SAN DIEGO (KGTV) — At least two teachers are on leave pending investigations at Southwest Middle School in Otay Mesa West. A spokesperson for Sweetwater Union High School District confirms the investigations, saying the teachers are not allowed on campus at the current time.10News uncovered the investigations when a viewer reported that his daughter had been interviewed in the case. He says an assistant principal questioned her about one teacher's behavior, including conduct that could be considered sexually inappropriate.The father, who asked 10News not to use his name, says he's upset that he was not notified by the school before his daughter was brought in for questioning. "I would have preferred my wife to be there, or I could have had the chance to say no, I don't want her interviewed because these are very serious, morbid conversations to have with 12-year-old girls," the father said.He says the only communication he has had from the school is a robocall voicemail the day after the questioning to notify him that it had occurred and suggesting he ask his student about the topics discussed.A district spokesperson says they are limited in what information can be released by privacy and personnel issues. 1233

SAN DIEGO (KGTV) - California Governor Gavin Newsom signed a State of Emergency Proclamation Friday clearing the way for firefighters to jump on projects meant to protect communities.Newsom said we're seeing larger and more dangerous wildfires than ever before and as a state we need to change our approach."Our world is changing, the wets are getting a lot wetter, the hots hotter and the dry, drier," he said.Alpine shared in the devastation last year; the West Fire leveled neighborhoods and left dozens homeless.CalFire Director Michael Mohler said ten crews across the state will be activated under the proclamation to clear brush and conduct controlled burns. They will also work with 110 members of the National Guard.The proclamation focuses on vulnerable communities. CalFire's Priority Fuel Reduction Project List includes two communities in San Diego County, Guatay and Crest. "Some of them have gone through some kind of environmental review," Director of the Sierra Club, Katheryn Phillips said.The U.S. Forest Service plans prescribed burns a year in advance to account for the environmental processes."We already know the areas of concern and we know how the fire is going to react to those areas, so we have a lot of biologists come in, a lot of fire experts come in and determine which areas are good for burning," Public Affairs Officer for Cleveland National Forest Olivia Walker said.Under the proclamation, environmental regulations are suspended, concerning environmentalists."If it's a butterfly mating season and it's an endangered species, it's not going to be the proper time to burn," Walker said."Could an unintended consequence be a mudslide?" Phillips added.Mohler said there's nothing to worry about, saying the proclamation solely streamlines the paperwork. He said they will absolutely bring in biologists, environmental scientists and archeologists before lighting prescribed burns."The good news is the governor is engaged in this issue I think the issue of how we deal with some of the impacts of climate change; this is just the beginning of a very long conversation," Phillips said. 2128

SAN DIEGO (KGTV) - Congress is considering a bill that will push for more transparency in the online event ticketing industry. Included in the reforms would be a mandate that companies disclose the full cost of each ticket, including additional fees, up front.In the current environment, most ticket sites show only the cost of the ticket up front, but add the fees after the customer has begun the process of purchasing the tickets.San Diego Congressman Scott Peters is on the committee considering the bill and questioned leaders from the major ticketing companies during a congressional hearing Wednesday. RELATED: ESPN: Ticket sellers support mandate to show upfront fees"The main thing is that you should know going in what the fees are that you're going to pay," Peters told 10News. The hearing included representatives from Ticketmaster, Stubhub, and AXS.Other contentious issues being considered by lawmakers include battling ticket fraud, transfer of tickets once purchased, and the accusations that companies withhold putting many of the tickets on sale at one time in order to create a false sense of demand and artificially cause the ticket prices to increase.Peters says he thinks Congress will be able to pass a strong bill to create more transparency. "There was a lot of agreement about what we should do in Congress, even among the companies. They'd like to have us set rules that everyone could abide by," Peters said. 1444

  

SAN DIEGO (KGTV) — Approximately 200 California Army National Guard troops are in San Diego County at the request of San Diego Sheriff Bill Gore, to deter looting following last weekend's events in La Mesa.About 100 troops are stationed at the La Mesa Police Headquarters. The rest are in an undisclosed area ready to move anywhere in the county.“We’ve seen arson, we’ve seen looting, and especially in La Mesa where we were there assisting La Mesa Police Department,” said Gore. “To be quite honest, the crowd overwhelmed us, we had not enough resources there, and we were in a position of defending the La Mesa Police Department, so it didn’t get burned to the ground like two banks did.”After a chaotic scene unfolded in La Mesa on Saturday following a peaceful demonstration, several businesses were looted and damaged, two banks burned down, and La Mesa City Hall sustained fire damage.“I believe that the police were overwhelmed in La Mesa, and they need backup,” said La Mesa resident Teresa Olmsted. “There’s those that are trying to get their point across and those that are taking advantage.”Gore said the troops do not have the same authority as officers and cannot make an arrest, but they can detain suspects until officers arrive.They will guard businesses and buildings where needed.“They do not have peace officer powers. So they will be there to protect infrastructure, they can escort ambulances and fire engines if they need to get into a particular scene to put out a fire or render aid to somebody,” he said. “The enforcement actions will be left to police officers. Peace officers in the state of California, whether it’s La Mesa, Sheriffs Department, or our allied agencies that have come together to provide good police services.” 1762
