MINERAL WELLS, Texas – A young bull rider has died after being bucked off a bull during a competition in Texas.Rowdy Lee Swanson of Duncan, Oklahoma, passed away Thursday due to injuries sustained while competing at the Palo Pinto County Livestock Association’s PRCA Rodeo in Mineral Wells, according to the Professional Rodeo Cowboys Association.“We are deeply saddened by the passing of Rowdy Swanson at the ProRodeo in Mineral Wells, Texas,” PRCA CEO George Taylor said. “The hearts of the entire rodeo community go out to Rowdy’s family in this tragic time. We will continue to keep Rowdy and his family in our thoughts and prayers.”The 20-year-old was a student at Oklahoma State University in Stillwater and was studying animal sciences.Swanson was part of the university’s rodeo team. His coach, Cody Hollingsworth, expressed his condolences on Twitter."With a heavy and aching heart, I am saddened to announce that the OSU Rodeo Team has lost one of our own, Rowdy Swanson. NASA has lost priceless relics of space history, largely because of poor record keeping and follow-through, the agency's watchdog concluded.The inspector general recently found "NASA does not have adequate processes in place to identify or manage its heritage assets."That has led NASA to lose track of items that flew in space, such as "an Apollo 11 lunar collection bag that contained lunar dust particles," and other historically significant items, like a prototype lunar rover that was sold to a scrap yard.NASA told the inspector general's office in a memo that it would develop better processes for dealing with historical items by the spring of May 2020. The agency did not immediately respond to CNN for comment.The rover turned up "in a residential neighborhood in Alabama" and was spotted by an Air Force historian. When contacted by the government, the owner "expressed interest in returning the vehicle to NASA."But the agency lost track of the vehicle because it did not follow through."After waiting more than 4 months for a decision from the Agency, the individual sold the rover to a scrap metal company," the inspector general found. "NASA officials subsequently offered to buy the rover, but the scrap yard owner refused and, realizing its historical value, sold the vehicle at auction for an undisclosed sum."In another instance, NASA lost track of a bag containing moon material, which was eventually sold for .8 million.The "Apollo 11 lunar collection bag" was "seized by the Federal Bureau of Investigation from the home of a former chief executive officer for the Kansas Cosmosphere and Space Center during a criminal investigation," the IG found, then sold at a Marshals Service auction. NASA learned of the bag in 2015 when the purchaser asked the agency to verify its authenticity, but a judge turned down NASA's request to take possession of the bag, and the unnamed individual auctioned it off.As the Space Shuttle program wound down, NASA improved its processes for keeping track of historical artifacts, the report said. But that has not helped the agency recover items dating to the Mercury, Gemini and Apollo space missions of the 1960s and 1970s.Items from that era, the report said, have shown up in online auctions because "NASA freely gave property as gifts to astronauts and other employees and contractors." 2360

  

More than 100 law enforcement agencies have withdrawn from helping the Milwaukee Police Department at the Democratic National Convention, three weeks before the big event. According to the police chief, the agencies cited concerns over potential new policies related to crowd control.The Milwaukee Police Department requested the help of more than 1,000 officers from other law enforcement departments for security at the Democratic National Convention. Even though the event will be scaled-down at the Wisconsin Center due to the COVID-19 pandemic, losing many of these officers will make things more complex for Milwaukee police.Chief Alfonso Morales now has to deal with a new task with only three weeks until the DNC.He could not reveal the number of officers he’s lost for security reasons but says the reason agencies pulled out of the convention has to do with the Fire and Police Commission directives given to him last week related to crowd control. Specifically, they’re concerned over the directive to discontinue the use of tear gas and large amounts of pepper spray.“When you rule an unlawful assembly to help break up that crowd, once we deem them unruly, that’s a safe manner in doing so. Not having those tools increases the potential for more violence,” Morales said. “That’s a big concern for the law enforcement community within Milwaukee and outside of Milwaukee.”This is how the departments in West Allis, Fond du Lac and Franklin feel.
