SAN DIEGO (KGTV) - A San Diego County public defense attorney is accused of providing a felon with a firearm, according to local law enforcement.  San Diego Police confirm that Andrea Bayer was arrested on August 1 and booked into Las Colinas women’s jail on charges related to selling, supplying or delivering a firearm to either a convicted felon or someone wanted on a felony warrant. She was released the same day on bond.  On the State Bar of California’s website, it shows that the 37 year-old’s license is still active and that she works as an Alternate Public Defender for San Diego County. The District Attorney’s Office says Bayer has not been charged and the case remains under review. A Group Communications Officer with San Diego County sent us the following statement: “The County of San Diego cannot comment on personnel matters. Ms. Bayer is currently on leave from her position pending the outcome of the investigation. The Public Defender believes in the presumption of innocence and has faith in the judicial process.” 1070

According to data from the association, the median home price in the rest of the country is a modest 5,500. You'd have to make ,820 to qualify for a loan of that size. So why is the California housing market so expensive? There are a lot of reasons, but in a report from the Sacramento Bee, Brian Uhler of the non-partisan California Legislative Analyst's Office gives one reason. Uhler says many places in California are great places to live, so, in an effort to protect the status quo, residents in those communities turn to lawmakers to create barriers to building new housing.Uhler added that California's coastal cities are, as far as housing construction, among the slowest growing in the U.S., comparing their growth to shrinking Rust Belt cities.  1505

The report by the organization, In the Public Interest, found SDUSD loses nearly ,913 a year per charter school student, largely due to costs that cannot be reduced when a student goes to a charter school. SDUSD is the second-largest district in California.There are about 120 charter schools in San Diego County. Roughly 50 of those schools are in the SDUSD. Elva Barajas’ son attends a local charter school.“I liked what they were offering for the students. There were smaller classrooms… less than 25 kids in the classroom. It was more individualized for the students,” Barajas said.Miriam Rodriguez’s daughters go to traditional schools within SDUSD.“At the end of the day, the schools are in my community,” Rodriguez said.The report, called "Breaking Point: The Cost of Charter Schools to Public School District," analyzed three California school districts including San Diego.Superintendent Cindy Marten and SDUSD trustee Richard Barrera argued that local districts need more control over school charter decisions. Barrera said district leaders need to ask critical questions, including fiscal impact. Currently, he said they are not allowed to do so.“What is it bringing to the table, what is it adding to the mix of schools… but also, what is it taking away?” Barrera said.Michelle Anderson, Regional Manager for the California Charter Schools Association, said districts already have enough oversight. “This is really a misrepresentation of issues that came through from a report that was paid for by special interests. Charter schools are really not the bad guys in this issue,” Anderson said.Both sides agree that education funding goes beyond this particular issue, although they differ in the impact of charter schools. SAN DIEGO (KGTV) - A Palomar College student told deputies he wanted to cause a mass casualty shooting at the school and carry it out in April to commemorate the Columbine High School shooting.Team 10 has learned the student is the same person who made threats involving the San Diego County Administration Center last week.10News is not naming the student because no records are showing he’s been charged with a crime at this time.According to court documents obtained by 10News, the student stated to San Diego County Sheriff’s deputies he intended on “targeting the egress walkways by using an elevated point and shooting a firearm upon bystanders.”The court filing, a petition for workplace violence restraining orders, included a Palomar College Incident Reporting Form that stated, “he intended on targeting the egress walkways by using an elevated point and shooting a firearm upon bystanders.” It also noted he “began planning this assault in January 2018 and wanted to carry it out on Friday, April 20, 2018, to commemorate the Columbine High School shooting.”The student didn't have a specific staff member or student targeted but was looking at any bystanders that would be in the area.A spokesperson for Palomar College tells 10News,  1269

SAN DIEGO (KGTV) - A new camera system along the west coast helps firefighters pinpoint wildfires faster. ALERTWildfire has officially launched the first 70 cameras in Southern California including 15 here in San Diego. There are 160 total cameras along the west coast in Washington, Oregon, Nevada and California. UCSD Geosciences Professor Neal Driscoll has worked for two years as the co-developer for ALERTWildfire. Driscoll tells 10News, "they form this network, we can triangulate and we can actually locate the fire so we can give this ignition point to the first responders". Driscoll hopes to see ten times the number of cameras installed in five years. For him, it's more than just new technology, Driscoll says it's a faster way to protect buildings and people caught in wildfires, "in the old days wed have to send out engines or aircraft". Now, fire crews will be able look at the cameras online to see how sever the flames are before calling rigs to the scene. "We can scale our response up or down from the information on the camera".
