A potent winter storm is poised to deliver a mixture of snow, sleet, freezing rain and possible flooding across much of the eastern United States through Thursday.More than 117 million people in the country, many from the Plains and Midwest to the Mid-Atlantic and Northeast, are under some sort of winter weather watch, warning or advisory. Nearly 20 million are facing a flood warning, watch or a flash flood watch across the Southeast.Warm moist air streaming north from the Gulf of Mexico will combine with a colder storm system exiting the Rockies to create an expected wintry mix Tuesday night into Wednesday.Heavy rain fell in the South throughout Tuesday.Much of the Pacific Northwest is also under winter weather warnings or watches.Heaviest snow will hit from Omaha to the Twin Cities ? Winter weather advisories are out for Oklahoma City; Wichita, Kansas; the Kansas City area, St. Louis; Chicago; Milwaukee; Indianapolis; Louisville, Kentucky; Cincinnati and Columbus, Ohio; and Pittsburgh, where light to moderate, snow or ice is forecast.? There are winter storm warnings for Omaha, Nebraska; Des Moines, Iowa; and Minneapolis, where up to 10 inches is expected to fall.Washington and Baltimore to take the storm's brunt ? Snow and ice will cause problems for the Baltimore and Washington areas. Four to 6 inches of snow and sleet are expected in both cities, with wintery weather starting overnight and lasting into Thursday. As warmer air mixes in, ice accumulations of a 10th of an inch are possible.? Heavy snow or ice are expected from Philadelphia northward to west of New York City. Some to 2 to 3 inches of snow could fall. New York will likely see a few inches of snow Wednesday afternoon before it transitions to rain by the evening. The National Weather Service said Tuesday afternoon that some areas near the Maryland-Pennsylvania border will get up to 8 inches of snow.? If you are a student in the School District of Philadelphia -- the nation's eighth largest by enrollment -- you can stay home Wednesday. If you work in an administrative role, the decision whether to open offices will be made by 5 a.m. Wednesday. If you are a building engineer, the district says to come to work.Flooding to affect much of South, especially Tennessee? A moist warmer air mass will allow for extreme rain Tuesday through the end of the week from the Ohio Valley into the Southeast. Flood or flash flood watches will extend from northern Alabama and Mississippi northward to West Virginia.? Two to 4 inches of rain is expected across the region, with even higher amounts of 5 to 7 inches in Memphis and Nashville through the end of the week.? Multiple rounds of rain will affect North Georgia this week. Cities such as Atlanta are likely to receive 2 to 3 inches of rain, and even higher amounts are expected in the mountains to the north.? A man with autism who is well known in his community says he is now scared after he was tackled and arrested by a Temple (Texas) PD officer. According to the Temple Police Department, around 7:30 p.m. on Tuesday, officers received a call about a man walking in and out of traffic near an intersection. Police say the caller reported that the person, later identified as 30-year-old Sergei Hall, was acting erratically by flailing his arms and yelling. The caller reported she was exiting Planet Fitness when she saw Hall in the parking lot, and that his behavior made her fear for her safety. As she exited the parking lot, she told police Hall walked in front of her car and stopped, causing her to brake abruptly to avoid hitting him. Hall explains he was minding his business, waiting at this corner in Temple to cross the road for a sweet tea"I was just walking down the street with my music on, just doing my own thing, and then this officer just came out of no where, he just came, like I didn't even see him, and he kind of spooked me," he said.Police say Officer Jacob Perkins arrived on scene and made contact with Hall at an intersection near a private driveway in front of Temple Mall.Police say Officer Perkins requested that Hall step away from the intersection to speak with him, but Hall walked away from the officer and into the roadway.That's when Hall says the officer grabbed him."And he kind of just threw me against the ground, and my face, my face hit the ground hard, like, my face smashed the ground," he recalled.Police say since it was dark with heavy traffic, and there have been three recent incidents of pedestrians being struck by vehicles, Officer Perkins pulled him out of the roadway, took him to the ground in a nearby grassy area, and arrested him for evading.People watching were horrified. "I seen the cop run and tackle him. He hadn't done anything," said Dezja Wedderburn, who witnessed Hall's arrest.</p><p>"I told the officer I wanted to go home and that it wasn't my fault, and he told me I had to go to jail last night," Hall said while choking back tears.Hall was booked for evading arrest by the Temple Police Department."It makes me feel like I wish more people understood me," Hall said.Hall carries a puzzle piece to symbolize he has autism. Many think the officer missed the mark. "For the officer to do it that way, I just think it was uncalled for, and it makes me not want to trust the officers in Temple," said Erin Gonzalez, a friend of Hall's."They need to retrain, retrain, retrain, retrain. They need to be retrained on a lot of stuff," said Wedderburn.Known from walking everywhere he goes, Hall's concerned about stepping out. "I worry about, I don't want to go out there because I don't want them to bother me because and I'm kind of worried about them now," he said.But this incident doesn't take away from his self-love."I'm proud I have autism, because people are special that have differences," said Hall.It also doesn't take away from his love for all for Temple."I wish the best for all of you because I love everybody and just to let you know my name is Sergei, thank you," he said. The Temple Police Department says there are policies in place specifically addressing officer interactions with people who have special needs. AKRON, Ohio — A fight over hot dogs at a Speedway gas station in Ohio on Saturday night led to a wild brawl caught on video that started inside and spilled out into the parking lot, according to a police report.Shortly after midnight, police were flagged down at Speedway 390 East Exchange Street, for a reference to a fight. A 27-year-old woman said she was standing in line at Speedway with her friend when she let another female know that she shouldn’t steal a hot dog since the gas station has cameras.The female and her friends “didn’t take kindly to that comment” and they punched the 27-year-old woman, the report says.A Good Samaritan saw what was going on and attempted to get the group of females off of the 27-year-old woman. Actor and director Peter Fonda, who rose to fame with his role in "Easy Rider," died Friday, his manager, Alan Somers, told CNN on Friday. He was 79.Fonda died of respiratory failure due to lung cancer at his Los Angeles home, the family said in an emailed statement. He was surrounded by family."It is with deep sorrow that we share the news that Peter Fonda has passed away," the family said. "...In one of the saddest moments of or lives, we are not able to find the appropriate words to express the pain in our hearts."Fonda was a member of the Hollywood powerhouse Fonda family, as the son of legendary actor Henry Fonda and the brother of actress and activist Jane Fonda.
