The US State Department has updated its travel advisories for 35 countries with a new indicator to highlight the risk of kidnapping and hostage taking.The announcement comes days after American tourist Kimberly Sue Endicott and her tour guide were rescued by security forces after being abducted in Uganda's Queen Elizabeth National Park.High-threat countries including Uganda will now be labeled with a "K" in order to "communicate more clearly to US citizens the risks of kidnapping and hostage taking by criminal and terrorist actors around the world," the department said Tuesday.Travel advisories the following countries have been updated to include the "K" indicator: Afghanistan, Algeria, Angola, Bangladesh, Burkina Faso, Cameroon, Central African Republic, Colombia, Democratic Republic of the Congo, Ethiopia, Haiti, Iran, Iraq, Kenya, Lebanon, Libya, Malaysia, Mali, Mexico, Niger, Nigeria, Pakistan, Papua New Guinea, Philippines, Russian Federation, Somalia, South Sudan, Sudan, Syria, Trinidad and Tobago, Turkey, Uganda, Ukraine (in Russian-controlled eastern Ukraine), Venezuela, and Yemen.Endicott and her guide were abducted at gunpoint while on a game drive last week, according to the Ugandan Tourism Board and Ugandan police.Four other people were taken at the same time, but they were freed while Endicott and her driver were taken from the park, officials said.The State Department said it was aware of the rescue."We are aware of reports that a US citizen hostage was recovered on April 7 by Ugandan security officials," a State Department spokesperson told CNN. "Privacy considerations prevent us from commenting further at this time." 1672

At MillerCoors, one of the oldest beer brewing companies, the plan is to get rid of plastic. "What we are trying to do is get away from the plastic and get more into the biodegradable, recyclable and bio-friendly solution," says MillerCoors brew master Jeff Nickel. The company has teamed up with Footprint, an environmentally-friendly manufacture of recyclable material. "Their goal is to remove most plastics from the environment," says Nickel. Together, the companies are creating new rings, made out of compostable material. It’s much sturdier and better for the environment. The new rings aren’t cheap, but Nickel says it’s worth it. "It's not necessarily money saver,” Nickel explains. “It will cost more money, but it makes sense environmentally long term." MillerCoors is still in testing mode with the new design, but they hope to roll out the new six-pack of recyclable rings in the near future. Meghan Lehman the incident occurred around 1 p.m. Monday, when a Ford F-150 pick-up came off the automated wash area and hit two car wash employees near the exit. The Trump administration wants to tighten the rules governing who qualifies for food stamps, which could end up stripping more than 3 million people of their benefits.The Agriculture Department issued a proposed rule Tuesday that curtails so-called broad-based categorical eligibility, which makes it easier for Americans with somewhat higher incomes and more savings to participate in the Supplemental Nutrition Assistance Program, or SNAP, the formal name for food stamps.It is the administration's latest step to clamp down on the food stamps program, which covers 38 million Americans, and other public assistance services. It wants to require more poor people to work for SNAP benefits, and it is looking to change the way the poverty threshold is calculated, a move that could strip many low-income residents of their federal benefits over time.Broad-based categorical eligibility allows states to streamline the food stamps application process for folks who qualify for certain benefits under the Temporary Assistance for Needy Families program. Some 40 states, plus the District of Columbia, use this option, which lets them eliminate the asset test and raise one of the income thresholds.Republicans have long argued that this expanded eligibility option is a "loophole" that permits those with higher incomes and assets to get public assistance. GOP lawmakers have tried to limit it several times -- including in last year's farm bill, though it didn't make it into the final version. The proposed USDA rule is expected to save .5 billion a year."For too long, this loophole has been used to effectively bypass important eligibility guidelines," said Agriculture Secretary Sonny Perdue, who pointed out on a call with reporters that a millionaire in Minnesota recently enrolled through the option to highlight the problems with it. "That is why we are changing the rules, preventing abuse of a critical safety net system, so those who need food assistance the most are the only ones who receive it."Consumer advocates, however, say that the option helps low-income working Americans get the help they need. They still must meet the disposable income threshold for the food stamp program, though they can have a higher gross income (before deductions such as child care costs are taken into account).The option is "an opportunity-oriented policy to promote work and promote savings," said Stacy Dean, vice president for food assistance at the left-leaning Center on Budget and Policy Priorities. 2518

  

The U.S. Department of State issued a travel advisory on Monday for those planning trips to South Korea. The advisory is considered a "Level 2" advisory, on a scale from Level 1 to Level 4. A Level 2 advisory encourages travelers to "exercise increased caution" before going to the region."Many cases of COVID-19 have been associated with travel to or from mainland China or close contact with a travel-related case, but sustained community spread has been reported in South Korea," the State Department said. "Sustained community spread means that people in South Korea have been infected with the virus, but how or where they became infected is not known, and the spread is ongoing."The Associated Press has reported a total of 893 cases of coronavirus in South Korea.
