A body found in Costa Rica has been identified as a Florida woman who went missing while she was on vacation, according to her family. The father and brother of Carla Stefaniak identified the body as the 36-year-old Tuesday night.During an exclusive interview with ABC Action News, Stefaniak's father, Carlos, said his heart shattered when he saw her body.Costa Rica's Judicial Investigation Agency (OIJ) said an autopsy performed on her body showed that she had stab wounds around the neck and extremities and blunt-force trauma to the head.Family friend, Greg Zwolinsky, who is with them in Costa Rica, said he wants everyone to remember Stefaniak based on the radiance of her personality that is portrayed in pictures of her smiling.On Monday, a spokesperson for the OIJ confirmed that remains were found. The body was found in a wooded area as investigators combed through the region, roughly 1,000 feet away from where Miami resident and Tampa native, Carla Stefaniak, spent what was supposed to be her final night in Costa Rica last week, Judicial Investigator Director Walter Espinoza said in a press conference. On Monday night around 11 p.m., OIJ officials detained a security guard at the apartment complex, 32-year-old Bismarck Espinoza Martínez. Martínez has been in Costa Rica since June 2018.After Stefaniak was reported missing, agents began to investigate where she was last seen. Officials say that Martínez had the time and space to commit this crime and became a suspect because of the investigation. Specifically, his statements did not match video surveillance in and around the area at that time.In addition, fluids found in the apartment where Stefaniak was staying have the consistency of blood, OIJ officials said.Stefaniak traveled to Costa Rica to celebrate her 36th birthday, according to the family. She left for Costa Rica on Thanksgiving Day but had not been heard from since Tuesday, her brother, Carlos Caicedo, told ABC Action News.Meanwhile, the lawyer representing the complex that houses the Airbnb told ABC Action News they were "deeply saddened and devastated by the tragic events that occurred last week" and said that the owners were cooperating with authorities. He said the rental had been temporarily closed while officials conduct the investigation. The lawyer released the following statement:"Since 2013, Villa Le Mas has operated a small vacation rental facility located at San Antonio, Escazu, Costa Rica. We have received over a thousand guests with wonderful reviews about the property and our service.We are deeply saddened and devastated by the tragic events that occurred last week. A college student from Georiga's jail sentence was reduced from four months to two months on Tuesday in the Cayman Islands after she and her boyfriend violated strict COVID-19 measures last month.According to The New York Times and CNN, the Cayman Islands Court of Appeal reduced 18-year-old Skylar Mack and her 24-year-old boyfriend Vanjae Ramgeet's prison sentence, saying the initial sentence "was not appropriate."Last week, Mack and Ramgeet were sentenced to four months after they both violated the island's mandatory two-week quarantine.Per the Associated Press, Mack arrived on the island on Nov. 27, but on Nov. 29, she broke quarantine by leaving with her boyfriend to attend a water sports event.According to The Times, Mack and Ramgeet initially pleaded guilty to breaking the quarantine rules and were to complete 40 hours of community service. A California utility company said its crews found a damaged transmission tower and holes in a power pole at separate locations near the site where the Camp Fire started.More than a month after the deadliest and most destructive wildfire in the state's history broke out, Pacific Gas & Electric Co. released a more detailed account of outages it experienced that day.In a letter to the California Public Utilities Commission, PG&E said one of its employees called 911 on November 8 -- the day the deadly wildfire began -- after spotting flames in the vicinity of a high-voltage tower near the town of Pulga in Butte County.That fire was reported almost 15 minutes after the utility experienced a transmission line outage at the same location, the company said. It was also around the same time the Camp Fire broke out.The electric utility had disclosed in a regulatory filing last month that it "experienced an outage" on a transmission line in Butte County about 15 minutes before the wildfire began but had not released additional details.PG&E said in its Tuesday letter that inspectors later discovered that a hook connecting part of the transmission line and the transmission tower was broken. They also found a flash mark on the tower.The company also detailed a second outage at another location. That incident was reported a few miles away from the first outage and about 15 minutes after the wildfire started.When crews went to check the outage a day later, the letter states, they "observed that the pole and other equipment was on the ground with bullets and bullet holes at the break point of the pole and on the equipment."Meredith E. Allen, PG&E's senior director of regulatory relations, explained that details about the incidents are preliminary and they remain under investigation."The cause of these incidents has not been determined and may not be fully understood until additional information becomes available, including information that can only be obtained through examination and testing of the equipment retained by CAL FIRE," Allen wrote to regulators.The Camp Fire burned through more than 153,000 acres in Butte County, killing at least 85 people and destroying thousands of structures.
