(AP) — California voters on Tuesday rejected a ballot measure that would have capped dialysis clinics' profits in an effort to improve patient care.Proposition 8 would have limited profits for dialysis clinics that provide vital treatment for people whose kidneys don't work properly.The measure was the most expensive initiative on the 2018 ballot in California, generating more than 0 million in campaign contributions. A health care workers union, Service Employees International Union-United Healthcare Workers West, funded the million supporting campaign. Dialysis companies contributed more than 1 million to kill the initiative.The union argued Proposition 8 would stop the dialysis companies from cutting corners to make money and force them to invest more of their revenue into patient care. Supporters say the profit-hungry companies don't adequately clean clinics and overwork staff.Dialysis providers say the measure was actually a tactic to pressure the dialysis companies to let workers unionize and would have forced clinics to close. They say most California clinics provide high quality care.Dialysis companies' effort to kill the measure was the most expensive campaign on one side of a ballot initiative in the U.S. since at least 2002. Most of that money came from the two largest dialysis companies operating in California: Denver-based DaVita Inc. and Germany-based Fresenius Medical Care.The measure would have barred dialysis clinics from charging patients more than 115 percent of what providers spend on patient care and quality improvement. If clinics exceeded that limit, they would have to provide rebates or pay penalties.Although the measure didn't spell out exactly which expenses counted toward the limit, dialysis companies argued critical management expenses would be classified as profits and bankrupt clinics.RELATED CONTENT 1898

(AP) — The Trump administration will not immediately give billion it revoked from California's high-speed rail project to another project, according to a legal agreement reached Wednesday between the two.The Federal Railroad Administration announced last week it was revoking the money, prompting California to sue on Tuesday. Beyond the lawsuit, the state planned to seek a temporary restraining order halting the federal government from giving the money to a different rail project.The new agreement means the state won't file the restraining order, but it does not change the status of the lawsuit.California is trying to build a high-speed rail line between Los Angeles and San Francisco, a venture expected to cost upward of billion. The 9 million is for a segment of track already under construction in the Central Valley that must be completed by 2022.The Federal Railroad Administration has argued California hasn't made progress and can't meet that deadline. California, meanwhile, has faulted the federal government for cutting off the partnership with the project and says it has no basis for revoking the money several years ahead of the deadline.The agreement signed Wednesday says the money won't be awarded elsewhere unless the federal government goes through its typical process for awarding grant money. That’s why she said it was important for her to find an avenue that would allow the money to stay in local neighborhoods, especially in a moment in time where a demand to support Black businesses is on the rise.“Because we all know that buying Black right now, it’s something that’s important. It may look more trendy or what have you, but I want to make sure I’m pushing it to be a lifestyle, so just kind of changing that focus and perspective, like why am I really buying Black?” she said.Ajay Brewer, owner of Brewer’s Café on the city’s south side, added his business to Blocal Search this year.“I’ve had several people tell me that they’ve found me through Blocal, so any sort of search engine that creates that sort of awareness for us is really priceless. It’s created revenue for Brewer’s Café for sure," Brewer said.Harris-Minor said she has over 150 local businesses -- like restaurants, juice bars, beauty supplies, family dentistry, and more -- in the app.The number is even higher nationwide. Blocal has promoted about 4,000 companies across 160 cities since the app launched in February.“Blocal at minimum is going to be a directory, but this is going to be a brand that I’m building to really make sure that we’re able to have a sustainable community that we’ve had in the past and be able to create the generational wealth that we all are looking for our families,” she said.Blocal Search is available to download on your phone by going to your App Store or on Google Play.
