NATIONAL CITY, Calif. (KGTV) - The National City City Council voted 4-1 Tuesday night to introduce a new ordinance that aims to close a loophole in a state law that prohibits the retail sale of cats, dogs and rabbits.Enacted on January 1, 2019, the new state law prohibits stores from selling animals unless they come from shelters or non-profit rescues. However, some pet stores have continued to sell what appear to be purebred and designer mix puppies that come from a small group of newly formed rescue organizations. One of those groups is called Bark Adoptions, based in Menifee. A 10News investigation found Bark Adoptions had been importing puppies from another supposed rescue in Iowa that had ties to commercial breeders. At National City Puppies, one of the two remaining pet stores in the city, signs on the dog cages in May showed they came from Bark Adoptions. The manager of National City Puppies, David Salinas, said he did not know where the dogs at his store came from beyond the listed rescues. But he defended his store in front of the city council, saying it comes down to consumer choice.“It’s the American way to have the freedom to choose where to buy a puppy,” said Salinas. As written now, the new ordinance says “a pet shop or retail pet store or its operator shall not sell, deliver, offer for sale, barter, auction or otherwise dispose of a cat, dog or rabbit.”There are exceptions, however, that would allow pet stores to offer “a cat, dog or rabbit owned by an animal shelter or animal rescue organization for purposes of adoption” but only if “the pet shop does not receive any fee from the adoption and does not have any monetary or ownership interest” in the animals. The ordinance still has to come back to the city council for a second reading and adoption before it goes into effect. 1835

MONROE, Ohio -- Authorities in Ohio have charged a 17-year-old driver whose classmate was killed when she crashed on the way to prom last month. The teen — Scripps station WCPO in Cincinnati is not naming her because she is a minor — is facing two counts of vehicular assault and one count of aggravated vehicular homicide, the Butler County Sheriff's Office announced Thursday.Prosecutor Michael Gmoser said he plans to keep the case in juvenile court. The Monroe High School student was driving three classmates to prom on April 27 when she crashed. Police previously said the driver was speeding on her way to prom when she attempted a course-correction and lost control of the 2013 Tesla on Millikin Road in Liberty Township and hit a telephone pole.?Kaylie Jackson, 17, was riding in the back seat and was not wearing a seatbelt, deputies said. She was ejected from the car through the windshield and flown to University of Cincinnati Medical Center for treatment. She died from her injuries three days later. Two other passengers were treated at an area hospital and released. The teen driver's father previously told WCPO she entered counseling at Cincinnati Children's Hospital Medical Center after the crash. The teen driver is scheduled to appear in juvenile court May 24.  1354

NASHVILLE, Tennessee — Individuals convicted of a felony can't vote while incarcerated, on parole, or on probation in the State of Tennessee, and Terrancé Akins was one of those people — until this week.Akins will get to vote for the first time after serving 17 years in prison. When he was 17-years-old, Akins went to prison for especially aggravated robbery."I lost my family, I lost my freedom, and then I lost my right to vote," Akins said.He has started a non-profit called 'Blessed Incorporated' where he helps inner city kids stay out of trouble. It took four years, but now that he is on a steady path, he's excited to be able to vote for the first time. "It feels great. It feels wonderful," he said.In Tennessee, voting rights are restored when ex-felons complete their supervised release. Akins hopes his example will help encourage others to re-register to vote. "They give up on themselves, they give up on their lives, they figure that they can never really amount to anything, but that's not true. You have to believe in yourself and you have to believe that you matter and that your vote matter, and that's one thing that I did, I took the initiative to not just do this for me, but to do it for those that are coming behind me," said Akins. The voter registration deadline is on Tuesday, you can fill out a form online or sign up in person.Akins is now renting an apartment in Montgomery County. Early voting there starts Oct. 17 and runs through Nov. 1. Election Day is Tuesday, Nov. 6. 1575

MOYOCK, N.C. – Three-year-old Vernon Smith is passionate about fire trucks and got a major surprise from dozens of first responders this weekend. Crawford Township Volunteer Fire Department in North Carolina hosted a drive-by parade for the little boy who is about to have his third open heart surgery.Vernon’s dad, Blake Smith, wanted to put a smile on his son’s face, so he asked if the local fire truck could drive by. Word got around about Vernon’s story, and dozens of firefighters, police and others wanted to be part of the surprise.Other surrounding departments learned about the event and joined in: Moyock Volunteer Fire Department, the Lower Currituck Volunteer Fire Department, the South Camden Volunteer Fire Department, Currituck County Fire-EMS, the Currituck County Sheriff’s Department, the Camden County Sheriff’s Department, Pasquotank EMS, Lantz’s Towing, and North Carolina State Highway Patrol. One of the assistant chiefs for the Crawford Township Volunteer Fire Department, Keith Storf, said the support they got from the neighboring departments was just phenomenal.Vernon’s mom, Brittany Blackwelder, said when she was 21 weeks pregnant, they learned that Vernon had a heart defect called hypoplastic left heart syndrome. It is a rare disease that causes the left side of his heart to not work properly, which causes the right side to work double-time.Blackwelder said this will be his third reconstructive surgery, and said hopefully it will stabilize him. She said he can never play competitive sports and gets tired easily, but she said otherwise he should be able to live a normal life.Storf said the little boy has gone through more than most adults. He said they were delighted to see him jumping up and down in the driveway during the surprise visit from the firefighters and first responders.“They gave him so many gifts and presents, and it was all about him and he was in heaven and excited,” said Blackwelder.“That was the best feeling in the world - to see his face,” said Blake Smith. “He was stoked.”This story originally reported by Margaret Kavanagh on wtkr.com. 2111
