one school in a school district opened and other schools not, those schools would be frozen," said Mueller.Jacobsen is hoping the county's number of COVID-19 cases goes down."This has been a rocky road the past six months for us. Our teachers have been just absolutely amazing," said Jacobsen.The district initially planned to open in mid-October but pushed back the date partly because of the outbreak of cases at nearby San Diego State."Like so many things in 2020, we've had to, I think the word is, pivot, make plans A, B, C and then when we find something new, we are prepared, but we have to be prepared and adjust the way we go," said Jacobsen.San Diego Unified is still planning to bring more students back on campus in January. Oceanside's school district is bringing back elementary students on Nov. 9, middle, and high school students are scheduled to return in January.Schools impacted by the purple tier would not be able to open until mid-December."Schools that haven't reopened in any capacity would essentially be frozen there for a minimum of five weeks," said Mueller."It's a waiting game at this point," said Jacobsen.
