SAN DIEGO (KGTV) -- It's a problem on the rise in communities across San Diego; drivers racing down side streets to avoid rush hour traffic. When Doug Doyen saw speeding on his street, he tried to stop it. "It was almost like the Indy 500 I couldn't believe the speed, the amount of traffic and speed up and down this street," said Doyen.He put up his own signs to get drivers to slow down. "Hold the sign out, wave at them, people would be like, 'what the? Oh okay."' said Doyen. "And they'd look at me like, 'who is this guy?'" But the speeding is still a problem. He thinks GPS apps are directing drivers to his side street to avoid freeway traffic. "I couldn't believe the traffic and the speeds I was seeing out here," he said. Neighbors joined San Diego Police to form a Pace Car Program. The citizen-based campaign adds more signs and traffic patrols in the neighborhood.  937

They add that an expanded bike network will help the county move closer toward greenhouse emissions goals.SANDAG has been working toward the biking goals since 2013, when the agency approved a 0 million Bike Early Action Plan. The plan, funded by the region's half-cent tax on public transit fares, includes 40 projects totaling 77 new miles of bikeways and paths around the county.Crews broke ground on the first phase of the project last December and expects to complete two projects by early 2022. 1405

Southwest Airlines opened its flight schedule Wednesday for once-daily service out of San Diego. The flights travel to Kahului, Maui, starting Apr. 14, 2020. Flights to Honolulu begin Apr. 20, 2020, Southwest reports. Fares as low as 9 each way will be available on both routes for travel between Apr. 14 and June 4, 2020, according to the airline. SAN DIEGO (KGTV) — La Mesa-Spring Valley School District officials have postponed the district's planned reopening date, citing concerns that San Diego County will soon be placed in the state's most restrictive reopening tier. The district's reopening has been moved from Oct. 12 for hybrid learning to the week of Nov. 30, according to the district. The hybrid learning plan will bring small groups of students to in-person classes two days a week.LMSV said the decision was based on the county's potential rollback into California's purple reopening tier and the district's proximity to the College Area, where cases linked to San Diego State have steadily increased since school resumed on Aug. 24.RELATED: Supervisors to discuss reopening options if San Diego moves into more restrictive tierThe district called SDSU's case increase "particularly concerning.""We decided to postpone our reopening date after learning the county would likely be downgraded to tier 1 on the state COVID-19 tier system. The outbreaks at SDSU are particularly concerning due to the fact that many SDSU students live in our community and work at our schools. SDSU is our community. We felt it was best to err on the side of caution and postpone our reopening date in the hopes that the outbreaks subside," the district said in a statement to ABC 10News."We want nothing more than to welcome students back on campus, but we must ensure that it is safe to do so. County Public Health Officer Dr. Wilma Wooten said Tuesday that without SDSU's cases factored into the case rate, the county would not qualify to move back into the purple tier.Wooten has said that even if the county moves back, schools will still be permitted to hold in-person classes. 2206
