NEW DELHI, Aug. 8 (Xinhua) -- The 13th China-India Boundary Talks were held on Friday and Saturday in the Indian capital.     Chinese Special Representative, State Councilor Dai Bingguo and Indian Special Representative, National Security Advisor to the Prime Minister M.K. Narayanan exchanged in-depth views about relevant issues in an atmosphere of frankness and friendliness. The 13th round of China-India Boundary Talks kicked off here on Friday.Dai also met with Sonia Gandhi, Chairperson of the Indian Congress Party and Prime Minister Manmohan Singh during his visit in India.     Both sides agreed to press ahead with the framework negotiations in accordance with the agreed political parameters and guiding principle so as to seek for a fair and reasonable solution acceptable to both countries. Prior to that, both sides should work together to maintain peace and tranquility in the border areas. China stands firmly committed to working with India to press ahead with the bilateral ties.     The Chinese side expressed belief that both countries need to promote the relationship with a higher and strategic perspective and continue to uphold the Five Principles of Peaceful Coexistence. China and India should endeavor to build the strategic mutual trust. Both need to expand the common interests and cooperation bilaterally and on regional and global affairs. Representatives of the two sides attend the China-India Boundary Talks in New Delhi, India, on Aug. 7, 2009.Both countries should take concrete steps to enhance people-to-people and cultural interactions so as to nurture the mutual understanding and friendship between the two peoples, according to the Chinese delegation.     As for the questions left over from history, China believes the two countries should work to seek for a fair and reasonable mutually acceptable solution through peaceful and friendly negotiations. Chinese representatives attend the China-India Boundary Talks in New Delhi, on Aug. 7, 2009.For the future development of the bilateral ties, the Chinese side made the following suggestions:     -- The two countries need to maintain the momentum of high-level exchanges, well celebrate the 60th anniversary marking the establishment of the diplomatic relations between the two countries, especially the China Festival and India Festival in each other's country in 2010;     -- Both countries should strengthen mutually beneficial cooperation in the economic field and trade, fully tap the potential for cooperation and properly handle frictions and questions thereof and stand side by side against trade protectionism so as to ensure the sustained and healthy development of bilateral economic ties.     -- The two neighbors should enhance people-to-people and cultural exchanges, those between the youth, academic institutions, media and localities in particular, and deepen defense cooperation and continue the defense and security talks.     -- China and India should also intensify the coordination and cooperation on major international issues, especially the global efforts in response to world financial crisis, climate change, energy and food security so as to promote evolution of international system that is in favor of developing nations.     The two sides also exchange views on the situation in South and Northeast Asia.

GENEVA, July 20 (Xinhua) -- China on Monday formally requested the World Trade Organization (WTO) to set up an expert panel to investigate and rule whether a U.S. ban on Chinese poultry imports violates WTO regulations.     The request was made at a meeting of the WTO's Dispute Settlement Body, but it was rejected by the United States according to relevant procedures.     During the meeting, the Chinese delegation reiterated that the U.S. measure is "discriminatory" and "has damaged the lawful rights and interests of China's poultry industry."     "While violating various WTO rules, the measure has severely undermined the stable development of Sino-U.S. trade in poultry products," the Chinese delegation said.     At the heart of the dispute is the U.S. Omnibus Appropriations Act of 2009, which contains a section prohibiting any funds being used to facilitate imports of poultry products from China. The act was signed into U.S. law in March, and China filed complaints to the WTO in on April 17.     While Monday's request for the WTO panel was rejected by the United States, China could make a second request at the end of this month. After the second request, the WTO panel will be established automatically.     It usually takes more than half a year for a WTO panel to give its final ruling on a trade dispute.     China and the United States banned imports of each other's poultry products in 2004 following outbreaks of bird flu. They agreed to lift the bans at the Sino-U.S. Joint Commission on Commerce and Trade in 2004.     China did lift the ban but has complained that the United States was not following suit.     China imported 580,000 tons of chicken products from the United States last year, accounting for about 75 percent of total chicken imports.

