SAN DIEGO (KGTV) -- National Forests throughout Southern California will close Monday night as wildfires continue to ravage the state.Stanislaus National Forest, Sierra National Forest, Sequoia National Forest, Inyo National Forest, Los Padres National Forest, Angeles National Forest, San Bernardino National Forest, and Cleveland National Forest will all close Monday at 5 p.m., according to the US Department of Agriculture.The agency also prohibited the use of any ignition source on all National Forest System lands throughout the state.All developed campgrounds and day-use sited in National Forests throughout the state have will also shutter operations.“The wildfire situation throughout California is dangerous and must be taken seriously. Existing fires are displaying extreme fire behavior, new fire starts are likely, weather conditions are worsening, and we simply do not have enough resources to fully fight and contain every fire,” said Randy Moore, Regional Forester for the USDA Forest Service Pacific Southwest Region.“We are bringing every resource to bear nationally and internationally to fight these fires, but until conditions improve, and we are confident that National Forest visitors can recreate safely, the priority is always to protect the public and our firefighters. SAN DIEGO (KGTV) - On the edge of Balboa Park, parkgoers arrived Wednesday to a fresh layer of graffiti across a popular playground area.Joanne Schara leads a boot camp class at Bird Park at Upas three times a week. After a year of working out there, the things that drew her are now awash in graffiti. "It's just sad to see. You come here because you want a happy space. People bring their kids. People bring their pets. Its beautiful," said Schara.The tagging is everywhere, from the tables and benches and the wall wrapping around the playground area to utility boxes and graffiti on the ground."Doesn't give a good image at all," said Schara.Cathy Lea has lived in the neighborhood for 40 years and takes her dogs to the park twice a day."When I see the graffiti, it's disheartening," said Schara.Lea says every few days, there is more graffiti. On the concrete wall that surrounds the park, there are countless layers of tagging that have been painted over, only to be tagged again."That's not what this park is about," said Lea.On the Nextdoor app, some longtime neighbors posted the current graffiti is the "worst they've ever seen." Lately the graffiti has started to creep into areas previously untouched, including the playground set and the nearby rocks. As the tagging spreads, so does the frustration."It's not the kind of message we want to be sending in North Park," said Lea.Several neighbors have posted on the city's Get It Done app to get it cleaned up. SAN DIEGO (KGTV) - Port of San Diego Commissioners saw the latest draft of the new Port Master Plan this week while allowing people who live in the area one more chance to weigh in on the region's future.The Port Master Plan is a 51-page document that will guide development along the San Diego Bay. This is the Plan's first update since it was created in 1981."For the first time, we include elements, or chapters of goals, objectives, and policies that will guide issues that apply Bay-wide, not just specific to individual locations," says Lesley Nishihira, the Port's Planning Director.The new Master Plan calls for more hotel development, with nearly 4500 new rooms on Harbor Island and the Embarcadero. But it prohibits new hotel rooms on Shelter Island, the Coronado Bayfront, and the Silver Strand.RELATED: Planned park could impact USS Midway MuseumIt also includes provisions for height restrictions on new buildings, a plan to turn the parking lot at Navy Pier into park space, and commercial industry use guidelines along the Bay.Port employees have been working on it for nearly eight years, with the Port Commissioners holding 40 meetings about the Plan, as well as dozens of public forums.But critics say it is too focused on tourism and industry and does not do enough to help out San Diego residents who live along the Bay, particularly in low-income areas south of the Convention Center."The status quo isn't good enough for the community," says former City Councilman David Alvarez, who has been vocal in his criticism of the new Plan. "We've seen the pollution. We've seen the impacts; the parking problems, the lack of access to the water (for low-income residents)."Alvarez brought these issues up at a public comment session on Monday. He says, to his surprise, the Commissioners voted unanimously to make sure more Social and Environmental Equity issues go into the Plan.Port employees say they will include specific policies in the final draft to ensure all San Diegans can benefit from the Bay."We'll take a closer look at those policies and see where we can include more information to make sure we're truly addressing the issues as needed," says Nishihira.Port employees are now finishing the Final Draft of the new Master Plan. It should be completed by the summer of 2021. SAN DIEGO (KGTV) - New documents in a search warrant reveal evidence in the investigation