EL CAJON, Calif. (KGTV) - A man accused of a hit-and-run crash on Highway 57 in Ramona pleaded not guilty Thursday. A judge set the bail at million for Chase Richard. Richard is accused of swerving into Michelle Scott and driving with her bicycle attached to his car for more than two miles during Tuesday’s crash. In court Thursday, prosecutors said Richard removed the front hood and bumper and spray-painted the rear of his Ford Edge. Investigators said Richard appeared to be making a run for it when they arrived. He had a large suitcase and backpack in a running vehicle when he was arrested. Richard faces up to nine years in prison if convicted. EL CAJON, Calif. (KGTV) -- New video from a nearby business shows the moments before a driver plunged into a sinkhole in El Cajon.The images seeming to tell a different story than was released by El Cajon police earlier in the week.The incident happened late Monday night on Vernon Way and Johnson Avenue. A white car became almost completely submerged in a deep sinkhole after a water main break earlier in the evening. RELATED: Sinkhole forms at El Cajon intersection, swallows car At the time police said the driver, who wasn't injured, ended up there after going around a barricade.Ken Wingert's office has surveillance cameras pointed right at the street where it happened, so out of curiosity, he took a look and says the video paints a different story than the one he first heard. "I saw the video...no that's not true," Wingert told 10News. "The police officer actually went to her window, talked to her and the car pulled a u-turn and went into the sinkhole."After the car goes down, Wingert says the video gets even more interesting. The officers can be seen walking over, but it's how they did it that has him confused.  "Why were the police not reacting so fast once the car went into the pothole? All of a sudden when the car started sinking more everybody started running towards it," he said. Education Secretary Betsy DeVos announced late Friday that the US government will extend a federal student loan forbearance on borrowers for an additional month as more businesses are closing due to a surge in coronavirus cases. This means that payments of federal student loans will not be due in January.The decision does not impact private student loans, which have generally still required repayment by Americans during the pandemic.While the federal student loan forbearance is scheduled to end on January 31, President-elect Joe Biden has discussed taking more permanent action on reducing the student loan burden on millions of Americans.Federal student loans were placed on forbearance in March. In August, President Donald Trump directed DeVos to extend the forbearance through the end of 2020. While those who wanted to continue making student loan payments were able to continue doing so, automatic payments of federal student loans stopped early in the pandemic as unemployment levels jumped to record levels.Amid the forbearance period, the federal government was not charging interest on borrowers."The coronavirus pandemic has presented challenges for many students and borrowers, and this temporary pause in payments will help those who have been impacted," said DeVos. "The added time also allows Congress to do its job and determine what measures it believes are necessary and appropriate. (KGTV) - A pair of Navy Junior Reserve Officers’ Training Corps cadets from an El Cajon high school are turning heads for their achievements.It has been 19 years since a student from Grossmont High School was appointed to military service academy and the class of 2018 has two who received multiple appointments.John Flaherty and Nicholas Ghosn earned four appointments in total.Flaherty was nominated to West Point and the United States Merchant Marine Academy while Ghosn earned them to the U.S. Air Force Academy and the U.S. Naval Academy.“I was on top of the world,” said Flaherty describing the moment he got the call he was being appointed, “it was everything I dreamed of since I was four-years-old.”Flaherty is attending West Point and Ghosn will head to Annapolis at the end of their summer.Nicholas Ghosn says it was bittersweet to get the nod from the U.S. Navy.“All I ever wanted was to go to that college and join the ranks of the officer corps in the Navy, but I knew I was going to be away from my family and friends and home,” said Ghosn, “it’s going to be a long time before I get to see them so I was kind of sad because I knew this was it.”The 17-year-olds grew up a mile and a half from each other in Spring Valley and played sports together.“It’s unprecedented,” said Gunnery Master Sgt. Mark Brosnan on the two earning nearly million dollars in scholarship money from the schools.“I’ve never had cadets from public school get two appointments in the same year,” added Brosnan.They are teenagers, but they know they are on the precipice of something great.“They don’t let you into the Naval Academy or West Point if you eat tide pods,” laughed Ghosn, “Thats on the application.”The two head to their respective schools in late June, but plan to see each other at the Army-Navy game in December.  1855
