SAN DIEGO (KGTV) - The Gubernatorial Primary Election is on Tuesday, June 5. Voters who are interested in getting their ballots in before Election Day can now do so at the San Diego County Registrar of Voters office.Early voting began on Monday, May 6 after the United States Postal Service sent out more than 1 million mail ballots. These ballots appeared in voters' mailboxes the very same day.Early voting continues through Friday, from 8 a.m. to 5 p.m and until the polls close on Election Day at 8 p.m.The Registrar of Voters Office is open for weekend voting from 8 a.m. to 5 p.m. on Saturday, June 2 and Sunday, June 3. Registered voters can also request a mail ballot until May 29 if they do not wish to vote in person.The Registrar of Voters Office is located at 5600 Overland Avenue on the County Operations Center campus in Kearny Mesa. 855

SAN DIEGO (KGTV) -- The City of San Diego says it is working to earn back the public's trust after thousands of families got hit with erroneously high water bills this year. But the problems appear to be persisting. Ed Kitrosser and his wife just got a bill for 3, more than double the usual for their home in Pacific Beach."We're on automatic sprinklers. Nothing has changed, the setting has not been changed for several years," said Kitrosser. RELATED: Inside San Diego: Audit shows City sent thousands of faulty water billsKitrosser is one of about a dozen residents in the P.B. and La Jolla area complaining about outrageously high water bills they received in September. Their concerns come after a city audit found that about 3,000 San Diegans got erroneous water bills, largely due to human error. Shawn Tobias, of La Jolla, is questioning a bill he received for more than ,800."You call the city and say 'I'm pretty sure you made a mistake on this' and they say 'no, no, this is what you used,' and then your heart drops," Tobias said. RELATED: San Diego man furious with city over ,000 water billThe city, meanwhile, says it is making progress on installing a series of reforms after the audit. That includes increased oversight on meter readers, addressing a backlog of meters that need repair, and improving communication with customers."We are now holding everyone accountable," said Johnnie Perkins, the city's deputy chief operating officer. SAN DIEGO (KGTV) -- The latest water main break Sunday in the Midway District is the latest example of San Diego’s aging water system. But the city is working to fix the issue, replacing more than 100 miles of water transmission and distribution pipes.According to city documents, since 2013, San Diego spent 8 million to repair and replace 116 miles of water transmission and distribution pipes.A total of 72 miles of those repairs were on cast iron pipes, the oldest ones in the system. The project started in 2007 and sparked a rate increase to pay for the work.RELATED: Water main break in Midway District causes flooding, shuts down roadAs older piper are replaced, the city has seen the number of water main breaks decrease. "We have more than 3,000 miles of pipeline," said department spokesperson Brent Eidson, "To do it properly, we're probably always going to be replacing pipes."Throughout the project, older pipes made from concrete or cast iron are being replaced with new PVC pipes. Edison says PVC is the industry standard. Pipes made from the material usually last between 50-75 years.The city says its water system extends more than 400 square miles and moves roughly 172 million gallons per day. Included in that area is 49 water pumping stations, 29 treated water storage facilities, three water treatment plants and more than 3,300 miles of pipelines.The city hopes to have all the cast iron distribution lines replaced by 2018-19. The goal is to have all the larger cast iron transmission mains replaced by 2023. SAN DIEGO (KGTV) — The King family, who launched "Chelsea's Light" after the rape and murder of their daughter Chelsea in 2009, has decided to end the popular "Finish Chelsea's Run" event after eight years.In an interview with 10News from the family's home near Chicago, Chelsea's father, Brent, said they are proud of the impact they have been able to have through "Finish Chelsea's Run," but that it was time to move on from the event."Our family wants to thank everybody that has ever come out to run in our race. It's spectacular. It's beautiful. It brings us a lot of joy. But at the same time, it reminds us how we lost our little girl," King said.Chelsea was a 17-year-old student at Poway High in 2010 when she went for a run at Rancho Bernardo Community Park. A registered sex offender, John Gardner, later pleaded guilty to dragging King into a secluded area near Lake Hodges, raping her, and strangling her to death. He buried the body nearby.Shortly after his arrest, Gardner also admitted to the murder of an Escondido teen, Amber DuBois, who had disappeared a year earlier.The King family began the "Chelsea's Light" Foundation, through which it carried out "Finish Chelsea's Run" and a companion baseball tournament. King says "Chelsea's Light" will continue to exist and raise money. However, he has launched a new nationwide organization called "Protect the Joy."King says he will use the experience he gained helping pass "Chelsea's Law" legislation in several states to protect youth from sex offenders to help build a bigger, stronger organization dedicated to issues of defending children."I've built an organization that mirrors the Sierra Club, or the Surfrider Foundation, or Greenpeace. SAN DIEGO (KGTV) — The Centers for Disease Control and Prevention announced Thursday it is extending a ban on cruise ships operating in U.S. territory through September.The ban was set to end next week, but the agency extended the ban as coronavirus cases rise in 40 states.Florida and California, where many cruises originate or end, both set records for new daily COVID-19 cases recently.RELATED: As cruise ships idle, San Diego region lost up to millionThe CDC says the ban on cruise ship operations will be in effect until, "the expiration of the Secretary of Health and Human Services’ declaration that COVID-19 constitutes a public health emergency," "the CDC Director rescinds or modifies the order based on specific public health or other considerations," or Sept. 30.Some cruise lines had already canceled scheduled sailings until Sept. 15 over ongoing discussions with federal officials on how to restart business safely, the Associated Press reported.The Port of San Diego estimates that each cruise ship that visits San Diego generates about 0,000 in regional economic impact, including local shopping, restaurant businesses, and other expenses.Nearly 30 cruises were canceled due to the pandemic, costing about million in lost revenue for the Port of San Diego alone, according to Brianne Page, a public information officer for the Port of San Diego.
