RAMONA, Calif. (KGTV) -- Firefighters have stopped the forward rate of spread after flames broke out in Ramona Tuesday afternoon. According to Cal Fire, the blaze sparked on the 300 block of Hanson Lane around 1 p.m. Cal Fire says the fire burned four acres of "light flashy fuels."RELATED: Thousands face SDG&E power shutoffs ahead of Santa Ana returnThe fire comes hours before a red flag warning goes into effect throughout parts of San Diego County. RANCHO BERNARDO (KGTV) - A 54-year-old man was pinned between two cars when he was rear-ended by a teen later arrested on suspicion of driving under the influence. The victim was towing his Nissan Sentra in a BMW when he stopped check the tow straps in the 14900 block of Camino Del Norte in Rancho Bernardo around 9 p.m. Saturday. Related: Valley Center wrong-way head-on crash As he stood between the two vehicles a 16-year-old boy in a 2000 Nissan Xterra rear-ended the vehicles and pinned him between both the BMW and Nissan Sentra.According to Officer Robert Heims, the force of the collision broke both of the man's legs. President-elect Joe Biden announced on Wednesday his first significant staff decision since being projected as the winner of last week’s presidential election.Biden chose longtime aide Ron Klain to be the White House chief of staff come January. According to the Biden campaign, Klain served as a senior adviser to the Biden for President campaign. Residents and businesses near a dam in North Carolina appeared to have dodged potential disaster Wednesday after an emergency at the location was called off.Earlier, heavy rains and a landslide in the western North Carolina mountains "compromised the integrity" of Lake Tahoma dam and triggered urgent calls for mandatory evacuations.Emergency officials said the dam was "at risk of imminent failure" and the weather service extended a flash flood warning for central McDowell County until 12:30 p.m.The National Weather Service cited reports early Wednesday from McDowell County emergency management officials that "water is spilling around the sides of Lake Tahoma dam. Evacuations ongoing south of the dam."But later, McDowell County emergency officials said Lake Tahoma had been inspected and deemed safe and a mandatory evacuation was halted. "The emergency at Lake Tahoma has been canceled. The evacuation order is no longer in effect.
