(KGTV) - More than a dozen people were forced out their homes late Tuesday night after a driver crashed her car into a fire hydrant at an apartment complex in Chula Vista, causing water to be sent nearly 30 feet into the air.At around 11:45 p.m., Chula Vista police responded to reports of a geyser spewing water into the air on 3rd Avenue.The geyser, from a broken fire hydrant, flooded a nearby apartment complex, forcing the evacuation of 16 people from six units, four of which were heavily flooded.A black car that struck the hydrant tried to leave just after the wreck, but the car's female driver eventually came back to speak with officers. Police questioned the young driver, but she was released.City crews spent a few hours helping clear the water from the apartments. 807

CHULA VISTA (KGTV) -- Laurence and Cherryl Lector's two small children were eager to show off their costumes and hit up their neighborhood for sweets. But the couple didn't want to abandon their home on Baywood Circle in Chula Vista and disappoint the several trick-or-treaters likely to stop by for confectionery.So, the couple filled a large candy bowl hoping their security camera -- fixed visibly in their porch -- would keep visitors honest.  The family then set off on their haunts.The Lectors phones were buzzing with video alerts showing little ghosts and ghouls digging through the self-serve candy bowl and respecting the Halloween honor system.Then they received a video showing an esurient group of older kids, and one small girl, emptying out the dish into their bags."I was devastated someone could just get all the candy and ruin the night [for other trick-or-treaters]," said Laurence Lector.One of the kids noticed the camera and even pointed it out to someone else in the group, but the kids continued to snatch all of the treats until every sweet was gone."We were disappointed that those that came afterward came to an empty bowl," Cherryl Castro-Lector told said.About an hour later, they received a video from their camera that warmed their hearts.The video shows a girl and boy investigating the empty bowl.  They must've known that the night wasn't over for other little trick-or-treaters. So, the group took turns emptying their own their treats into the bowl, starting with their mom."I got a little teary eyed.  Gosh, I hope my kids are like that someday," Castro-Lector said. "I would have hugged those little kids and mom if I were there."The Lectors are eager to find these children and their parents to say thanks.  "I would love to meet them and thank them for being so kind. CINCINNATI -- A police officer working an off-duty detail at a grocery store used a stun gun on an 11-year-old girl Monday evening.The officer was working a detail at the Kennard Avenue Kroger when his attention was brought to the girl and two others who were involved in shoplifting, Lt. Steve Saunders said. The officer gave the girl several commands to stop, and then deployed the stun gun.Medics at the scene checked on the girl, and later so did staff at Cincinnati Children's Hospital Medical Center, Saunders said. He said that as far as he knows, the girl doesn't have any health issues as a result of the Taser deployment.Saunders said that a stun gun can be used on anyone between the ages of 7 to 70, according to Cincinnati Police Department procedure.CPD procedures on use of force state, "The TASER may be deployed on a suspect actively resisting arrest when there is probable cause to arrest the suspect, or to defend one’s self or another from active aggression."The procedure also notes that officers should consider the severity of the crime, the level of suspicion with respect to the fleeing suspect, the risk of danger to others and the potential risk of secondary injury to the suspect due to their surroundings before using a stun gun."An individual simply fleeing from an officer, absent additional justification, does not warrant the use of the TASER," CPD procedure states.The girl had a backpack full of items, Saunders said. She was charged with theft and obstruction, and then released to her parents. CINCINNATI -- Kyle Jacob Plush called 911 twice hours before he was found dead inside his car at Seven Hills School. Plush, 16, first called 911 at 3:16 p.m. Tuesday. He cried for help and repeatedly told the operator he could not hear what she was saying.“I can’t hear you … I need help, I’m gonna die here,” Plush said.The first unit, with two Cincinnati officers, was dispatched to respond at 3:23 p.m. They arrived minutes later, reported not seeing anything and attempted to call Plush’s phone. There was no answer. A Hamilton County sheriff's deputy checked the area again at 3:48 p.m. to no avail. At some point, Plush called 911 a second time. It is not clear the exact time he made this second call."This is not a joke," he said. "I am trapped inside a gold Honda Odyssey van in the parking lot of Seven Hills ... Send officers immediately. I'm almost dead."A passerby called police at 8:56 p.m., and dispatch requested police and ambulance minutes later. Nick Francis, director of Experiential Learning at Seven Hills School, said in a 911 call a security guard contacted him and told him to call 911 because they found a kid in his car.
