SAN DIEGO (KGTV) - A woman who mailed out her state tax payment at a post office in Mira Mesa got a big shock a few days later. A week ago, Barbara Reynolds wrote out a 9 check for her state taxes. She drove to her post office on Mira Mesa Boulevard and dropped it off around noon."I thought it was safer to come here," said Reynolds.Days later, she got a call. A bank teller in San Juan Capistrano was looking at her check, but it looked a lot of different. The amount had been hiked a bit to 9. Instead of the state, the new payee was the name 'Marco Antonio Lopez Ramirez."The teller shredded the check, suspicious because a man hoping to deposit the check had presented a dubious driver's license and an odd-looking check. As in other stolen check cases, the thief likely used a chemical solution to dissolve away the ink and 'wash' the check, before filling in the blanks."Very disappointed. It wasn't a good feeling at all," said Reynolds.The feeling was made worse because of how that check was stolen. One possible cause is 'fishing,' where thieves use a simple string - connected to something like a rodent glue trap - to fish mail out of a collection boxIn this case, Reynolds says the stolen check included her social security number."I'm very worried about identity theft. I won't be using the mail for future important documents or payments," said Reynolds.Reynolds filed a report with police and the Postal Inspection Office. SAN DIEGO (KGTV) - An off-ramp drivers have used for decades to exit the northbound state Route 163 onto Friars Road is gone for good.On Wednesday, Caltrans permanently closed the off-ramp that leads from northbound SR-163 to eastbound Friars Road. The exit provides direct access onto eastbound Friars Road, with a straight shot to SDCCU stadium and the thousands of homes being built that direction. It also gets drivers away from the traffic heading toward the Fashion Valley Mall. 493

SAN DIEGO (KGTV) — A state measure just signed into law prohibits landlords and HOAs from discriminating against tenants and members who display religious items on their doors. The new rule stems from a dispute in Little Italy between residents and their HOA. The law "protects the display of a religious item within 15x30 square inches, as long as it does not interfere with the opening or closing of the door," Matt Wagner, with the Anti-Defamation League. The display must not "interfere with building operations and must be posted do to a sincere religious belief," says Matt Wagner, with the Anti-Defamation League.  The new law will take effect on January 1, 2020. The bill was written after a Jewish family in Little Italy was told by their HOA to take down the mezuzah on their door. The HOA has not been named.The posting of the mezuzah is required of all observant Jews. If the display is not posted, it renders a Jewish family essentially unable to live in the home. The Anti-Defamation League stepped in asking the HOA to allow the posting of the religious symbol, but they refused. The new law applies to HOA's and all landlords throughout the state.  "Just because you are a renter… doesn't mean you lose your right to religious freedom or expression," says Assemblymember Todd Gloria. "You are entitled to the same rights and the same protections as a tenant. SAN DIEGO (KGTV) -- A San Diego Police officer shot an aggressive dog while responding to a domestic violence call Monday afternoon, police say.According to police, the incident happened on the 4200 block of Colina Del Sol around 3 p.m.While responding to the call, the dog reportedly attacked and bit the officer, who then shot the dog.Police say the officer received medical attention at the scene. It’s not clear of the dog survived.No other injuries were reported. 476

SAN DIEGO (KGTV) — A San Diego nurse who cares for "the sickest of the sick" babies will be honored Sunday for her extraordinary character.Around Rady Children's Hospital, Linda Black is known for her Scottish accent and knack for writing poems."Remember my fingers remember my toes, Remember my eyes so big and so brown, Remember the wind making my whole face frown," she read from one of her poems. This one was written for a baby she cared for who did not survive.She's worked at the hospital for 12 years and always knew she was a caretaker."I wanted to be a nurse because my grandmother had multiple sclerosis and she had several strokes, I used to help my aunt look after her," she said.She is the primary caretaker for one baby at a time. Sometimes the baby is there for weeks, sometimes for months. She found the silver lining in traumatic times, writing poems for the families tailored to their little angels, "basically saying to the families thank you for giving me the honor of looking after your child and your child made an impact on my life."She hopes the poems bring back positive memories for families in a dark time. The families overwhelmed with gratitude, often hugging her. One family whose child survived used her poem as a bucket-list and would send Black photos each time they checked something off the list.When she started writing poems for those who didn't make it, she was worried about the impact. Black was reassured when she ran into a family at a party. She cared for their baby and hadn't seen them since their baby passed. "On her phone was a picture of the grave and on the grave was the poem, it made me realize how my words meant so much," she said tearfully.Sunday she'll be honored at the March of Dimes Signature Chef's Gala for her extraordinary character."If we get donuts we're really excited. You know, donuts and bagels are the biggest gift for us, sometimes chocolate, but to get an award and to get recognized by someone who's outside of my unit it's absolutely amazing, just wow!"
