SAN DIEGO (KGTV) — More than 32 years after a double murder in Ramona, the suspected shooter has been arrested.San Diego Sheriff's Department says the deadly shooting occurred just before midnight on June 7, 1987, at a Ramona apartment on B Street, just behind Main St. Witnesses told deputies a family was having a birthday party for their four-year-old daughter when one of the guests, 27-year-old Jose Angel Solorio, got into an argument with several people.Solorio left the party angry but returned to the apartment with a gun and shot three men, identified as German Aviles, Ventura Aviles, and Carlos Holgin. German and Ventura Aviles did not survive the shooting.RELATED: 35-year-old cold case murder linked to San Diego manAfter the shooting, deputies learned that Solorio had fled to Mexico.It wasn't until April 2002 when Solorio appeared back on the radar for authorities. Homicide detectives located a family member in Texas who said she had contact with Solorio about two years prior and he was still in Mexico.FBI and U.S. Marshals Service continued working the case and in March 2019, Solorio was finally located and detained in Mexico.Friday, Solorio was extradited to San Diego and jailed on two counts of murder and two counts of attempted murder. SAN DIEGO (KGTV) - Quiet neighborhood walks have turned disturbing for a growing number of women in Rancho Bernardo.Along Paseo Lucido, feet from a park, Lauren was walking her dog one early evening two weeks ago. She walked past the passenger side of an older, white, 2-door Toyota."The front windows were down and the seat was back ... looked over inside the car and saw he was exposing himself and touching himself," said Lauren.'He' was a large man in his 30s with short dark hair."He smiled when he saw me looking. I immediately looked away. Just very anxious and scared," said Lauren.Lauren took off for a neighbor's house. When she returned minutes later, the car was gone. About a week later - around 6:30 a.m. last Thursday - Robbie was blocks away on Avenida Venusto when a similar car, driven by a man with a similar description, pulled ahead of her and parked in a red zone."Kind of slouched back. He has his pants down, and he's actively touching himself," said Robbie.And again, the stranger met a woman's glance before driving off."And he looked up at me with a big smile on his face," said Robbie. These women aren't alone, as Lauren found out when she posted her incident on the Nextdoor app for her area."There are at least seven other women who have encountered this person in the last few months," said Lauren.In many cases, the women report the car pulling ahead and stopping. "I think he's targeting women who are walking by themselves or slowly walking their dogs by themselves," said Lauren.In one of the other reports, a woman says the man was driving a gray Honda. SAN DIEGO (KGTV) - Officials from Mexico and the United States held a joint meeting Friday to discuss binational relations, legislation, and urban mobility strategies. At the discussion, officials from both sides of the border discussed solutions to the Tijuana River contamination issue and the concept of a new port of entry. Board member Mario Lopez was joining the group from Tecate and he was very supportive of the new port of entry. He supports the initial plans to have an additional border crossing at Jacumba and Tecate. Lopez says that the wait time at San Ysidro is hurting the economic growth, “10 billion dollars lost because of border wait time” he tells 10News. About 20 years ago, SANDAG did a study and it showed the necessity of another port of entry. The Mayor of Imperial Beach, Serge Dedina tells 10News, “on of our biggest source of air pollution comes from the trucks and cars waiting to cross the border”. Right now, the Jacumba Port of Entry is a concept, “these projects take many years” Lopez tells 10News it will take another 10 years but in the meantime they’re hoping to get the funding to purchase the land within the next five years. Aside from economic and environmental impacts, supporters of the port of entry say it’ll also be beneficial for trade relations between California and Mexico. Another topic discussed at the binational meeting was the Tijuana River contamination issue. Mayor Dedina tells 10News the new president in Mexico is “looking at more public-private partnerships for public water reuse”. In fact, last year they passed a partnership with an Israeli company, Odis. It’s a filtration plant that will help lead a water reuse project south of the border. Dedina says, “the project could clean up 30 million gallons of sewage a day”. Compared to previous years, Dedina is more optimistic seeing steps being made to solve a major problem that continues to threaten our southern beaches. SAN DIEGO (KGTV) -- Police are asking for the public’s help identifying several suspects they say stole 0,000 worth of jewelry from a Mount Soledad home.According to officers, the burglary happened in the Mount Soledad area in June 16, though an exact address wasn’t given.Police say the suspects used a tool to pry open the door before stealing numerous pieces of jewelry valued at more than 0,000.Most of the jewelry is large and very distinctive, police say. SAN DIEGO (KGTV) - Parents with students in the San Diego Unified School District are concerned after finding out the state medical board subpoenaed doctors who wrote their students medical exemptions for vaccinations.The district’s physician, Dr. Howard Taras, tells 10News, “We have many more medical exemptions over the past two years than we’ve ever had before.”Taras worked with the district for 30 years and says the increase in medical exemptions concerned him, so he brought it to the Committee on Infectious Diseases of the American Academy of Pediatrics.“I gave them loose data, like how many kids in the school district had medical exemptions that any doctor would see as a very worthwhile reason and how many were coming from doctors that were not very sound reasons in common medical practice," Taras said.The committee then took that list to the Medical Board of California. Now, parents in the district are upset knowing their child was included in a list sent to the state.“I’m absolutely appalled at the irresponsibility to have compiled this list in the first place. This is nothing that should have ever been getting out," a mother who did not want to be identified told 10News.10News learned the medical board is now investigating and has already subpoenaed 32 doctors who wrote medical exemptions for students in the district. A parent shared the letter that was sent home with their student with 10News. The letter states the information being subpoenaed includes:1. The unredacted copy of medical vaccination exemption letters 2. The name and date of birth of all children with medical vaccination exemption 3. The name(s) of the parent and/or legal guardian 4. The contact information of the parent and/or legal guardian “This is a violation of FERPA this is 100 percent unethical and I would say illegal based upon what’s taken place," a parent said.The district’s litigation specialist explains all parents have the right to seek protective action to prevent the disclosure of records. “If some of the actions that I and the medical board have taken lead to fewer medical exemptions, I really truly believe we will save people from fatality," said Taras.A representative with the state medical board responded to our request for more information saying, “The Board does not provide information on its complaints and investigations as both are confidential by law.” 2398
