Frustration and anger built after a 27-month contract renewal was signed by Palomar Health's CEO, Diane Hansen. The contract details a base salary close to million, with potential of earning bonuses, increasing that amount. Frontline workers argue that because COVID-19 led to an increase of patients, and layoffs of caregivers and nurses, "the board should have invested in resources and more protective equipment. Some of the PPE is not even medical grade, and everyone who's been laid off should be brought back," said representative for California's nurses association, Sarah Gurling. Gurling joined other reps and nurses in a protest at Palomar Medical Center, arguing funds should have been allocated towards other resources within their facilities."Caregivers and nurses are the heart of the hospital. We know what's best for patients and each other. The hospital executives and the Palomar board has lost sight of that." Meahwhile, Palomar's health board chair, Richard Engel, stands behind his decision. He said Hansen has done a tremendous job and credits much of the hospital's success through her work. SAN DIEGO (KGTV) - Tempers flared at a meeting of the Community Review Board On Police Practices Tuesday night. Dozens spoke out against the San Diego Police Department’s chokehold policy. Members of the Racial Justice Coalition wants to ban the practice, saying it’s excessive force and potentially deadly. San Diego’s new police Chief David Nisleit called the comments at the meeting “passionate.” He said he heard them loud and clear but had questions about the doing away with the chokehold as some law enforcement agencies around the country have done.“Anytime you take a use of force tactic away from an officer, they generally have to go a higher level,” Nisleit said. “So my concern on that, and why I’m hitting pause to take a hard look at this, is I want to make sure that if we continue or discontinue, it's for the very right reasons. I want to look at the LAPD and the Chicago Police Department and their information on what has happened prior to and more importantly, what has happened afterward to see if more higher level of force had to be used.”The chokehold is expected to come to the review board again at their May meeting. 1163

SAN DIEGO (KGTV) -- The latest water main break Sunday in the Midway District is the latest example of San Diego’s aging water system. But the city is working to fix the issue, replacing more than 100 miles of water transmission and distribution pipes.According to city documents, since 2013, San Diego spent 8 million to repair and replace 116 miles of water transmission and distribution pipes.A total of 72 miles of those repairs were on cast iron pipes, the oldest ones in the system. The project started in 2007 and sparked a rate increase to pay for the work.RELATED: Water main break in Midway District causes flooding, shuts down roadAs older piper are replaced, the city has seen the number of water main breaks decrease. "We have more than 3,000 miles of pipeline," said department spokesperson Brent Eidson, "To do it properly, we're probably always going to be replacing pipes."Throughout the project, older pipes made from concrete or cast iron are being replaced with new PVC pipes. Edison says PVC is the industry standard. Pipes made from the material usually last between 50-75 years.The city says its water system extends more than 400 square miles and moves roughly 172 million gallons per day. Included in that area is 49 water pumping stations, 29 treated water storage facilities, three water treatment plants and more than 3,300 miles of pipelines.The city hopes to have all the cast iron distribution lines replaced by 2018-19. The goal is to have all the larger cast iron transmission mains replaced by 2023. SAN DIEGO (KGTV) — The community is coming together for the family of a San Diego mother of two who died this week while acting as a surrogate for another family.Michelle Reaves was helping a family have children of their own, according to a GoFundMe set up to help her family. It was her second surrogacy for the same family when complications arose and she died while giving birth, the campaign explained.The baby Reaves was carrying survived.Reaves leaves behind two children, Gage and Monroe, and her husband, Chris.The organizer of the GoFundMe campaign is hoping the community will "be there for Michelle’s family like they would for us.""I can’t even begin to imagine what her husband Chris and her two babies are going through so I want to start this page to help raise money for help with the kids, for Chris as they all adjust, funeral services, or anything at all to make it as easy as we can on them," wrote organizer Jaime Herwehe. SAN DIEGO (KGTV) -- The Metropolitan Transit System has launched an initiative to keep their buses and trolleys clean and their riders and employees safe.MTS officials said their ridership has dropped 75 percent since the start of the coronavirus pandemic. Now, with officials are seeing a recent uptick in riders, the agency is implementing new health and safety measures.Nikki Jefferson has relied on the trolley to get to work for the last three years. When the cases of COVID-19 started popping up around San Diego County, she was nervous about getting back on board.“I still use hand sanitizer after my last stop, anytime I touch the button,” Jefferson said.To help control the spread of COVID-19, the MTS is now cleaning their 800 buses and 135 trolley cars twice a day. MTS is even using the deep-cleaning fogging technique to disinfect high-touch areas.Additionally, hand-washing stations are installed at their 54 transit stops and plexiglass barriers protect bus drivers from passengers.When on a bus or trolley, passengers are urged to practice social distancing whenever possible.Officials said all riders on buses or trolleys, and riders at stops or stations, will be required to wear face masks or coverings.MTS CEO Sharon Cooney said, “We’re going to educate all of our customers so that they know you can’t come on board without as mask for some kind of face covering.”It’s a move Jefferson agrees with as she spends most of her time riding the trolley.“It makes me feel safer and less of a chance that I’m going to catch COVID-19, since I have to go to work, but I don’t want to bring it to work with me or have it around me,” said Jefferson.MTS officials said they will educate the public about the face coverings. Some staff will also have face coverings on hand. But they add if someone refuses to wear one, they’ll look into issuing a citation.So far, 33 MTS employees have tested positive for the coronavirus; 22 have recovered and have returned to work. 1984
