SAN DIEGO (KGTV) — Small businesses trying to stay afloat amid coronavirus restrictions can apply for up to million in forgivable low-interest loans to help them get by. The Federal Small Business Administration has opened its application site for businesses with fewer than 500 employees to apply for the loans, which would have an interest rate of no more than 4 percent. The loans are part of the stimulus package Congress and the President authorized last week. They are meant to help small businesses maintain payroll and meet essential obligations like rent, mortgages and utilities at a time social distancing has eliminated most consumer spending. SAN DIEGO (KGTV) — Several women appeared in San Diego County Court to recall the interactions they had with Juan Carlos Cordero, the man they claim raped them. San Diego Police arrested 35-year-old Cordero in March for multiple felony sex crimes beginning in 2015. Police said he would approach intoxicated women at bars or online, take them back to his home, and rape them. One by one, the women came into the courtroom Wednesday, to answer questions at the preliminary hearing. The accusers said admittedly, some of the details of what happened are foggy."I'm not sure," one woman replied. "I honestly don't remember, but I was embarrassed that I didn't remember," said another. "I felt like ... I was drugged," another woman said. One woman said she met Cordero after posting on a singles advertisement on Craigslist. She was hoping for a pleasant interaction but said it turned horrific. She said she did everything Cordero told her to do, fearing for her life."He threatened me with spanks with the belt, a weapon," she said. Another woman said she met Cordero on a dating site when she was 18. She admitted lying to her father about Cordero, saying he was a person she knew. But after drinking a few beers in San Diego County, she said Cordero drove her to his home in Newport Beach. "I don't remember very much until I woke up to him yelling at me that I was being too loud, and that I was like every other girl and that I was going to wake up his neighbors," she recalled.After that interaction, she demanded Cordero drive her back to San Diego. In fear that her parents would scold her, she said she did not tell them what had happened, until a few hours later. On the drive home, she remembered that Cordero punched her face repeatedly."I grabbed the steering wheel and yanked it on the freeway," she said. "He [Cordero] got off at the next exit, and I ran into the Denny's."She then had her father pick her up at the restaurant in San Clemente. The following day, she said she went into a hospital to take a drug and rape kit.Another accuser said last fall, she and Cordero went on what started as a nice first date. But she ended up unconscious and woke up in pain."I noticed welts on the back of my butt, I guess," she said. Tearing up, she said she was too embarrassed to report the incident because the two continued to date. After they broke up, she said she read an article about Cordero and his alleged victims. That is when she decided to go to the police and tell her own story."He choked me until the point where I couldn't breathe," she said. "And I asked him to stop." "And what did he say?" prosecutor Martin Doyle said. "That he could end me right then and no one would know," she replied. SAN DIEGO (KGTV) - San Diego Police say their recruitment numbers are up, in part due to their innovative recruitment strategies.In a presentation at the Public Safety and Livable Neighborhoods Committee, data showed they've hired more people in 2018 compared to 2017 and 2016. "We had 63 candidates that applied for there and are in the academy, that was the largest, highest number academy we've had in 25+ years," Lt. Steve Waldheim, with SDPD's Backgrounds and Recruiting Unit said.So far this year, the department's hired 94 total officers, 15% are women.Here's the breakdown:2016: 3,229 took written exam, 137 hired2017: 3,184 took written exam, 126 hired2018: 2690 took written exam, 198 hiredWaldheim said their recruitment officers are doing a better job selecting applicants and preparing them for the hiring process, creating a lower drop off rate."The more officers we put on the street, the safer it is for the community, the faster response times we have," Waldheim said they need to fill 175 vacant positions, and to do so, they've gotten creative.Those innovative ways include everything from going to schools, military bases, Comic Con, working with the Padres to advertise and getting on social media."One of the biggest challenges is our unemployment rate," he said. SAN DIEGO (KGTV) - San Diego workers are now checking the more than 250,000 water meters across the city to make sure families are billed accurately.The city announced earlier this month that it overcharged hundreds of families in four neighborhoods - Rancho Bernardo, Mira Mesa, Rancho Penasqutios and Carmel Valley. There's now a full city audit of the water billing department, and the department itself is checking the meters independently.RELATED: San Diego to expand audit of water billing overchargesSan Diegans have complained to 10News for months about spiking water bills, with little to no help or explanation from the city. Some have even questioned whether their meter is read - given that it's often covered in dirt. Terri Mitchell, who lives near Oak Park, said she raised concerns to one meter reader recently over his workload."He says i'm going to have to dig here, I've got like 400 more meters," she said.RELATED: Dozens of San Diegans come forward with high water billsThe city invited 10News to join one of its meter readers as he checked meters in Rancho Bernardo on Friday. The city wanted to show that there is a system in place to read the meters, since people were questioning the validity of their water bills and whether their meters are even read. "A lot of customers sometimes feel that since they can't see the meter, that we're not reading it," said Steven Broyles, who has read water meters for the city for 18 years.Armed with a pick and a handheld computer, Broyles opened a handful of meter caps along Madrigal Road in Rancho Bernardo, as part of his day to read 500 meters.RELATED: City of San Diego finds 343 water customers were overchargedSome weren't easy to see. Broyles used the pick to scrape dirt off of one meter, and also looked closely at another that had scratches over where the numbers are visible.
