CHULA VISTA, Calif. (KGTV) - Chula Vista parents who once felt hopeless now feel empowered to care for their children with behavioral challenges. Through the Parent Intervention Program (PIP), parents learn new strategies while their children develop their social-emotional skills and new ways of expressing themselves. PIP is offered free to Chula Vista families through the Chula Vista Elementary School District (CVESD)."We want to do what we can for our families and children when it comes to the whole child, not only cognitively but socially and emotionally," said Rita Palet, the Director of Early Childhood Education Programs for CVESD.Palet says this is now a priority for the district, which is why they're offering the PIP program to families for free."Behaviors take a while to develop, so they do take a while to diminish," said Palet.Through the program, parents meet others dealing with similar struggles. "When you come here it makes you feel safe, I feel safe coming here, even when we had a rough morning getting here, they're so welcoming," said Mina Fagen, who brings her son to the program.Fagen says her son started acting out after changes happened in the family; his sister went to kindergarten and they also had a new baby in the family."I felt overwhelmed, and still at times feel overwhelmed, but this program gives me a safe place to go to," said Fagen.Parents ultimately give back to the program by volunteering their time later as a "payback parent." This means staff members have completed the program with their own child and can support others going through the program. CHULA VISTA (KGTV) - A Martina McBride song titled, "I'm gonna love you through it," is the inspiration for our 10News Leadership Award Winner. Part of the lyrics includes, "When you're weak, I'll be strong. And when you let go, I'll hold on." If you're familiar with the song, then you know it's about the battle against breast cancer, and it's the mantra for a small business in Chula Vista. On the surface, it may appear to be an ordinary beauty salon. But there is nothing ordinary about what's happening at Rico's on 3rd. Anna Maria "Snooky" Rico is the owner, stylist, and angelic spirit of Rico's. "Everything that happens in this room is free of charge," says a smiling Rico. Rico is showing off a private room in her Third Avenue salon. It's home to the Loving You Through It Foundation, where over 800 women have transformed from cancer patients to cancer fighters. "Giving and serving others is good medicine," adds Rico. "It's good medicine to help others."Rico's medicine is pure love and compassion. When the women are ready, faced with the loss of their hair because of chemotherapy, she offers to either cut their hair or shave their heads and then helps them pick out head covers, scarves, or custom wigs provided by the American Cancer Society. "We try to meet them at their point of need," says Rico. "What is it that you would like for us to do for you today?"And there are so many grateful clients that Rico has served. "She's uh, she's like a sister to me," says Delia Calara. Calara was diagnosed with breast cancer in 2015. She was given a pamphlet about Rico's services at the hospital. It was just what she needed during a desperate, dark time in her life. "You know when people come through here, we're apprehensive, we're fearful," says Calara through tears. "And then, when we leave, we're just overwhelmed, and I tell her I love her, and thank you."Kathleen Kubik, another client, was just diagnosed with breast cancer in April. In an attempt to explain the battle she was about to undergo, Rico reminded Kubik how soldiers shave their heads before entering the military. "They shave their heads, their hair because it's a hindrance for battle. That's what sold me," says Kubik. "We see them at their crisis moment. I know what it's like to be in that type of crisis," adds Rico. Snooky Rico knows the battle well because she too has been in those very same trenches, battling breast cancer. Rico herself is a cancer survivor. "One thing I always encourage the ladies is to never look at yourself through other people's eyes, to remember who you are," adds Rico. "You have to remember that you're a mother, you're a daughter, you're a sister, you're an aunt. All that you are to those people remember who you are." 2752

CINCINNATI -- By choosing to end her treatment for advanced cervical cancer, Alicia Alexander accepted that she would die. Her plan now, she said, is to "make the best of every day" and help her four children prepare for her departure.To that end, she paid a lawyer ,000 up-front to begin putting her affairs in order, handle the future custody of her children and make sure they would have a source of income after her death.After she made the payment, the line went silent. Alexander said on Monday night she hadn't consistently heard from the attorney since April 3. In the meantime, she's received incorrect documents and excuses in response to her requests for communication.As far as she can tell, "he's swamped," she said."He has a booked schedule or he can't get the other attorney on the phone or the magistrate's out," she said. "I'll call his office, and they'll say he's out of town. He'll say he's been sick. It's never his fault. I know it's not my fault. I don't know what else I can do."Attorney Cathy Cook, who is not involved in Alexander's case, said it was highly unusual for anyone practicing family law to be as uncommunicative as the attorney in question. Her office "never goes more than a week without an update" for the client, she said, and connects them with multiple lines of contact in case their primary attorney is unavailable.Alexander's doctors predicted in June she might have as little as a year left to spend with her children and make plans for their futures. She doesn't have time to waste.For clients like her, Cook said, the only remaining step is to contact the local bar association."See if they have any knowledge of anything that could be going wrong, and if they don't, then you're going to have to file what we call a grievance," she said.Doing so would take even more time that Alexander can't spare, and it could end with her back in the same position: Ill, running out of money and trying to distribute the remains of a fast-ending life."I really just want to live every day as best I can, and worry about this stuff every day … it's a burden," she said. "To come up with thousands of dollars all over again just to do something I've already paid to have done is a really bitter pill to swallow."When WCPO reached out to Alexander's attorney, he said he checks his messages constantly and was handling her case appropriately. However, other clients have made similar complaints about him online. (KGTV) - The scared whimpers of a little dog which had been missing from his Eastlake home for days led to a courageous rescue by a Chula Vista firefighter Thursday morning.The 30-pound dog, Sammy, disappeared from his home in Eastlake Trails Monday, according to Chula Vista Fire Department officials.Early Thursday morning, Sammy’s family noticed sounds coming from a drainage pipe near their home on Secret Canyon Place.Family members called the fire department which responded, along with Chula Vista Public Works crews and Chula Vista Police, to find the dog in an 18-inch drainage pipe underground.Firefighter Jed Burt went down a manhole and crawled through the drainage pipe, which was roughly the size of his helmet, to reach Sammy.When the dog refused to come out on his own, Burt pushed the dog through the pipe to another manhole nearby.Video posted on the IAFF Local 2180 Chula Vista Firefighters union Instagram account shows the moment Sammy reached the surface.Sammy was reunited with his family and suffered no apparent injuries.10News is working to bring you developments in this story. 1137

(KGTV) - Surveillance video shows a woman at the front door of a home in Chula Vista doing a face-plant to avoid police.Along Paseo Burga, Lillie Utz got an unexpected visitor outside her front door as she was sewing Christmas presents on Saturday afternoon.Through a window, Utz saw a woman racing back and forth in her front yard. Turns out neighbors had seen the same woman running in and out of yards. At least one of them had called police. Soon after, video shows a woman at Utz's front door. She grabs at the door handle, but it's locked.RELATED: Video: Female duo raids La Mesa house as owner watches on doorbell cam"Very scary to think someone would walk into your home. I was about six feet away sewing," said Utz. In the video, the woman can't get in, so she kneels and hides. She grabs a cushion to shield her face as a police cruiser drives by."She got up and another car drives by. She then pops up, grabs a bag she had with her and runs behind a bush.
