SAN DIEGO (CNS) - Two community boards that review police practices will hold emergency meetings Wednesday and Thursday regarding the San Diego Police Department's de-escalation-of-force policies.The city's Citizens Advisory Board on Police/Community Relations will meet at 6 p.m. Wednesday, followed by a Thursday evening meeting of the Community Review Board on Police Practices, both of which can be viewed on the city's website and YouTube page.San Diego Mayor Kevin Faulconer said the goal of both meetings is to "take a serious look at de-escalation recommendations that could be implemented by our department" and "increasing and facilitating further dialogue and understanding between our officers, our men and women who are out there protecting us, and the community."Faulconer said public input is welcome regarding what SDPD policies should be updated or changed."Many are crying out to be heard. SAN DIEGO (KGTV) — A connecting trolley line to San Diego's airport has taken another step closer to reality.Mayor Kevin Faulconer and Acting Navy Secretary Thomas Modly signed an exclusive agreement at the Pentagon Thursday to redevelop the former SPAWAR facility, now "NAVWAR," into a transit hub. SANDAG and Navy plan to collaborate on a hub similar to "Grand Central Station" adjacent to the airport, as well as a modernized complex for Navy use."This new agreement is built on San Diego's strong naval heritage," Faulconer said. "The fact that it was signed by the Acting Secretary of the Navy inside the Pentagon sends the undeniable message that there is momentum and energy in both Washington, D.C. and San Diego to do something truly special with this property. It marks a huge next step in revitalizing this area into a civic asset that serves the U.S. Navy, the community and our regional transportation network."According to SANDAG, one option being explored last year would support housing, retail, and office space. The project could potentially run an estimated .8 to .7 billion, according to City News Service. Some of that funding could come from the San Diego County Regional Airport Authority, which signed a 10-year agreement with airlines to fund airport public transportation.In September 2019, SANDAG officials and then-Navy Secretary Richard Spencer signed a memorandum of understanding to explore their visions for the 72-acre site off Interstate 5.Currently the site is home to more than 5,000 personnel, including Naval cybersecurity and information officials with Naval Information Warfare Systems Command. SAN DIEGO (KGTV) -- A 28-year-old was stabbed while trying to break up a fight in Pacific Beach early Sunday morning, police say. According to police, the stabbing took place on the 800 block of Garnet Avenue just after midnight. The 28-year-old was walking when he saw a fight break out between a man and a woman. Police say the victim tried to break up the fight when he and the suspect got into a fight. At that point, police say a third person joined the fight when the victim was kneed in the face and stabbed twice in the abdomen. According to police, the victim didn’t know he’d been stabbed until he got home. His injuries were non-life threatening. 666

SAN DIEGO (KGTV) - A Carlsbad mother believes the social isolation created by the pandemic was one factor in the suicide attempt of her 11-year-old son.A photo shows Jessie, 11, playing tetherball outside her home two Thursdays ago. Hours after the photo was taken, his mother Tara says her son vomited.Soon after, an ambulance was rushing him to the hospital. In her kitchen cupboard was a nearly empty Costco-sized bottle of ibuprofen."It was a 500-pill bottle, and we estimate he took 400 pills," said Tara.At the hospital, Jesse couldn't breathe on his own. His kidneys failed, but doctors were able to save Jesse."It's a miracle, so thankful," said a tearful Tara.The grateful mother is now in search of answers. She talked to her son in the hospital."He said he didn't see that there was much worth living for. He felt like there were too many things stacked up against him," said Tara.Tara believes one of those things has been the social isolation caused by the pandemic. After his family moved, Jesse ended up after a new school in the fall. Tara says his old friends 'ghosted' him."I would encourage him to try to make friends in the neighborhood, and he'd say things like 'Why bother?'" said Tara.Tara thought he was just getting adjusted. Stan Colllins, a suicide prevention specialist with the San Diego County Suicide Prevention Council, says social isolation can cut kids off from the support they lean on to deal with stressors, big and small."We do have data to show there has been an increase in suicidal thoughts among youth," said Collins.In Jesse's case, those thoughts led to action. Tara says she's sharing her family's story in hopes of helping another family."Please lock up your medicaton ... Talk to your kids and see how they're doing. SAN DIEGO (KGTV) -- A former Yuma Police officer charged with raping a woman in San Diego is coming face to face with his accuser’s mother. Jared Elkins didn’t flinch in court Tuesday as his wife’s cousin accused him of raping her over and over in her Kensington home. The woman says she didn’t yell because the former officer threatened to kill her. After the rape, the victim said in court that she ran into her mother’s room and escaped out a window. Her mother’s 911 call played in court Tuesday. Elkins’ wife was asleep across the hall. Police body cam footage showed the accuser hysterical in the back of the police car. The woman can be heard telling the officer how afraid she was. Elkins argued that the sex was consensual and the rape charges were made out of guilt. Elkins pleaded not guilty. His attorney said he used bad judgement but the sex was consensual and the two were drinking.He’s facing nine felony counts including forcible rape and could serve 14 years in prison if convicted. Elkins resigned from the Yuma Police Department in 2017. 1066
