BEIJING, Dec. 13 (Xinhua) -- Chinese Premier Wen Jiabao returned to Beijing Saturday night from a trilateral summit between China, Japan and the Republic of Korea (ROK).     In a half-day meeting in Japan's Fukuoka, Wen, his Japanese counterpart Taro Aso and ROK President Lee Myung-bak discussed trilateral ties, the ongoing global financial crisis and other issues of common concern.     Before the meeting, Wen met Lee and Aso respectively, and discussed bilateral relations with them.     They issued a joint statement on tripartite partnership relations after the meeting.

ALGIERS, Nov. 4 (Xinhua) -- Visiting top Chinese legislator Wu Bangguo held talks Wednesday with Abdelaziz Ziari, speaker of the Algerian National Assembly, on issues of common concern and they agreed to boost bilateral relations and cement cooperation between the two parliaments.     China and Algeria always handle the bilateral relations from a strategic perspective, said Wu, chairman of the Standing Committee of China's National People's Congress (NPC), highlighting that the relations have endured the test of time since the two countries established diplomatic relations 50 years ago.     Wu expressed his appreciation of Algeria's adherence to the one-China policy, noting that China respects the choice Algerian people have made on path to develop their own nation.     China feels satisfied with the current bilateral cooperation especially with the two-way collaboration at multilateral occasions on issues of UN reform, human rights and anti-terrorism, he said.     Wu offered a four-point proposal to promote China-Algeria relations: firstly, maintain high-level exchange and increase political mutual trust; secondly, expand the substantial cooperation especially in infrastructure, agriculture and energy for mutual benefit; thirdly, intensify the exchange on humanitarian issues to carry out the traditional friendship; and lastly, strengthen coordination with an aim to safeguard the common interests.     Ziari, for his part, called Wu's visit to Algeria "a big event "for the bilateral relations and "a symbol" marking a higher level of the inter-parliamentary cooperation.     The speaker agreed with Wu's views on the bilateral relations and recalled the fact that China was the first non-Arab country who recognized Algeria's independence and forged the diplomatic relations with it, while expressing his gratitude to China's assistance to Algeria's national development. Wu spoke highly of the bilateral relations, saying the ties between the two nations are "in their best time."     Wu said the good political relations should work effectively to promote the development of the trade cooperation, pledging that China would make concerted efforts with Algeria to step up cooperation with mutual benefit and give a fully play to the two business communities especially on some big projects which could help push forward the overall development. BEIJING, Nov. 18 (Xinhua) -- China's police departments should further standardize the procedure of law enforcement and build harmonious relations with the people, China's top police official said on Tuesday.     State Councilor Meng Jianzhu, also Minister of Public Security, said at a tele-conference with local public security heads that the police should "be fully aware of the challenge brought by the global financial crisis and try their best to maintain social stability."     Meng urged the police to further improve the way of law enforcement, using "a harmonious thinking to ease conflicts and a harmonious attitude to treat the people".     "You should let the people know the authority and dignity of the law, and meanwhile make them feel the care and warmth from the public security authorities," he said.     Earlier this month, Meng published an article in the journal of the Communist Party of China, Qiushi, or Seeking Truth, underscoring "the appropriate use of police force".     "In handling mass incidents, we must be clear that the chief tasks of the public security authorities are to maintain order on the scene, ease conflicts, avoid excessive steps and prevent the situation getting out of control," he wrote.     And the local officials must exercise caution in using police forces, weapons and coercive force, Meng said. "Incidents of bloodshed, injury and death should absolutely be avoided."     A violent protest, involving 30,000 people, broke out on June 28 in Weng'an County of southwest China's Guizhou Province. The protesters rampaged through government buildings and torched more than 160 offices and about 40 vehicles. More than 150 police and protesters were injured, most slightly, and no deaths were reported.     Provincial Party Chief Shi Zongyuan later blamed some local officials' "rude and roughshod solutions" to solve disputes over mines, the demolition of homes for public projects, the relocation of residents for reservoir construction and other issues.     "Some officials neglected their duties, but resorted to police force when any dispute happened, which led to strained relations between officials and the people, and police and the public," Shi said.

HEFEI, Jan. 31 (Xinhua) -- Vice Premier Hui Liangyu said on Saturday that local government should seek every means to help migrant workers land jobs, calling it "a prominent and important task" in the current rural work agenda.     Hui made the remarks when he toured east China's Anhui Province. He urged local enterprises to guarantee job opportunities for migrant workers and asked infrastructure projects contractors to hire as many migrant workers as possible.     The vocational training for the migrant workers should be strengthened, Hui said.     Migrant workers were also encouraged to go back to their hometown to start their own business, and support should be given in bank loans, tax breaks and business registration, according to Hui.     Hui also urged local government to attach great importance to the fight against drought, which plagued more than 866,700 hectares of wheat in the province. He said rural water control facility construction should be speeded up.     He also asked local authorities to enhance the control of bird flu and foot-and-mouth disease.

BEIJING, Dec. 17 (Xinhua) -- Senior Party leader Zhou Yongkang Wednesday asked all law enforcement organs to maintain social stability through careful work at the grassroots level.     It will be an important task for all law enforcement organs to create a peaceful social environment next year to welcome the 60thanniversary of the founding of the People's Republic of China, said Zhou, a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, at a conference of law enforcement officials nationwide.     Law enforcement organs should try their best to find out and properly solve the problems at the grassroots level so as to prevent mass incidents from happening, he said.     He also asked them to prevent and crack down upon serious crimes that threatened people's life and property.     Law enforcement organs should also contribute to the country's economic work through effective implementation of laws, he said.     They were asked to effectively handle cases of violation of economic laws and work to maintain the market order.     Next year the country will push forwards the reform on its judicial system, such as to improve supervision on law enforcement organs, Zhou said. He vowed to fight corruption in law enforcement organs.
