The San Diego Padres have made it official.The team announced Thursday they have official signed all-star free agent Manny Machado to a 10-year, 0 million deal through the 2028 season, with an opt-out after the 2023 season. SAN DIEGO (KGTV) -- People living along the coast in north county say they can't remember the last time mosquitoes were so bad.Sharon Mauro lives near the San Elijo Lagoon in Solana Beach."Oh, we couldn't leave the house without them attacking us," said Mauro.She hired Tony Gallardo of Mosquito Joe to spray her property."The last few weeks have been very busy. Basically, from the coastline all the way to Poway, the mosquito problem is pretty significant right now," said Gallardo.Gallardo says he sprays roughly 15 homes a day."This is kind of a perfect storm in everybody is stuck at home now, they want to be outside. The kids are getting tired of being inside. You get outside the mosquitos are eating everybody up, they're breeding cause they have more food, strange way to put it," said Gallardo.San Diego County Vector Control crews sprayed the lagoon last week. They also discovered a new trouble spot."A new spot showed up, and we didn't find until it was a wee bit too late. We do have it treated now, so it's going to be a one-time event," said Chris Conlan, the county's supervising vector ecologist.Conlan said the recent high tides contributed to the increase in mosquitoes."Whenever we get a very high tide event, especially something like a King Tide, as the water recedes from those high tide events sometimes leaves standing pools, and this mosquito is very good at taking advantage of that," said Conlan.Conlan said the Black Salt Marsh Mosquito doesn't transmit disease, but it's an aggressive "day biter," and can travel up to five miles.Residents worried about mosquitos near their property should contact the county's vector control program. 1675

SAN DIEGO (KGTV) - On Friday, San Diego Police Chief David Nisleit held a press conference to address the controversy surrounding the recent “awards for arrests” program email. It was the chief’s first press conference on a department matter since taking the seat two weeks ago. He announced that a formal investigation had been launched to figure out how the program details were sent out to officers without getting prior approval from supervisors. 10News broke the story earlier this week, after a San Diego police officer approached Team 10 to share information about a program email he found “unethical”. The email was sent last Friday from a sergeant to more than 90 officers in SDPD’s Southern Division. It outlined a new voluntary program offering points to officers who make more drug arrests and give out more drug citations. The highest point-earners would have the opportunity to work in specialized units for up to a month. “Let me make this very clear. San Diego Police Department doesn't have a quota system,” said Nisleit on Friday. “I can tell you right now [that] this program was never authorized, nor was it ever implemented and nor did anybody ever receive any rewards for making arrest,” he added, along with, “This program was never intended to target anyone from a specific group, race or socio-economic class.” However, the timeline would suggest that the program was briefly implemented. The email was released last Friday morning. The chief says he stopped the program last Saturday. An official retraction email was sent Monday afternoon.  Chief Nisleit told reporters he reviewed the number of arrests in the Southern Division and they have not spiked, suggesting officers were not participating in any incentive program. The original email sent by the sergeant reads in part, “there are similar programs going on in other divisions.” The chief told reporters he has no knowledge of any other point system program taking place anywhere else in the department. Any disciplinary action for the email and program are contingent upon the results of the investigation. 2156

SAN DIEGO (KGTV) -- Police are trying to determine what caused a 92-year-old man to crash into the side of a Chollas View home Thursday morning.The crash happened on the 300 block of St. Rita Court, authorities say.The nephew of the woman who lives in the home told 10News no one was home at the time of the crash, but the dogs inside the home were frightened by the incident.RELATED: Car crashes into City Heights home following pursuitThe man was taken to the hospital in unknown condition. SAN DIEGO (KGTV) -- Pro-choice demonstrations gathered outside the federal courthouse in downtown San Diego Tuesday afternoon. The rally was one of hundreds that took place across the country as part of a "Stop the Bans" national day of action. The protests are in response to a law in Alabama that only makes abortion legal when the woman's life is at risk. Several other conservative southern and midwestern states are considering similar measures to restrict access to abortions. "It's a very personal thing, and it's something everybody should have the right to do, to choose yes, I'm going to keep this child or no, I'm not," said Cynthia Knoop. Activists, elected officials, and faith-based leaders chanted, sang songs, and vowed to "not take a step back.""I can't believe we're still fighting this fight and having this discussion. I'm scared for the future generation, the younger women," said Helen Zeldes.Two middle school students also attended. "A child is a ton of responsibility and not every woman wants to, not every woman is financially stable enough to, it should not be in the hands of male senators," said Kate Alberts.The girls said what's happening has been the topic of conversation at their school."Those people who want to have abortions, they can't physically, mentally, take care of a child at ages 16,17, if they've been raped, incest, whatever it is, and it just makes me so sad cause these men are deciding these laws and they don't truly care about the baby once it's born, but when it's a cell," said Marina Nicolaidias.Abortion opponents see what's happening in Alabama and other states as progress. "What we have to remember is that nobody should have the right to take another person's life, and ultimately that's what this is, life begins at conception and when you do have an abortion, you're ending that life," said Marie Frederick, who works with Students for Life and other pro-life groups. Frederick said it's good that a national conversation is happening. "I think when you make a ban on abortion all across the nation; eventually, hopefully, you also need to implement resources for women, support for women I think workplaces need to be more open to women having pregnancies," said Frederick.
