CAPE TOWN, April 30 (Xinhua) -- The World Economic Forum on Africa, scheduled on May 2-4 in Cape Town, South Africa, will see participants exchange views on how the continent can turn to the next chapter of development.The meeting, expected to gather a record 900 participants from over 60 countries, will be held under the theme "From Vision to Action, Africa's Next Chapter," organizers said."We chose this theme because we feel it is very relevant for the events that are taking place on this continent, and the opportunity for growth and investment that the international and African communities are seeing," said Katherine Tweedie, head of Africa for the World Economic Forum.Seven of the fastest growing economies in the world in the next five years will be in sub-Saharan Africa, Tweedie noted, saying that a lot of discussion will be devoted to explore drivers behind this growth.Africa's economic growth in recent years have impressed the world. Though being the most underdeveloped continent, Africa have been more resilient than expected during the global economic crisis.The International Monetary Fund (IMF) have predicted that the continent's growth in 2011 will reach 5.3 percent.Under one of the three thematic pillars, "Shaping Africa's Role in the New Reality," the meeting will explore how Africa can take on a leadership role in the new reality and guard against newly emerging global and regional risks. Participants will look at how Africa can strengthen its representation and negotiation capacity on global platforms such as COP 17 and the G20.Meanwhile, the meeting will look into Africa's industrial diversification, which is widely considered as an effective way to increase competitiveness. Discussions under the thematic pillar of "Fostering Africa's News Champions of Growth" will focus on what innovative and entrepreneurial lessons drive Africa's fastest- growing companies, and how can Africa's emerging economies build capacity in science, technology and innovation to move up the value chain.Another topic expected to attract much attention is Africa's inclusive development. In recent years, African decision makers have been looking for ways to attain inclusive development by translating economic growth into better lives for the people.Marcus Courage, managing director of consulting group Africapractice, said ahead of the meeting that Africa must start measuring its economic growth in terms of job creation and progress of value addition of what it produces, rather than the gross domestic product (GDP), if it has to move from vision to action."One of the challenges is that we measure economic success in therms of GDP. That is not fair reflection of action," he told Xinhua.Under the thematic pillar of "Building Partnership for Inclusive Development," participants will debate on how can inclusive growth be put at the heart of a sustainable development agenda for Africa, and how can government of African countries work together with the business sector to distribute more equitably the benefits from the wealth in natural resources, among others.Regarding the highlight of this year's meeting, Tweedie said there will be a strong focus on green growth and the environment agenda, working closely with the South African government, given that South Africa will be hosting the COP 17 meetings in December.The meeting will also have very strong representation from Francophone west Africa for the first time. As a result a good part of the discussions will be focusing on issues taking place in this part of Africa, she added.Although South Africa has hosted the World Economic Forum on Africa for a number of times, this year the host is attracting particular attention.South Africa has joined the BRICS group of countries which also include Brazil, Russia, India and China, becoming the only African member in the grouping. It is also the only country from Africa in G20. LOS ANGELES, April 29 (Xinhua) -- Clinical and teaching microbiology laboratories are linked with a nationwide salmonella outbreak in the United States that has killed one person and sickened dozens of others, health officials confirmed on Friday.Since August, about 73 people in 35 states have been sickened by salmonella bacteria, and some of those cases involve a strain of Salmonella typhimurium sold commercially to laboratories, officials from the Centers for Disease Control and Prevention (CDC) said in remarks published by msnbc.com.Illnesses have been tied to laboratories from Alaska to New York, with most reporting one or two cases. Five cases have been reported in Washington state and four in Minnesota.The first illness occurred late August and the most recent cases were reported March 8, according to the CDC.The patients include employees and students of the laboratories, as well as children in the homes of people who work or study at the labs.Patients ranged in age from less than one to 91, with a median age of 24, the CDC said.Cases that developed after March 19 may not yet be included in the total because of the lag time in assessing and reporting illness, said the report.CDC officials warned that bacteria used in the labs can be transmitted through contaminated lab coats, pens, notebooks, car keys and other items brought into the labs.The CDC is working with local and state health departments, the American Society for Microbiology and the Association of Public Health Laboratories to track the outbreak, the report said.Salmonella infections typically result in diarrhea, fever and abdominal cramps. They can be dangerous in very young children or people with compromised immune systems.

BEIJING, Jan. 25 (Xinhua) -- China's 11 government departments have jointly released a guideline outlining major measures to lessen noise pollution amid rising noise disputes and complaints, the Ministry of Environmental Protection said Tuesday.The ministry's spokesperson, Tao Detian, said Tuesday the country saw rising complaints about noise pollution, which has caused an increasingly negative impact on the living environment in recent years.The 26-article guideline focuses on addressing noise pollution in fields including industry, construction, traffic and people's daily lives.Further, the regulation bans businesses from using acoustic instruments outdoors to lure customers.Also, heavy noise polluters are banned from entering industrial parks, according to the guideline.Moreover, motor vehicles should strictly observe speed limits, traffic restrictions and use of auto horns around "noise-sensitive buildings" such as hospitals, schools, government organs, scientific research institutions and residential buildings, it said.According to the guideline, government departments would also impose higher fines on noise polluters and collect fees for "discharges of excessive noise," in accordance with law.The newly issued document calls on various government agencies, such as the ministries on environmental protection, science and technology, public security, finance, housing, transportation and railways, to make coordinated efforts to curb pollution.Further, government organs could launch regular inspection campaigns in major cities, it said.According to the guideline, government agencies will set up a system to examine sound-proof qualities of civilian buildings and provide a list of major noise pollution sources by the end of this year.Also, the guideline ordered major cities to establish an automatic noise monitoring system and to equip each city in the country with at least one noise display screen by the end of 2011.

ZHENGZHOU, Feb. 16 (Xinhua) -- China's Yellow River catchment authority has launched emergency measures to restrict industrial water usage and to release reservoir water for wheat crops in the face of a worsening drought.The Yellow River Flood Control and Drought Relief Headquarters raised on Wednesday its drought alert from yellow to orange, the second-highest level, indicating the area is facing the worst drought in up to half a century.The headquarters ordered all authorities along the catchment area to initiate an emergency response to ensure water supplies for people and livestock, and to restrict industrial water consumption.The drought, which has plagued the middle and lower reaches of the Yellow River since October last year, was likely to affect more than 40 percent of crops in the area, said a headquarters spokesman.Light to moderate snowfall brought some relief to the wheat farmers in the region over the weekend, but not enough to end the drought. Most regions along the Yellow River received precipitation of less than 10 mm.Thanks to the recent rise in temperatures, ice covering 120-km of the Yellow river has melted, offering more water for irrigation and other water uses.The headquarters' statistics show that water channeled from the Yellow River reached 228 cubic meters per second at 8 a.m. Tuesday, and supplied the drought-plagued Shandong Province, Tianjin Municipality and Hebei Province.The headquarters had released more water from reservoirs along the catchment to help with the irrigation of winter wheat crops, said the spokesman.The Chinese government on Friday announced plans to dig 1,350 wells in eight major wheat-growing provinces to help ease the drought that is threatening grain harvests.
