(CNN) - The maker of Taytulla birth-control treatment issued a nationwide recall in the United States on Tuesday over concerns that misplaced capsules in pill packs could cause unintended pregnancies.A physician reported that four placebo capsules were packaged in the wrong order where active capsules should have been, drugmaker Allergan said in a statement.The physician sample pack should have 24 pink capsules with hormones followed by four maroon capsules without hormones, Allergan said. Instead, the faulty pack had four maroon placebos at the start of the treatment."As a result of this packaging error, oral contraceptive capsules that are taken out of sequence may place the user at risk for contraceptive failure and unintended pregnancy," the statement said."The reversing of the order may not be apparent to either new users or previous users of the product, increasing the likelihood of taking the capsules out of order."Allergan said it is arranging for return of all sample pack products with the lot #5620706 Exp. According to the report, California’s military engagement rank fell to the 30th spot on the list while the state ranked 48th for civic engagement. (CNN) -- Maui residents who evacuated their homes because of a wildfire are allowed to return, the County of Maui announced Friday on Facebook.But Maui County Mayor Michael Victorino cautioned that, "This fire is still an active threat to our community, and residents are urged to remain vigilant of changing conditions," in the same post.Firefighters will continue to monitor the blaze that has consumed an estimated 10,000 acres of fallow former sugar cane and dry brush, according the county.The fire was reported Thursday morning at 10:42 a.m. local time near the intersection of Waiko Road and Kuihelani Highway.The County of Maui activated its Emergency Operations Center in the morning. By afternoon, the flames were burning out of control and emergency officials sent a mobile alert warning nearby residents to evacuate.More than 600 people fled as the blaze scorched 3,000 acres, the mayor's office said. The Maui Humane Society moved its animals in crates and kennels to a nearby high school.Helicopters were grounded after sunset, and they are expected to return to making air drops after sunrise, according to a news release from the county.Oprah Winfrey has a home in the county, and tweeted a local resident to confirm that she's given officials fighting the fire access to her private road. A new study proves that taking those taxes away would actually help both veterans and the state. For the people who served their country, it's tough to make it in California. "My wife just retired," said Matthew Schillingburg. "I just retired and so we're all on disposable income right now."He served in the army for more than 20 years. When his income is taxed by the state it can be hard to get by. "The thing that’s really holding us here, this community right here in San Diego that we grew up and love so much, our kids and our grandkids here," Schillingburg added.He joins 1.8 million military veterans who live in California. Many of them are looking to leave the state for more affordable areas where their pension won't take a hit. Assembly Bill 2394 is trying to change that. "If we can eliminate that, that helps us have more disposable income and we can consume more in the community that we love so much," said Schillingburg.According to a new study, if veterans were exempt from state taxes there would be big changes by the year 2025. More than 12,000 jobs would be added to the economy, along with 0 million in total personal income, million in state and local taxes and billion in total business sales. The bill is currently in committee. (CNN) -- President Donald Trump announced Friday that he will "temporarily hold off" designating Mexican drug cartels as terrorist organizations as he said he would last week. "All necessary work has been completed to declare Mexican Cartels terrorist organizations.
