WASHINGTON — The Justice Department is quietly amending its execution protocols, no longer requiring federal death sentences to be carried out by lethal injection and clearing the way for other methods like firing squads and poison gas. The amended rule, published Friday in the Federal Register, allows the U.S. government to conduct executions by lethal injection or use “any other manner prescribed by the law of the state in which the sentence was imposed.” A number of states allow other methods of execution. The amendment to the "manner of Federal Executions" rule gives federal prosecutors a wider variety of options for execution to avoid delays if the state in which the inmate was sentenced doesn't provide other alternatives. The change also suggests that if the state where the crime occurred does not permit death sentences, a judge can designate another state with those laws and utilize their facilities to carry out the execution, according to CNN.The rule change will take effect in about a month. It remains unclear whether the Justice Department will seek to use any methods other than lethal injection for upcoming executions.On Monday, South Carolina prison officials said they have to delay an execution scheduled for Friday because they won't be able to obtain the lethal injection drugs needed. The South Carolina Supreme Court scheduled Richard Bernard Moore's execution for Friday after he exhausted his federal appeals. Moore has spent nearly two decades on death row for his conviction in the 1999 fatal shooting of a convenience store clerk in Spartanburg County. The South Carolina Department of Corrections said in a letter to the state Supreme Court last week that it won't be able to find drugs by Friday. They have not been able to secure the drugs since their last stock expired in 2013. WASHINGTON (AP) -- America's registered child sex offenders will now have to use passports identifying them for their past crimes when traveling overseas.The State Department said Wednesday it would begin revoking passports of registered child sex offenders and will require them to apply for a new one that carries a "unique identifier" of their status. Those applying for a passport for the first time will not be issued one without the identifier, which will be a notice printed inside the back cover of the passport book that reads: "The bearer was convicted of a sex offense against a minor, and is a covered sex offender pursuant to (U.S. law)."The department said in a statement posted to its travel.state.gov website that registered child sex offenders will no longer be issued smaller travel documents known as passport cards because they do not have enough room to fit the notice.The changes come in response to last year's "International Megan's Law," which aims to curb child exploitation and child sex tourism, but also has been criticized by civil libertarians for being overly broad and targeting only one category of convicted felon. The law is named for Megan Kanka, a 7-year-old girl murdered by a convicted child sex offender in New Jersey in 1994. The case drew widespread attention and led to the creation of several state sex offender registries. Government agencies notified Congress on Wednesday the passport requirement of the law had taken effect.The State Department, which issues U.S. passports, said it will start notifying those affected as soon as it receives their names from U.S. Immigration and Customs Enforcement at the Department of Homeland Security. WASHINGTON (AP) — More police officers have died in the line of duty this year in the United States than in 2017, according to data released Thursday. Most were killed by gunfire, and vehicular accidents claimed nearly as many officers' lives.The National Law Enforcement Officers Memorial Fund said in a report that 144 federal, state and local officers have died so far in 2018. That figure represents roughly a 12 percent increase from the 129 who died in 2017.The majority of the officers who died were either shot — 52 this year, up from 46 in 2017 — or fatally injured in car or motorcycle crashes, which accounted for 50 deaths. Other fatalities involved heart attacks, strokes, drownings and cancer and other illnesses among those who responded to the 9/11 World Trade Center attack.Of the officers who were shot, eight were killed during investigative activity and six were killed while responding to calls of a domestic or public disturbance, according to the report. Two were shot while serving warrants, two died while handling or transporting prisoners and two others were inadvertently shot by other officers.Craig Floyd, the fund's chief executive officer, called the increase in deaths disappointing after a decline in 2017."Sadly this reminds us that public safety is a dangerous job and can come at a very steep price," Floyd said in a statement. "We must never take the service and sacrifice of law enforcement officers for granted, and we must remember the families of the fallen who are left behind."Of the officers who died in traffic-related incidents, 32 were killed in crashes involving another vehicle and 14 were struck while outside their vehicle.
