SAN DIEGO (KGTV) — San Diego Mayor Kevin Faulconer has identified a park-and-ride lot in Scripps Ranch as a perfect place for new affordable housing, but neighboring businesses worry the plan will drive away their customers."You solve one problem and create ten new ones. There’s seven businesses that are going to suffer," said Yannis Pihas, owner of Yanni's Bar & Grill.Pihas says his customers, as well as visitors to the two hotels in the center, frequently use the park-and-ride because there is limited parking otherwise. While he's attempted to speak with city leaders about his concerns, so far he says he has not been given any indication that the housing project will include parking that the businesses can use.ABC 10News reached out to the city. A spokesperson says the project is still in the early process of planning and that details on potential parking have yet to be worked out. The spokesperson also said the public can always bring concerns to the area's planning board and that there will be more opportunities for public input once the plan is prepared.In a statement, Mayor Faulconer said, "There is a great need in our community for housing that gives folks a real chance to have a place of their own, but also the support system they need to stay housed. SAN DIEGO (KGTV) - San Diegans are signing up to build accessory dwelling units, or granny flats, in numbers that haven’t been seen in years. According to the city’s development services department people, more than 200 people went through the permitting process in 2018. “It fits for us to build an additional unit, the ADU since the council changed their ordinances,” said San Diego resident Efrain Conrique. Efrain Conrique has been in the same house since the 1960s but is now planning to build a 1,100 square foot accessory dwelling unit in his backyard. The house is for his granddaughter. "Now this way she can not pay for the rental of an apartment and live here,” Conrique said. “So that's a personal thing, but it would work no matter what.” RELATED: Woman builds granny flat to finance retirementThe ease in regulations is having an impact on the building community. He says since the City of San Diego streamlined the ADU process, nearly half calls he gets are people looking to build. SAN DIEGO (KGTV) - San Diego County leaders have stressed education over enforcement regarding the rules and laws surrounding the coronavirus, but there are laws in place to help stop the spread."There is civil liability and criminal liability," says Professor Joanna Sax from the California Western School of Law.Sax says many of the laws rely on a standard called "reasonable care" to determine liability."As long as you are taking precautions reasonably, then it's unlikely that you'll be held negligent. That would be the legal term," Sax says.For businesses, that means following the rules like posting a safe reopening plan and sticking to it to keep customers safe. It can also mean providing PPE and hand sanitizer for employees.But for businesses that aren't using "reasonable care," San Diego officials have shown the ability and willingness to use the laws to force compliance.One of the most prominent cases over the last few months involves Boulevard Fitness in University Heights. According to the city, that gym stayed open for indoor workouts for 45 days, violating the county's rules. City Attorney Mara Elliott threatened Boulevard Fitness with a ,500 fine for each day, citing "unfair business practices."The gym closed after receiving Elliott's letter and has since reopened while obeying county guidelines for capacity and distancing.Sax says those kinds of laws work for extreme cases, but may not apply for smaller violations."If businesses are not behaving reasonably and they are behaving recklessly, and they have no plans, and they're letting people in, maybe they should face liability," Sax says. "Those aren't the businesses that should be open to the public. SAN DIEGO (KGTV) — Residents may be seeing Uber delivery drones in San Diego's skies as soon as this year.Uber Elevate, Uber's drone and air transportation leg, announced this week during the Forbes’ 30 under 30 Summit that the company will begin testing Uber Eats delivery drones in summer 2020. The company added, though, that delivery service using partner drone operators could come in the coming months.A rendering of the Uber Eats drone shows six-rotors will allow the drone to take off and land vertically, with the ability to rotate to provide more lift and speed. The drone is designed to carry a meal for two people.Uber Elevate says the drone is designed to travel a total of 18 miles or 12 miles round-trip. The company says the drone is equipped to cruise below 400 feet and comply with existing regulations to operate the aircraft.The company estimates the drone can perform a delivery in eight minutes, including time to load and unload.The company says the design has passed the design review phase and is expected to fly before the end of the year. 1073
