SAN DIEGO (KGTV) -- The latest water main break Sunday in the Midway District is the latest example of San Diego’s aging water system. But the city is working to fix the issue, replacing more than 100 miles of water transmission and distribution pipes.According to city documents, since 2013, San Diego spent 8 million to repair and replace 116 miles of water transmission and distribution pipes.A total of 72 miles of those repairs were on cast iron pipes, the oldest ones in the system. "We have more than 3,000 miles of pipeline," said department spokesperson Brent Eidson, "To do it properly, we're probably always going to be replacing pipes."Throughout the project, older pipes made from concrete or cast iron are being replaced with new PVC pipes. Edison says PVC is the industry standard. Pipes made from the material usually last between 50-75 years.The city says its water system extends more than 400 square miles and moves roughly 172 million gallons per day. Included in that area is 49 water pumping stations, 29 treated water storage facilities, three water treatment plants and more than 3,300 miles of pipelines.The city hopes to have all the cast iron distribution lines replaced by 2018-19. The goal is to have all the larger cast iron transmission mains replaced by 2023. SAN DIEGO (KGTV) — The Federal Reserve's decision to lower its key interest rate to near zero will help some San Diegans, but frustrate others.The Fed reduced its Federal Funds Rate to near zero for the first time since the Great Recession of 2008. The move, in reponse to the Coronavirus outbreak, will help keep auto loan rates low and mortgage rates near historic lows. It will also, however, lower earnings from interest bearing savings accounts. Greg McBride, chief financial analyst for Bankrate, predicted the economy to go into a recession, but said the low borrowing rates would help jump start spending once activity picks up again. "Coming out of that, one of the things that's going to give the economy a boost to recover from that will be these brutally low interest rates that entice consumers and businesses to resume borrowing and spending," McBride said. "Somebody concerned about losing their job is not going to go to go out and buy a car."Mortgage rates are already extremely low, with the average rate for a 30-year fixed is 3.36 percent. Still, that's above the all-time lows reached earlier this month, when the Federal Reserve made its first emergency cut. Mark Goldman, a loan officer for C2 Financial Corp., said there has been a rush to refinance since that earlier drop — a big reason why rates did not fall deeper."There's so much refinancing business going on right now that lenders can't stand a lot more business, so they price accordingly," Goldman said. SAN DIEGO (KGTV) - The homeless population in San Diego County has decreased over the last year, according to a San Diego task force.  Every year, the county conducts a tally of how many people are homeless on a single night in January. This year’s count, done on January 26, was coordinated by the Regional Task Force on the Homeless.The task force says the number of homeless throughout the county has decreased six percent to 8,576. However, the number of homeless veterans went up to 1,300 - a 24 percent increase. Supervisor Ron Roberts, the Homeless Task Force Chairman, says permanent housing still needs to be a priority. “Seeing the overall number decline was a positive reversal, but there are far too many swings in data to declare a trend or to not see other areas where we need to increase our focus,” said San Diego County Supervisor Ron Roberts, who chairs the RTFH. “We continue to face many challenges, highlighted by a lack of new housing, a condition that squeezes hardest those with the fewest resources."RELATED: Volunteers count number of homeless living in San DiegoThe numbers from the federally-mandated Point-in-Time Count (PITC) show the number of sheltered and unsheltered homeless people in each of the county’s 18 cities, as well as in unincorporated areas.The County will present the full report, with a more in-depth analysis of the data, to the task force at 3 p.m.The PITC is meant to help communities and policymakers understand their regions’ most current challenges and areas with the most pressing need for limited funding. 1594

SAN DIEGO (KGTV) - The city updated the Sherman Heights community and surrounding neighborhoods Wednesday evening, about the transitional homeless storage facility that's set to open.  The facility is scheduled to open at the corner of the Commerical and 20th Streets on June 13.  It's been a controversial project from the beginning. The storage facility will hold 500 units for homeless people to store their things while they look for work and get back on their feet.  RELATED:  514
