BEIJING, Oct. 3 (Xinhua) -- A senior Chinese official has called for rule of law in the state's decision-making to ensure economic development and maintain social justice.Zhou Yongkang, a Standing Committee member of the Political Bureau of the Communist Party of China (CPC) Central Committee, made the remark in his speech at a ceremony Sunday in Beijing to mark the 60th anniversary of the founding of the School of Law under Renmin University of China.After more than 60 years of development, a socialist legal system with Chinese characteristics is taking shape and China will further promote legislative, judicial and law enforcement work, said Zhou.Chinese authorities will pay more attention to scientific and democratic decision-making in line with laws to promote social harmony and justice, he said.The government will also pay more attention to education on laws and cultivation of more legal talents, the official added.Renmin University's School of Law is hosting an international seminar on legal systems of China and other countries. TOKYO, Aug. 31 (Xinhua) -- Visiting China's special representative on Korean Peninsula affairs Wu Dawei said Tuesday that Beijing plans to put forward fresh measures to resume the stalled six-party talks at an early date.Wu made the comment to reporters after meeting with Japanese Foreign Minister Katsuya Okada, but he did not elaborate on what measures China will propose to bring Pyongyang back to the negotiation, which have been suspended since December 2009.Wu, who chairs the six-party talks involving Democratic People' s Republic of Korea and South Korea, China, Japan, Russia and the United States, said China needs to discuss the proposal with these member states and wants to hear their views about it.The Chinese envoy held talks with Japanese Chief Cabinet Secretary Yoshito Sengoku after meeting with Okada.The Japanese side agreed with China that the stability and peace of the Korean Peninsula are in the interest of all parties concerned, and vowed to continue push forward the six-party talks. TAIYUAN, Sept. 16 (Xinhua) -- China will flex its muscles to boost the low-carbon economy and green industry, in a bid to help upgrade the development mode of exports, said a senior government official Thursday.Gao Hucheng, Vice Minister of Commerce, said at an energy forum in Taiyuan, capital of Shanxi Province, that China has risen to become one of the world's largest exporters, though it is not a strong exporter yet, remaining at the low end of the global value chain.China's exports leaped in recent decades, mainly dependent upon low labor costs and sales of energy and resources.Further, China needs to put more efforts into producing high-end products and improving their quality through low-carbon and green technologies to expand the share of green products in exports, he said.The global financial crisis hurt the world economy and promoted nations to look to green industry for new growth, he said, and adding strategic new industries could be "a new growth point" for China's foreign trade.China would encourage major products, technologies and services in new energy and energy-saving sectors to tap the global market and support enterprises to invest abroad, Gao said, without giving details.Further, he said there was "no land boundary" in terms of low-carbon and green technology and expected international cooperation in this field.China was opposed to protectionist measures in any form, he added.

SHIJIAZHUANG, Sept.10 (Xinhua) -- Chinese Premier Wen Jiabao on Friday, the nation's Teachers' Day, called on teachers to dedicate themselves to rural education, improving teaching standards and contributing to the modernization of the country's education program.Wen made those remarks during a visit to a middle school in Xinglong County of north China's Hebei Province, which is about 135 km from Beijing.Teachers play a key role in primary education, which lays the foundation for a country's development, Wen said, adding that Chinese teachers had made contributions to the country's education cause and modernization drive through hard work and selfless devotion.Wen stressed it was important to improve rural education as it is a matter concerning the long-term development of rural areas and the improvement of people's skills.Persistent efforts would be made to ensure students in rural areas have universal access to schooling and modern education, he said.In 2007, China decided to waive tuition fees for students training to become teachers at six top teaching universities in Beijing, Shanghai, Changchun, Wuhan, Xi'an and Chongqing.To be eligible for free tuition, the student must agree to work at a primary or middle school for at least ten years after graduation and spend the first two years in a rural school.The first group of students who enrolled under the tuition-free program are scheduled to graduate next summer.Eight students from the Beijing Normal University who are in the program joined Wen in his visit to the rural school Friday.Wen urged the students from the university to develop a better understanding of China's rural area, contribute to rural education and help build their hometowns into better places after graduation.The premier asked them to make rural education their career and prepare themselves for hardships and challenges.He said the government would continue its support to the program of tuition-free education for normal school teachers and provide them with opportunities of receiving further education and grant favorable policies in employment.
