SAN DIEGO (CNS) - While the U.S. Centers for Disease Control and Prevention recommend people stay at home this holiday season to avoid spreading COVID-19, officials at San Diego International Airport released some tips for those who are traveling as this traditional major travel weekend begins.According to the airport guidance, all travelers should practice preventative health measures such as washing hands often, avoiding touching eyes, nose, and mouth, social distancing at least 6 feet from others, covering coughs and sneezes, and monitoring daily health by conducting a temperature check prior to arriving at the airport. The California Department of Public Health requires all individuals to wear a face covering while on airport property. Face coverings are available at airport information desks, concessionaires, and vending machines located in the terminals.Travelers should have a clear understanding of state, local, and territorial governments travel restrictions for wherever they are headed, including testing requirements, stay-at-home orders and quarantine requirements.Airlines have implemented COVID-19 health and safety measures for check in, boarding, and while on the plane. Passengers should understand the expectations of the specific airline they are using prior to arriving at the airport.Transportation Security Administration security checkpoints are open and all passengers are required to go through screening. The San Diego Airport Authority encourages travelers to leave ample time, preferably two hours, to get through security and to their gate.Rental Car Center buses require social distancing and therefore are running at reduced capacity. Plan ahead and leave ample time to accommodate longer shuttle wait times. The trolley provides service to the terminals at Palm Street on the Rental Car Center shuttles. The MTS 992 bus is another public transportation option.Rideshare companies, taxis, and other transportation modes have implemented their own health and safety measures. Travelers should review their policies so they can safely comply with any health and safety requirements.There is no inter-terminal shuttle service during this time. Some shops and restaurants are open to provide travel necessities, meals, snacks, and more, however availability and hours may vary. SAN DIEGO (KGTV) - A girl who left her foster home in Bay Terraces was found safe Tuesday night, authorities say. San Diego police said 12-year-old Quentasia Heights disappeared at about 2:50 p.m. Monday in the 7300 block of Nebraska Avenue.According to police, it was believed that the young girl jumped a fence in the home’s back yard and ran south on Alsacia Street.  403

SAN DIEGO (KGTV) - A father whose infant daughter was found dead outside a Los Angeles-area mortuary surrendered Monday at the U.S.-Mexico border. Alexander Echevarria, 22, of Sacramento, turned himself in to authorities at the San Ysidro Port of Entry with his attorney by his side. Echevarria was considered a person of interest in the death of 8-month-old Alexia Rose. The baby’s body was found near a trash container outside a funeral home in Bellflower last week. The infant was partially covered by a blanket and left in a car seat. Police believe the girl died in Sacramento. Her death was not due to natural causes, the Sacramento County Sheriff said Monday. Family members had reported Echeverria missing on Memorial Day. They said he suffers from depression and had made suicidal statements. Echevarria, who also had an arrest warrant on domestic violence-related charges, is being held in San Diego pending transfer to Sacramento.Associated Press contributed to this report. 993

SAN DIEGO (KGTV) — A Celebrity Cruise Line ship docked at the Port of San Diego Monday, pulling into the Embarcadero just before sunrise. More than 1,500 passengers were on board the "Eclipse," including Mali Lev-Ram and her husband. The couple started the cruise on March 1 in Buenos Aires. They were supposed to get off in Chile March 15, but the cruise was turned away because of concerns over the COVID-19 pandemic. SAN DIEGO (KGTV) --  A federal judge ordered that the Trump administration reinstate the Deferred Action for Childhood Arrival program, also known as DACA. The DACA program - which protects nearly 800,000 undocumented immigrants brought to the United States as children from being deported. While the decision has been made, it won't be an easy road for the people involved. The restart is delayed until August 23, to allow the government time to appeal Judge John Bates' decision.  For Dreamers like Ali Torabi, Friday's win is just the latest in the political tug of war.RELATED: San Diego Dreamers heading to the Capitol“I was preparing for, in the next four days, the complete opposite," Torabi said. He believed he might be deported. "I was actually working on my med school applications, and I was like, ‘I need to get my things together now.’”Torabi is a DACA student from Iran and a 22-year resident of San Diego.  He said Judge Bates' decision is huge for the undocumented immigrants protected by the program. But being in constant limbo can be emotionally draining. "Having this back and forth, where one day we don’t know if we’ll have any protection and were up to be potentially deported or detained, to telling us, well yea we’ll keep the protections...it’s difficult," he said. "I’m not going to lie to you, it’s emotionally difficult.”It isn't over yet. Judge Bates ruling could conflict with another decision on the program -  expected to be ruled on by a federal judge in Texas by as early as next week.The Texas Attorney General calls the program unconstitutional because it came from an executive order.“It invites future presidents to ignore the law, ignore the will of the people, and set their own policies on the second amendment, privacy rights, drug laws, or any other important issues debated in Congress," said Texas Attorney General Ken Paxton. Torabi said he has hope.