of the Poway synagogue shooting during which one person was killed and three were injured. Evidence cited in the documents confirms rumors that have been spread over the last two months surrounding a possible live stream and an alternative chat room site where many alleged John T. Earnest adopted his hateful ideology.The document states, "San Diego Police Department ("SDPD") Officers responded to that location and took John Earnest into custody without further incident. Seen on the front passenger seat was an AR-I5 rifle but no handgun was visible. Additionally, in the vehicle was a helmet with a Go-Pro camera on it."The document later describes the suspect's disposition after officers made contact. "At that time, Earnest did not appear to be under the influence of a controlled substance but did appear to have a 'flat affect' as though he was detached or unaffected by his actions," the document says.The document brings up the manifesto that was the subject of a previous 10News report. "An SDSD system data miner, found a manifesto on Pastebin.com written by a person identifying himself as John Earnest," the document says. "In the manifesto, which he named 'An Open Letter.'"On page six of the document, there is a reference to how Earnest adopted his ideology. "During that interview, he informed an SDSO Detective that he had adopted his ideology of hate for members of the Jewish religion approximately 18 month earlier. Based on my training and experience, I know that there is a process in which someone undergoes adoption of radical ideologies. This process can take several months or several years before a person actually commits to those ideologies. During the interview, Earnest also stated that he was inspired by individuals such as Adolph Hitler and Brenton Tarrant."The document also looks at a Facebook post, from a page investigators linked to Earnest. "Earnest made a posting in which he thought to draw attention to his forthcoming attack on the Chabad of Poway, share his views through his open letter, and offer people the opportunity to observe the attack itself," the document says.The document also contains statements referring to the alternative message board site 8chan, where many believe Earnest adopted a hateful ideology. "Earnest stated in the subject posting, "I've only been lurking for a year and a half, yet, what I've learned here is priceless." This information suggests that Earnest was inspired and/or educated by individuals who commented on his threads."The document explains how hard it is to track users on the site and how easy it is to modify or erase information on the site. For those reasons investigators wanted to keep the search warrant sealed.In attached files, the document shows comments from 8chan users asking "anyone had a decent read of the manifesto yet?" As well as "Anybody not already at least on a vpn [virtual private network] is playing with fire here, don't get yourselves caught before actually making an effort."Earnest will be in court for the preliminary hearing for his state case on August 19. 3182

SAN DIEGO (KGTV) - Owners of sportfishing and diving charters in San Diego expressed their grief and condolences Monday after learning of the deadly boat fire near Santa Cruz Island. John Conniff, the owner of Islander Charters, was at sea guiding a trip when he heard chatter over the radio. "It was in the middle of the night, and I could actually hear it from where I was sleeping, but we could only hear the Coast Guard side of things, at first I heard that there was a fire on a boat," said Conniff. "We couldn't hear the Conception side of the story, but I could hear Coast Guard responding to a serious mayday outside of Santa Barbara."It wasn't until Conniff returned to San Diego that he learned just how devastating the fire was. "My heart goes out to them… my first thought when I heard it on the radio was my own family and then of the families of the 25 people sleeping below decks on our boat," said Conniff. Coniff runs sportfishing and dive trips anywhere from one-and-a-half to five days. He says the whole industry is grieving. Patrick Douglas, with Horizon Charters, posted this message on their Facebook page. "Like many of you in the California dive community we woke up to the devastating news of the Truth Aquatics dive boat fire off Santa Cruz Island last night. Sending our deepest condolences and love out to the families impacted, this is a very sad day for the industry. #prayers"By phone, Douglas told 10News that dive boats in California operate at a higher level than any other state. He says they maintain the highest standards and an incident like this is an anomaly. In his 30 years of experience, Douglas has never seen an incident so severe. Both Douglas and Conniff acknowledge incidents like this are a reminder to double down on safety operations. "I would imagine that everybody is going to take a close look at what they do and how they do it and make sure that 'we're all in good shape."As crews continue searching for the Conception's missing passengers, flowers and other memorials are being set up at the Santa Barbara Harbor. 2079
