WASHINGTON, May 12 (Xinhua) -- Early initiation of antiretroviral treatment in people infected with HIV prevents them from transmitting the virus to their partners, according to findings released Thursday from a large-scale international clinical study. The study, known as HPTN 052, was designed to evaluate whether antiretroviral drugs can prevent sexual transmission of HIV infection among couples in which one partner is HIV-infected and the other is not. The results are the first of their kind from a major randomized clinical trial.Led by Myron Cohen, of the University of North Carolina, the research found that treating HIV-infected individuals with antiretroviral therapy (ART) when their immune systems are still relatively healthy led to a 96 percent reduction in HIV transmission to their partners. This critical new finding convincingly demonstrates that early treatment of infected individuals can have a major impact on the spread of the epidemic.Study investigators enrolled 1,763 couples who were not eligible for ART by WHO standards in nine countries around the world. All couples were at least 18 years of age. The vast majority of the couples (97 percent) were heterosexual, which precludes any definitive conclusions about effectiveness in men who have sex with men.Couples were randomly assigned to one of two study groups. In the first group, the HIV-infected partner initiated antiretroviral therapy (ART) as soon as the couple enrolled in the study (the immediate treatment group); in the second group, infected partners did not begin ART until their CD4+ counts fell to between 200 and 250 cells/mm3 or they developed an AIDS-related illness (the delayed treatment group). Couples in both groups received HIV primary care, counseling and condoms. Results of this research study, which was scheduled to conclude in 2015, are being released early, after the independent data and safety monitoring board (DSMB) determined that the benefits of early treatment were clear.

BEIJING, Feb. 8 (Xinhua) -- Forty people died in more than 118,000 cases of fire reported across China from February 2 to February 8, as Chinese revelers celebrated the Lunar New Year holiday with fireworks, according to a statement released Tuesday by the country's Ministry of Public Security. The number of cases jumped from the 7,480 fires reported during last year's Spring Festival holiday, which caused losses worth 28.5 million yuan. The incidents also injured 37 people and caused more than 56 million yuan (8.5 million U.S. dollars) in damages, which is almost double the figure from last year. However, this year's losses did not include a case in northeastern Liaoning Province where a five-star hotel in the city of Shenyang was set ablaze by fireworks on February 3.The fire, which caused no casualties, is possibly the country's largest fireworks accident during this year's Spring Festival celebrations.According to the statement, some 260,000 police and fire fighters across the country were mobilized for 24,800 fire control missions. The personnel rescued more than 1,600 people and evacuated tens of thousands. Fire departments have been strengthening monitoring of high-rise buildings, shopping malls, markets, construction sites and other crowded or vulnerable locations. Also, a total of 173 companies were suspended from operating for failing to meet fire prevention and control standards, according to the ministry.

BEIJING, Jan. 21 (Xinhua) -- Chinese authorities issued an order on Friday to crack down on various election irregularities prior to the upcoming election of a new term of party committees, people's congresses, governments and political consultative conferences at provincial, city, county and township levels. The Central Commission for Discipline Inspection and the Organization Department of the Communist Party of China Central Commission jointly issued the order to guarantee an honest and orderly election. The order says election irregularities, such as winning votes through pulling strings with voters, or bribing key officials who have a say on one's promotion, or manipulating votes by means of threat or deceit, are strictly frobidden. The order also prohibits officials from favoring candidates who are family members or friends, or disclosing election-related information which might alter the results of elections.China holds local elections for party committees, people's congresses, governments and political consultative conferences every five years.

BEIJING, Feb. 19 (Xinhua) -- As the traditional Spring Festival season ended two days ago, a new wave of post-holiday travel rush came to China's railway system, the Ministry of Railways (MOR) said Saturday.According to a statement from the MOR, the nation's railways carried 6.49 million passengers on Friday, the first day after the Lantern Festival which ended the festival season. The new wave of passengers mainly included students going back to school for the new semester and migrant workers returning to cities to start work.
