SAN DIEGO (CNS) - San Diego Mayor-Elect Todd Gloria Friday announced the selection of the top leadership posts for his incoming mayoral administration."I'm proud to announce the appointments of Paola Avila, Nick Serrano and Jay Goldstone to the Gloria administration," he said. "They are a team of talented, dedicated and experienced public servants who will help me lead our city, especially through COVID-19 and get us back on track. I want to thank them for their willingness to step up and serve the people of San Diego."Avila was named Chief of Staff. She has more than 20 years of experience in public policy, community outreach and government relations, including prior service in the mayor's office as deputy chief of staff to Mayor Dick Murphy. Avila is a graduate of the University of California San Diego and lives in Bay Park.Serrano was named deputy chief of staff. A top advisor in Gloria's leadership team for years, he served Gloria in both his City Council and Assembly offices -- most recently as director of communications on Gloria's Assembly staff. He has worked in more than a dozen communities in San Diego as a community representative, is a graduate of San Diego State University and lives in downtown.Goldstone was named interim chief operating officer. He has more than 37 years of local government finance and management experience. He was previously San Diego's COO from 2008-2013 and the city's chief financial officer from 2006-2008 and 2012-2013. Prior to San Diego, Goldstone served as director of finance for Pasadena and Richmond, California. He earned a bachelor's degree in political science, economics and business administration from the University of Minnesota, a master's degree in public administration from Arizona State University and a master's degree in business administration from Santa Clara University.Upon being sworn in as the 37th Mayor of the city of San Diego, Gloria said he intends to conduct a national search to find a permanent COO for the city. SAN DIEGO (CNS) - San Diego County public health officials have reported 408 new COVID-19 infections and one more death from the illness, raising the county's totals to 50,551 cases and 826 fatalities.The death of one man was noted Saturday. He was in his mid-40s and had an underlying medical condition.Of the 9,875 tests reported Saturday, 4% returned positive, bringing the 14-day rolling average percentage of positive cases to 2.9%. The seven-day daily average of tests was 10,281.Of the total number of cases in the county, 3,681 -- or 7.3% -- have required hospitalization and 851 -- or 1.7% of all cases -- had to be admitted to an intensive care unit.Seven new community outbreaks were reported Saturday, one in a faith- based agency, one in a restaurant, one in a grocery setting, two in businesses and two in restaurant/bar settings.In the past seven days, Oct. 4 through Oct. 10, 45 community outbreaks were confirmed, well above the trigger of seven or more in a week's time. A community setting outbreak is defined as three or more COVID-19 cases in a setting and in people of different households over the past 14 days.The county remains in the second -- or red -- tier of the state's four- tier COVID-19 reopening plan. San Diego's state-calculated, adjusted case rate is 6.5 per 100,000 residents, down from 6.7. The unadjusted case rate is 7.0, down from 7.2.The testing positivity percentage is 3.5%, the same as last week, and it is in the third -- or orange -- tier.On Saturday, the county allowed private gatherings of up to three households, based on the state's new guidance issued Friday.The gatherings must take place outdoors. If at someone's home, guests may go inside to use the bathroom.Participants in a gathering need to stay at least six feet apart from non-household members and wear face coverings. Gatherings should be kept to two hours or less, the new guidelines state.A health equity metric will now be used to determine how quickly a county may advance through the reopening plan, San Diego Public Health Officer Dr. Wilma Wooten said Wednesday.A community can only be as well as its unhealthiest quartile, she said, and while counties with a large disparity between the least and most sick members of a community will not be punished for the disparity by sliding back into more restrictive tiers, such a disparity will stop counties from advancing to less-restrictive tiers.According to the state guidelines, the health equity will measure socially determined health circumstances, such as a community's transportation, housing, access to health care and testing, access to healthy food and parks.Neighborhoods are grouped and scored by census tracts on the Healthy Places Index, https://healthyplacesindex.org/. Some of the unhealthiest neighborhoods include Logan Heights, Valencia Park, downtown El Cajon and National City. According to county data, the county's health equity testing positivity percentage is 6.2 and is in the red tier.Wooten said the complicated metric will be explained further on Monday, when the state releases an official "playbook" of how it is calculated and what it means to communities throughout the state as they attempt to reopen.On Tuesday, the California Department of Public Health will issue its next report on county case rates. 3315

SAN DIEGO (CNS) - Ride hailing company Lyft announced a partnership with San Diego's Fashion Valley today to establish dedicated pick-up and drop-off zones at the mall.The partnership creates six official Lyft Zones that will make it easier for drivers to find riders in areas of the shopping center that are less congested, company officials said. Using the zones will also give riders access to special discounts, according to Lyft.``Transportation can be a challenge when it comes to shopping at busy malls,'' Lyft San Diego Market Manager Hao Meng said. ``The introduction of Lyft Zones at Fashion Valley Mall will offer shoppers a seamless door-to-door solution that enhances their overall ridesharing experience.''The six Lyft Zones around the mall are adjacent to Verizon Wireless, the Nordstrom eBar, So Sushi, JC Penney, the AMC Fashion Valley 18 theater and Forever 21. SAN DIEGO (CNS) - San Diego is the fourth-best large city in the country in which to live, according to a ranked list released Tuesday by the personal finance website WalletHub.WalletHub ranked cities with a population above 300,000 by evaluating their affordability, economic strength, education and health quality, quality of life and safety. A total of 62 cities were sampled for the list, with Virginia Beach, Virginia, taking the top spot.San Diego ranked 51st in affordability but ranked among the top-10 cities in education and health, quality of life and safety, and 12th in economic strength. According to WalletHub data, San Diego had the second-lowest crime rate behind Virginia Beach and was tied for first for coffee shops per capita.Joining San Diego and Virginia Beach among the top five were Austin, Seattle and Las Vegas in second, third and fifth, respectively. Rounding out the top 10 were San Francisco, New York, San Jose, Honolulu and Portland, Oregon.Detroit, Michigan, ranked last among large cities due to its dead-last ranks for economic strength and health and education quality. Memphis, Cleveland, Baltimore and St. Louis also sat in the bottom five. SAN DIEGO (CNS) - The body of a 14-year-old boy was found near railroad tracks by a maintenance crew in the Bay Ho neighborhood, sheriff's officials said.At about 2:50 a.m. Saturday, the crew discovered someone who appeared to be struck by a train in the area of 6000 Santa Fe St., according to Lt. Thomas Seiver of the San Diego County Sheriff's Department homicide unit.After an investigation at the scene by the sheriff's Railroad Enforcement Team, the homicide unit took over the case, Seiver said.The boy has been identified and his next of kin notified, but his name is being withheld because it may jeopardize the investigation, the lieutenant said.The county Medical Examiner's Office will perform an autopsy to determine the cause and manner of the boy's death, Seiver said.Anyone with information about the incident is asked to call the sheriff's homicide unit at 858-285-6330 or Crime Stoppers at 888-580-8477. 929
