(AP) — California lawmakers are trying again to tamp down rising housing costs by expanding rent control and stopping rental price gouging, warning a failure to act this year could result in another costly ballot measure in 2020."Our Legislature has failed to act to address the plight of struggling tenants," Democratic Assemblyman David Chiu said. "That has to change in 2019."California lacks enough homes to shelter its nearly 40 million people, a situation that drives up the costs of homes and rental units. The federal government considers someone "rent burdened" if they spend more than a third of their income on rent. Advocates on both sides spent a combined 0 million, with the bulk coming from real estate agents in opposition.Opponents argued rent control would stifle the building of more homes. He said his group, which represents rental housing owners, is open to discussing "real solutions.""The California Rental Housing Association supports smart and effective policies that will actually make a difference by rapidly increasing our affordable housing supply," he said in a statement.The California Apartment Association and California Realtors Association did not immediately respond to emails seeking comment.A Chiu bill would ban rent gouging, relying on consumer protection laws targeting price gouging following natural disasters or other emergencies.It would set a threshold, likely somewhere between 6 and 10 percent, above the consumer price index and say rent increases can't top that percentage. Chiu argued the cap would be high enough that landlords could still take in profits.Oregon recently passed a similar law.Two other bills would create a rental registry to help the state gather data on rent increases and prevent landlords from evicting people if they can't prove a cause.Several renters joined the lawmakers to talk about their own experiences with rent spikes.Stasha Powell of Redwood City brought a letter from her landlord saying her rent would be increased from ,040 a month to ,500 a month in several increments.Newsom said he wants lawmakers to bring him a package of bills to address skyrocketing rents."We need new rules to stabilize neighborhoods and prevent evictions, without putting small landlords out of business," he said during his February State of the State. Retailers pulled some name brand dog food from store shelves after a euthanasia drug was found in several products."I was a little surprised, but at the same time you hear all sorts of stuff about what is and what isn't in dog food," said Sam Porach, pet owner.The FDA started an investigation after a TV station tested several cans of Gravy Train dog food and found 60 percent contained pentobarbital, a drug used to euthanize animals, found in some products."It's a tranquilizing drug that is sometimes used by veterinarians in animal shelters to reduce anxiety in animals and ultimately put them to sleep," said Jackie Bowen, the executive director of Clean Label Project.The Clean Label Project is a non-profit aimed at educating people about toxins in products, including pet food."This industry needs to do a lot more testing and be a lot more critical of the ingredients used in its products," said Bowen.The J.M. Smucker Co. owns the brands in question including Gravy Train, Kibble 'N Bits, Skippy and Ol' Roy.  The company is investigating how pentobarbital got into the supply chain."One possible way is through contaminated ingredients," Bowen said.Between recalls and reading labels, pet owners are left trying to navigate what's really safe."Try to go all natural type yah know baked treats and stuff," pet owner Ryan Searle said."I feel like there's been a pretty big movement lately on knowing what's in your dogs' food and having higher quality foods," Porach said.Smucker's said the low level of the drug found in the food does not pose a threat to pets, but admit it's not acceptable. SACRAMENTO (KGTV) - Cal Fire identified Tuesday high-priority projects to protect more than 200 areas at high risk of a fire, including those in San Diego County. The East County neighborhoods of Crest and Guatay were among the 35 communities considered to be in urgent need of attention in a list released by Cal Fire. Both communities have community fuel breaks that need to be cleared, a Cal Fire report showed. The Guatay fuel break covers 128 acres over 15 communities, affecting 221,282 people. The Crest fuel break covers 60 acres over 3 communities and affects 5,278 people, according to the survey. (AP) — Insurance claims have topped billion for the November wildfires in California, making them the most expensive in state history.The figure released Wednesday by Insurance Commissioner Ricardo Lara covers the fire that destroyed the town of Paradise and two Southern California blazes.Most of the damages relate to the Paradise fire, which killed 85 people and destroyed nearly 19,000 buildings."While last year's tragic wildfires turned thousands of people's lives upside down, insurance is helping to rebuild and recover," Lara said in a news release during Wildfire Preparedness Week.California experienced some of its deadliest and most destructive wildfires in its history in 2017 and 2018. A series of sweeping fires in late 2017 had been the most expensive, with claims topping .8 billion.The increasing destruction is making it harder and more costly for people to obtain homeowners insurance.The insurance department has started collecting data on policy non-renewals to better assess patterns and locations where coverage is being dropped, Lara said earlier this year.When insurers decline to renew policies, state law requires them to notify customers about other options.