BEIJING, Aug. 28 (Xinhua) -- The China Economic and Social Council(CESC) wants to boost exchanges with Niger's Economic, Social and Cultural Council (CESOC), a senior Chinese official said Friday.     Wang Gang, chairman of the CESC and member of the Political Bureau of the Communist Party of China (CPC) Central Committee, made the remarks when he met with the chairman of the CESOC Amadou Cheiffou in Beijing.     Both councils grouped experts in social and economic development, Wang said, and could learn from each other, as they deepened cooperation.  Wang Gang (R), member of the Political Bureau of the Communist Party of China Central Committee,vice-chairman of the National Committee of the Chinese People's Political Consultative Conference,and chairman of China Economic and Social Council, meets with Cheiffou Amadou, chairman of Niger's Economic, Social and Cultural Council, in Beijing, capital of China, on Aug. 28, 2009    Wang, also vice chairman of the National Committee of Chinese People's Political Consultative Conference, said the two nations' relations had developed well since they resumed diplomatic ties 13years ago.     He also expressed appreciation to Niger's adherence to the one-China policy and its support on issues related to Taiwan and Tibet.     Cheiffou said the CESOC would continue to work to further its traditional relationship with China.     Cheiffou began the eight-day visit on Aug. 23. Beijing is the last leg of his tour, which has also taken in Shanghai and Guangzhou.

  

BEIJING, Oct. 3 (Xinhua) -- Most parts of China saw limited rainfall through Saturday as people could get view of a bright full moon in clear meteorological conditions at the traditional Mid-Autumn Festival.     Only the southwestern and part of the northwestern regions saw some rainfalls, but starting Sunday, weather in those regions will also clear up for the locals to get view of the full moon, according to China Meteorological Administration.     In the coming three days, parts of the northwestern Xinjiang Uygur Autonomous Region expect a weak rainfall with strong wind. Temperature will drop 4-8 degrees Celsius after the cold front moves over the region.     Meanwhile, parts of the northeastern Inner Mongolia Autonomous Region and Heilongjiang Province will also see some weak rainfalls in the next three days.     The Administration also warns of twin typhoons Parma and Melor churning in the Pacific Ocean.     Typhoon Parma which now is bearing down on the Philippines expects to bring gales and major rainfalls along China's southeastern regions in its course during the coming three days.

  

MOSCOW, July 24 (Xinhua) -- A senior delegation led by Chinese Vice Minister of Commerce Gao Hucheng met with Russian officials on Friday and Saturday over the sudden closure of a market in Moscow.     On June 29, some 150 Chinese merchants and a large quantity of their goods were seized in a crackdown on smuggling at the Cherkizovsky Market, Moscow's biggest wholesale market.     The market was subsequently closed, causing heavy economic loss to the Chinese merchants who operate businesses there. No word has been given as to when the market will reopen.     Gao stressed the China-Russia strategic partnership of cooperation during his consultations with Deputy Director of the Russian Federal Migration Service, Yuri Buriak, Deputy Economic Development Minister, Andrei Slepnyov, and Deputy Foreign Minister Sergei Borodavkin.     Gao also spoke of the recent state visit of Chinese President Hu Jintao to Russia, the upcoming regular China-Russia Prime Minister's meeting in Beijing in October, and celebrations marking the 60th anniversary of the establishment of diplomatic ties between the two countries.     He said under such circumstances, China and Russia should try to maintain their friendship and mutual trust, and properly handle problems arising from the development of bilateral ties.     Non-governmental trade between China and Russia has its complicated historical origins, Gao said, and the remarkable contributions of Chinese merchants to the economic prosperity of Russia, especially during difficult times, should be taken into consideration.     He said against the backdrop of the current global financial and economic crisis in particular, to deal with the abrupt shutdown of the Cherkizovsky market appropriately and scrupulously would be mutually beneficial to China and Russia.     China has no objections to Russia's crackdown on smuggling, he said, but Moscow should effectively protect the property and dignity of Chinese businessmen.     Russian officials from relevant ministries and departments all agreed that the market shutdown would not affect the long-time friendship between the two countries.     They also emphasized that the shutdown was aimed at smuggling and not against the Chinese merchants, who make up less than 40 percent of all the merchants there.     The Russian side also urged the Chinese merchants to comply with laws, and said the Moscow municipal government had started to help merchants move their goods.     Slepnyov said a collective work plan against "grey customs clearances" will soon be studied.     Gao, who arrived in Moscow on Wednesday, was accompanied by a delegation comprising of officials from the ministries of commerce and foreign affairs, the General Administration of Customs, and trade officials from Zhejiang and Fujian provinces.     The delegation has also held negotiations with the Investigation Committee of the Prosecutor General's Office, the Federal Customs Service and the Moscow municipal government.
